1GENERAL

1.1BACKGROUND

Inthe1950s,theBolivianCorporationforDevelopment(CBF)carriedoutthefirststudiesfortheuseofwater

resourcesintheIvirizuRiverBasin,forthepurposeofhydroelectricdevelopmentatanappropriatescale.Inthat

decadeapathofaccesswasenabledfromMontepuncutoSehuencas.

In1967,theNationalElectricityCompany(ENDE)enabledrainstationswithinthebasin,inthefollowingplaces:

SanErnesto,Sehuencas,Montepuncu,LopeMendozaandCoarispecifically,tomonitorthevariationof

precipitationintheareaofrisorIvirizuashidroel.ctricopurposesofexploitationofthisriver.

1975,ENDEstartmonitoringasectionofstreamgauginginahydraulicsectionintherisorIvirizu,attheplace

calledSehuencasstationlatersteptobeadministeredbytheNationalHydrologyServiceMeteorolog.ae

(SENAMHI).Thestationofcapacityofcaudaleswasdenominated"Kilometro20",becauseitwaslocatedtoa

distanceoftwentykilometersontheroadfromMontepuncu.Inthisseason,theywererecordeddailylevels

ofrisoruntil1984,plusthestage-dischargerelationshipwasdetermined.

In1991,ENDEstudythepossibilityofusingtheexistinghydroelectricpotentialinthisareathroughtwo

hydroelectricpowerplantscalledSehuencas1and2,thisprojecttookadvantageofthehydroelectricpotential

ofrisorIvirizu,espedficamentethesectionbetweentheconfluenceofthisriverwithrioStrongandits

confluencewiththerisorHuasamayudownstream,whichalsousedastoragereservoirlocatedimmediately

downstreamoftheconfluenceofrisorIvirizutheFuerteriver.

Additionally,inthesamestudyof1991,ENDEidentifiesthepotentialfortheinstallationofatotaloffour

additionalhydroelectricpowerplantsinthearea,twoinpassingontherisorHuasamayu(HuasamayuIandJ)

andtwowithregulationonthesamerisorIvirizu(IvirizuFandG);oltimasthesetwoplantswerelocated

downstreamoftheconfluenceofthisriverwithriorHuasamayu.

R\oStrong,LopeMendoza,Together,Ivirizu1,2andSehuencasIvirizu:2010,throughaprofilelevelstudy

contractedbyEVH,hydroelectricprojectswereidentified.

Theyear2011,EVHcontracttheservicesofanindividualconsultantforthedevelopmentofthepre-feasibility

studyoftheivirizuproject1.

AsofAugust2011,EVHhasbeenrecordingthedailyvariationofwaterlevelsinacontrolsectionlocatedonthe

ivirizuriver,approximately3kmupstreamofthe"km20"station.

FromDecember2014,EVHputintooperationaweatherstationintheareacalledSehuencasalsotwo

measuringstationsautomaticlevel,thefirstontherisorlopemendozawereinstalled,specificallyunderthe

highwaybridgeandthesecondinThesamestation"kilometer20".

InSeptember2014andSeptember2015,thefeasibilitystudyfortheUtilizationProjectBasinrisorIvirizu,inthe

sectionbetweenitsheadwatersinrisorLopeMendozaandtheconfluenceofrisisdevelopmentorIvirizuwith

theYanamayuriver,inchargeoftheMAUDAccidentalAssociation,formedbythecompaniesAINACTIVESL

andAINACTIVEBolivia.Theaimofthestudywastodeterminethetechnical,economic,socialand

environmentalfeasibilityoftheproposedusehydroelectricIvirizu,priorestablishmentofanoptimalsystem

utilizationofhydropowerpotentialalongtherisorIvirizu,whichincludestheinstallationoftwocentralof

generation,withfutureprojectionsofextensionincorporatingwaterbasinsvecinasdetheriversHuasaCristal

MayuandMayu.

InSeptember2015andJune2016period,theFinalStudyDesignandpreparationoftenderdocumentsOptimo

SystemforhydroelectricityofrisorIvirizuwasdeveloped.

