金融学-论互联网金融的有效监管-以水滴筹为例

摘要摘要：在“互联网+”的快速发展下，互联网与慈善事业不断的融合，形成了“互联网+公益”，使得我国的公益事业的发展有了质的飞跃。互联网公益众筹平台为我国慈善捐赠事业提供了一条新的捐赠渠道，很好的解决了传统慈善捐赠的局限性。可在互联网公益众筹平台运行的过程中，也暴露出了一些问题，有人利用互联网众筹平台进行“诈捐”“骗捐”等活动以及平台地推人员不合法推广平台公益产品，这些行为都使人们对慈善、对公益平台的公信力造成了下降。本文首先介绍了互联网公益众筹平台的起源和发展，以水滴筹为例，介绍了水滴筹的起源和运营模式。然后结合水滴筹平台，发现互联网公益众筹中存在的问题。最后针对互联网公益众筹平台存在的问题，分别对立法不完善、监督体系不完善和信息公开不及时等问题提出解决措施：如制定平台自律公约、健全第三方托管机制、建立筹集资金公示制度、加强网络募捐组织内部自律、充分利用外部监督、建立专业权威的信息公开机制、建立公开透明的信息披露制度和财务制度。最终使得我国网络公益众筹事业更加具有规范性，健康有序的发展。关键词：公益众筹，互联网众筹，监管，公益众筹平台OnEffectiveSupervisionofInternetPublicWelfareCrowdfundingAbstract:Withtherapiddevelopmentof"Internet+",thecontinuousintegrationoftheInternetandcharityhasformed"Internet+PublicWelfare",whichhasmadeaqualitativeleapinthedevelopmentofChina'spublicwelfare.TheInternetpublicwelfarecrowdfundingplatformprovidesanewdonationchannelforChina'scharitabledonationcause,whichsolvesthelimitationsoftraditionalcharitabledonations.However,someproblemshavealsobeenexposedduringtheoperationoftheInternetpublicwelfarecrowdfundingplatform.SomepeoplehaveusedtheInternetcrowdfundingplatformtocarryoutactivitiessuchas"frauddonations"and"frauddonations."Allhavecausedpeople'scredibilitytocharityandpublicwelfareplatformstodecline.ThisarticlefirstintroducestheoriginanddevelopmentoftheInternetpublicwelfarecrowdfundingplatform.Takingwaterdropchipsasanexample,theoriginandoperationmodelofwaterdropchipsareintroduced.Thencombinedwiththewaterdropplatform,foundtheproblemsintheInternetpublicwelfarecrowdfunding.Finally,inresponsetotheproblemsoftheInternetpublicwelfarecrowdfundingplatform,weproposesolutionstoproblemssuchasinadequatelegislation,inadequatesupervisionsystems,anduntimelyinformationdisclosure:suchasformulatingaplatformself-disciplineconvention,improvingthird-partycustodymechanisms,establishingafundraisingpublicitysystem,Strengtheninternalself-disciplineofonlinefundraisingorganizations,makefulluseofexternalsupervision,establishaprofessionalandauthoritativeinformationdisclosuremechanism,andestablishanopenandtransparentinformationdisclosuresystemandfinancialsystem.Intheend,China'sonlinepublicwelfarecrowdfundingismorestandardizedandhealthy.Keywords:Publicwelfarecrowdfunding，Internetcrowdfunding，Supervision，Publicwelfarecrowdfundingplatform
