Ifby“suburb"ismeantanurbanmarginthatgrowsmorerapidly

thanitsalreadydevelopedinterior,theprocessofsuburbanization

quarterofthenineteenthcentury.Beforethatperiodthecitywas

asmallhighlycompactclusterinwhichpeoplemovedaboutonfoot

builtinthe1840swerelocatedalongwaterwaysandnearrailheads

attheedgesofcities,andhousingwasneededforthethousands

ofpeopledrawnbytheprospectofemployment.Intime,thefactories

weresurroundedbyproliferatingmilltownsofapartmentsandrow

housesthatabuttedtheolder,maincities.Asadefenseagainst

thisencroachmentandtoenlargetheirtaxbases,thecities

appropriatedtheirindustrialneighbors.In1854,forexample,the

cityofPhiladelphiaannexedmostofPhiladelphiaCounty.Similar

municipalmaneuverstookplaceinChicagoandinNewYork.Indeed,

mostgreatcitiesoftheUnitedStatesachievedsuchstatusonly

byincorporatingthecommunitiesalongtheirborders.

Withtheaccelerationofindustrialgrowthcameacuteurban

crowdingandaccompanyingsocialstress-conditionsthatbeganto

approachdisastrousproportionswhen,in1888,thefirst

commerciallysuccessfulelectrictractionlinewasdeveloped.

Withinafewyearsthehorse-drawntrolleyswereretiredand

electricstreetcarnetworkscrisscrossedandconnectedeverymajor

urbanarea,fosteringawaveofsuburbanizationthattransformed

thecompactindustrialcityintoadispersedmetropolis.Thisfirst

phaseofmass-scalesuburbanizationwasreinforcedbythe

simultaneousemergenceoftheurbanMiddleClass,whosedesiresfor

homeownershipinneighborhoodsfarfromtheaginginnercitywere

satisfiedbythedevelopersofsingle-familyhousingtracts.