I.InthereservoirofSehuencas,acatchmenttowerisdefined,fromwhichthebarrelstartsatalow

pressure,whichderivestheflowtothegallerateandtheforcedpipe,whichendsattheSehuencas

plant.Intheconnectionbetweenthetunnelandthearmoredgallerythereisachimneyofequilibrium.

II.ThecentralTogether,capturesthewatersofthemiddlebasinbetweenthereservoirandthework

Sehuencasmakingjointsthatareavailableatelevation1329.86m,immediatelyupstreamofthecentr

atSehuencas.Theresultingflowintheintake,aftersanding,isstoredonaraftof40,000m3of

volume.InthisrafttheturbineflowisalsoreceivedattheSehuencasplant,whichflowstotheraft

throughanaqueductabovetheIvirizuriver.

FromtheraftofJuntasleavesthetunnelthatderivestheflowtoturbineuntilthearmoredgalleryand

forcedlatuberiathatfinishesinthecentralone.Intheconnectionbetweenthetunnelandtheblindedgallery

thereisabalancingchimney.

Thetransmissionlinesassociatedwiththeproject:

•Gaskets-Sehuencas,230kV,2,9km.(ProvinceCarrasco)

•Sehuencas-PresaSehuencas,11.5kV,of7.6km(ProvinciaCarrasco)

•Sehuencas-futuraS/EMizque(interconnectionSTI),230kV,doubleternaof69.4km,forits

connectionwiththeSTI.

Theprojectwasdividedintofourgroupsforbiddingpurposes:

1.GROUP1.Damandattachedroadnetwork

2.GROUP2.Adductions,takeworksandannexedroadnetwork

3.GROUP3.Forcedpipes,machinehouses(includingelectromechanicalequipment)

4.GROUP4.Electricallinesandsubstations

ThisPUBLICINVITATIONincludestheconstructionofGROUP2,specificallyofcivilworkswhichinclude:

SEHUENCESADHESIONTUNNELS,SEHUENCESCAPTURETOWER,JOINTTAKINGJOBS,ACCESS

ROUTES,SUPPLY,ASSEMBLYANDSTARTUPTHEHYDRO-MECHANICALEQUIPMENTANDFACILITIES

ASSOCIATEDWITHSEHUENCESANDJOINTSANDCOMPLEMENTARYWORKS.

TheremainingworksuntilalltheIvirizuHydroelectricProjectwillbeexecutedbyothercontractors,withwhich

thecontractorofthisgroupmustworksimultaneouslyinthedifferentworkareas.

1.1.2Strategiccharacteroftheproject

Inordertoguaranteeuniversalaccesstoenergyasafundamentalrightandtheexportofsurplus,itis

establishedintheEPCofthePlurinationalStateofBoliviathattheStateshalldevelopandpromotetheresearch

anduseofnewformsofproductionofalternativeenergycompatiblewiththeconservationof

environment".(Art.379).Mandatethatisalsoendorsedinthe2025PatrioticAgenda.

Inaddition,LawNo.300Art.30statesthatoneofthebasesandguidelinesofLivingWell,throughintegral

developmentinenergyis:"ToensurethatapercentageofenergygenerationisincorporatedintotheNational

InterconnectedSystem(SIN)Fromalternativerenewableenergysources,whichwillbegraduallyincreased

steadily

WithinthepipelineofhydroelectricgenerationprojectsofthePlurinationalStateofBolivia-2025,formulatedin

2014,theincorporationoftheHydroelectricUtilizationProjectoftheIvirizuRiverBasinisplanned.Likewise,in

theexpansionplansofENDECorporation,itisplannedtostartcommercialoperationofthisprojectbytheend

oftheyear2020.

Likewise,theIvirizuprojectisincludedinthePDES2016-2020EconomicandSocialDevelopmentPlan,within

theframeworkoftheintegraldevelopmenttolivewelltowardsthe2025PatrioticAgenda,whichwasapproved

throughthepromulgationofLawNo.786OnMarch9,2016byPresidentEvoMoralesAyma.Accordingtothis

plan,theIvirizuprojectshouldbebuiltandinoperationbytheyear2020.

Finally,thelaw819ofJuly19,2016declaresofnationalinterestandpriorityprojectimplementation

HidroelectricoIvirizuinallitsstagestostartoperation.

1.2Studyarea

Hydrographically,thestudyareaistheUpperIvirizuRiverBasin,atributaryoftheChapareRiver,whichbelongs

totheAmazonBasinofBolivia.TheUpperRiverBasinoftheIvirizuRiverhasitssourcesontheNor-Eastslope

oftheEasternCordilleraoftheAndes,morespecificallyintheTiraqueRangeoftheDepartmentof

Cochabamba,withmaximumaltitudesoftheorderof4,300meters

ThemaintributariesthatcontributetothemaincourseoftheIvirizuRiverare:CoariRiver,HuayaPachaRiver,

LopeMendozaRiver,MontepuncuRiver,RioFuerte,PajchaMayuRiver,andHuasaMayuRiver.

1.2.1Location

Administratively,theareaIvirizuHydroelectricProject,islocatedintheDepartmentofCochabambaprovince

Carrasco(SeePlates01and02PGEAnnex1).

1.2.2Descriptionofthebasin

ThebasinoftheriverIvirizuisbornonahighmountainintheCordilleraTiraque,whosedivisionisnearthe

ChariKhochalagoonatanapproximateelevationof4,300meters;Presentsavegetalcoverwith

preponderanceofPajonalesPunenosandPuyathickets,astheriveradvancesdownstream,thevegetation

changes,beingabletoobservevegetationofthetypeCejadeMontebetweenthe3100and3300msnm,ofthe

typeBosquesYunguenosMontanosapproximatelybetweenThe2200and3000msnmbecominginPalmares

YunguenosandHumidForestsbetweenthe1000and2200msnm;Finally,ofthetypeForestAmazonico

approximatelyfromthe1000msnm

ThebasinislocatedintheregionCordilleranaandSubandinaandischaracterizedbyitsmountain

physiographyofdeepvalleysandsteepslopes.

Theupperpartofthebasincorrespondstoadryclimateofinter-Andeanvalleyswhereevaporationishigher

thantheannualaverageprecipitationandwheretherearenopermanentwatercoursesandsparsevegetation,

inthemiddlepartthereisatemperatemesothoricclimatewithAveragetemperatureofthecoldestmonthof18°

Candabove-30Candthewarmestmonthabove10°C;Finally,inthelowerpartofthebasinhasahumid

tropicalclimatecharacterizedbyhavingatemperatureabove18℃everymonth,absenceofwinterandrainfall

allyearround.TheaverageannualtemperatureintheareaofIvirizuriveris19℃.

DuetotheextensionandgeographiclocationofthebasinoftheIvirizuriver,itpresentsinthebasinthermal

varieties,withcoldtotemperateclimateinthehighpartsofthesouthuntilwarminthelowerpartsofthenorth.

TheIvirizuRiverhasatotallengthof140.5km,hasalsoabasinwhoseaverageslopeis41%,reachingatotal

areaof2,375km2,fromitssourceinthefoothillsoftheCochabambamountainrangewiththenameofriver

LopeMendoza,nearthetownofMontepuncu,totheconfluencewiththeSanMateoriver.

ThisbasinbelongstotheriverMamore,whichispartoftheAmazonRiverbasin.Initsrouteitreceivesas

importanttributaries,amongothers,byitsrightmargintotheriverStrongandbytheleftmargintotheriverSan

Mateo,Juntas,JocoaraandHuasamayu.

TheIvirizuRiverduetoitsgeomorphologicalcharacteristicsisclassifiedastorrentoso,sinceitcorrespondstoa

watercourseofmountainareawithslopelongitudinal5%,thereforethistypeofwatercourseshavearapid

responsetorains,Areviolentandofshortduration.

Theaverageannualprecipitationinthebasinrangesfrom500mmintheupperpartand3,700mminthe

confluencezoneoftheIvirizuwiththePajchamayu.

TheaveragemonthlyflowestimadoenthefuturedamsitiodeSehuencasestheorderof19,57m3/sbeingthe

averageslopeoftheriverabout6.5%.

1.2.3Accessroutes

ThemaincourseoftheIvirizuesRiveraccessiblefromRouteNo.7oftheRoadFundamentalofBolivia,

CarreteroRoadCochabamba-SantaCruz,km118fromthecityofCochabamba,whereislocatedthetownof

Montepuncu,fromwhereindirectionNorthleavesAnaccessroadthatleadstothetownofSehuencas

approximately20kmaway.

ThismentionedaccesspathhasaparallelstroketothecoursesoftheMontepuncuandIvirizurivers

respectivelyuptointercepttheRioPajchaMayu,itisestimatedthattheapproximatelengthoftheaccessroad

currentlyconstructedismorethan30kmmeasuredfromtheroad,whichgraduallyexpandedstillheadingnorth

(seeplatePGE-3ofAnnex1).

1.3Purposeoftherecruitmentprocess

Tocontracttheservicesofaconstructioncompanyoraccidentalassociation(Contractor)toexecuteallthe

necessaryworkscorrespondingto:THECONSTRUCTIONANDEXECUTIONOFCIVILWORKSINCLUDING:

TUNELSOFADHESIONOFSEHUENCESANDSEALS,TOWEROFCAPTIONOFSEHUENCAS,WORKOF

TOMAOFJOINTS,ACCESSROUTES,SUPPLY,ASSEMBLY,ASSEMBLYANDCOMMISSIONINGOF

HYDROMECANICEQUIPMENTANDFACILITIESASSOCIATEDWITHSEHUENCESANDJOINTSAND

COMPLEMENTARYWORKS,ensuringthattherequirementsoftheprojectaredeterminedinPLIEGODE

CONDICIONES,applyinginduetimethemostStrictandrigoroustechnicalprocedurestoguarantee,asa

fundamentalpartoftheirwork,thequalityandquantityoftheactivitiesestablishedintheapprovedproposaland

intheexpectedperiods.

2ScopeofConstruction

2.1Generaldescriptionoftheworks.TunneldeSehuencas

Thebypassflowtoturbinar(26.5m3/s)fromthefeedbackisdonethroughatunneltothepenstockthatendsin

thebuildingoftheplant.Fromthesectionoftheclosinggateofthecapturetower,atransitionismadetothe

sectionofthetunnel,thistransitionhasalengthof6m.

Thehydraulicoperationofthetunnelisinlowpressure.

Thetunnelhasalengthof4.970mtotheequilibriumchimney.Thesectionishorseshoe-shapedwithafree

innersurfaceof12,50m2-

Themostsuitablemethodforitsexcavationisbymeansofdrill&blastwithprojectedconcretesupportand

metalbolts.

Thestartingpointofthetunnellevelis2,127,35snmandtheheightatthestartingpointoftheequilibrium

chimneyis2077.53m.Thetunnelhasaconstantslopeof1%.

Thesectionofthetunnelismadeofreinforcedconcrete,withathicknessof25cmofconcrete.

Thesectionbetweentheequilibriumchimneyandtheendofthetunneltotakeaccountofpossiblepressure

variationsiscoveredbyasteelsheettubewithstiffenersofvariablethicknessand3,000mmdiameter.Ithasa

lengthuptothebifurcationofthepipeof955,489mandaslopeof9%.

WithinthescopeofthisGroup2,theexcavationandmaintenanceofthesectionofthearmoredtunnel(between

thebalancingchimneyandthevalvestand),theGroup3contractorbeingresponsiblefortheprovisionand

installationofthecorrespondingsteelpipeTotheshielding,theconcreteliningandthecontactand

consolidationinjections.

2.2GeneraldescriptionoftheworksChimneyofbalanceofSehuencas

Anequilibriumchimneywithadiameterof6.0mislocatedinthePK4.970ofthetunnelwithanelevationof

2,221,50m.a.s.l.

Theequilibriumchimneywillhaveatotalheightof137.70m,ofwhich132.20marebelowgroundleveland4m

abovetheslopeoftheesplanademadefortheexcavationofthechimney.

Thechimneyisconnectedtothetunnelbymeansofanelbowandatunnelbranchof3,000mmdiameter,with

concreteliningandsteelpipe.

Theaxisofthechimneyissetback17.0mfromtheaxisofthetunnel,definingtheunionbetweenthetwoby

meansofanelbow.Thisconnectingsectionisexecutedwithsteelpipeandislinedwithconcrete.
