Artificialintelligence(AI)hasthepotentialto
revolutionizeourworld,addressingsomeofthemostpressingglobalchallengesandtransforminglivesinprofoundways.However,withthe
promiseofthetechnologycomesacuterisks.AIcanexacerbatesocialinequalitiesandnegativelyaffectourenvironmentifnotdevelopedand
deployedresponsibly.

communitiesworldwide,Microsoft,theEY
organization,theSchwabFoundationandarich

Socialinnovatorsarealreadyattheforefront,
demonstratingenvironmentallyandsocially
responsibledeploymentofAI.Thesearethe
changemakerswhoprioritizepurposeoverprofit,whowakeupeverydaydeterminedtomakea
difference.Intheiruseofthistechnology,they
demonstratethatAIcanbeapowerfultool,
showinguswhatispossiblewhentechnologyis
guidedbyethicalprinciplesandamissiontoserve.
Ourfirstreport,

effortsofmorethan300socialinnovatorsfromover50countriestoresponsiblydeploythetechnology.
WesawhowoneinfourinnovatorsuseAItoimprovehealthcare,addressingneedsinbothhigh-andlow-incomesettings.Forexample,Geekie,aneducationaltechnologycompanyinBrazil,pioneeredtheuse
ofAIandreal-timedataforpersonalizedlearning
atmassivescale–affectingmorethantenmillion
studentsfrom5,000schoolsacrossthecountry
whiletransformingtraditionalclassroommodelsintheprocess.Wealsosawhow,leveragingAI,theyhavemadesignificantcontributionstoeconomic
empowerment,environmentalconservationand
agriculture.Thisreportwasatestamenttothe
incrediblepotentialofAIwhenusedforsocialgood.

Withtherightsupportfromtheprivate
sector,governmentandintermediaries,
socialinnovatorscanscaletheirimpactful
:TI:usesofAIforthebenefitofsociety.
ThetransformativepotentialofartificialIntelligence(AI)iswidelylauded.Withstudiesrevealingthat
employeeswhodeploymachinelearningcanrealizeupto30%inefficiencygains1andfindingsthatthetechnologyhasthepotentialtoautomateupto
70%ofactivitiesthattakeupemployees’time,2itisnosurprisethatthistechnologyisbeingembracedbyindustry.
Some42%of8,000+companiessurveyedundertheIBMGlobalAIAdoptionIndexreportthatthey
havedeployedAItoimproveefficiencyincustomercare,informationtechnology(IT)andmarketing
salesfunctions.Furthermore,anadditional40%
reportthattheyhavebegunexploringtheuseofthetechnologywithintheirenterprises.3Similarly,66%ofsurveyrespondentsthinkthatAIwillsignificantlyaffecttheirlivesoverthenextthreetofiveyears.4
WhileAIholdsgreatpromiseforeconomic
growth,itiscrucialtorecognizethegrowing
fearssurroundingthetechnology’senvironmentalandsocietalimplications.Somestudiessuggest
thatmorethanathirdofallemployeesworry
aboutlosingtheirjobsduetoAI,withvariances
byoccupationandgeography.5,6Opencallsby
prominentindividualstoaddresstherisksofAIorhaltdevelopmentaltogetherfurtheraddtoboththeconcreteandabstractfearsaboutthetechnology–suchasthe2023letterby1,000businessleaders,includingSteveWozniakandElonMusk.7
Thesefearsgenerateurgencyforstrongpublic
governanceandpolicies.Buttheyalsocreate
theneedtoshowcasepositiveexamplesofhow
AIcanbenefitpeopleandsociety–especiallyfor
marginalizedgroupsatriskoflosingoutonthe
economicbenefitsofAI.Socialinnovatorsareattheforefrontofthis,providingtangibleexamplesofAI
beingappliedforpositiveimpact.
Theirproximitytothesocialandenvironmentalchallengesintheircommunitiesprovidesmultipleopportunitiesfromatechnologyperspective:
–ItallowsthemtodeployAIsolutions
tailoredtocommunityneeds,especiallyforunderrepresentedcommunities.
–Moreover,theyareinapositiontoinfluencethefuturedevelopmentofthetechnologytowardspositiveimpactthroughtheirexperienceand
insights.
Anearlierreportinthisserieshighlightedthediversewaysinwhich300socialinnovatorshavebegun
deployingAIcapabilitiessuchasmachinelearningandpredictiveanalyticsforimpactfulresults.Fromimprovinghealthcareaccessibilitytoenhancing
educationaloutcomesinunderservedcommunities,socialinnovatorshavestartedharnessingAIto
createpositiveimpact.

However,toscaletheadoptionofAIforimpact,
theseinnovatorsrelyoncollaborationwithandthesupportoftechcompanies,intermediaries,impactinvestorsandpublic-sectorstakeholders.Together,theyformtheecosystemunderpinningtheimpactfuladoptionofAIbysocialinnovators.Thisecosystemprovidestheresources,expertiseandinfrastructurenecessaryforsocialinnovatorstogrowtheirAI
solutionseffectively.
Yetthisreport’sanalysisshowsthatoutofalmost100AIinitiativesreviewedintheunderlyingsampleset,only31%focusonpositiveimpact.Ofthese
impact-focusedinitiatives,lessthanhalfprovide
directfinancialresources.Incomparison,from
ourdataset,directfinancialresourcesweremadeavailabletoalmost60%ofAIinitiativesnotfocusedonimpact.Furthermore,informationonfunding
amounts,typesofinitiativeandcollaborators
weremorepubliclyavailableforAIinitiativesnotexclusivelyfocusedonimpact.
Overall,globalfundingforimpact-focusedinitiativesamountsto$2.2billioninoperationalbudgetsandfundinginrecentyears.Whilethisisanencouragingnumberatfacevalue,inreality,lessthan1%ofallbudgetsallocatedtoAIimplementationareprimarilyfocusedonpositiveimpact.Inaddition,these
initiativestendtofocusonhigh-incomecountries,raisingquestionsaboutequitableaccessfor
communitiesandinnovatorsinlow-andmiddle-incomecountries.
Aswellasincreasingthesheerscaleofsupportforsocialinnovators,itiscrucialtodesignpurpose-
builtprogrammestailoredtotheneedsofthe
communitiesthatsocialinnovatorsultimatelyserve.Thesocialinnovatorsandintermediariessurveyedforthisreporthighlighttheneedforcollaboration
whendesigningprogrammestoensurethat
interventionstrulyaddresssocialissuesholistically.Thismightinclude,forexample,“wraparound”
supportforrecipientsofAItraining,suchas
childcareduringtraininghours,transporttothe
trainingvenueorbasicdigitalskillstrainingasa
prerequisite.Suchnuancedandcomprehensive
programmedesignispossibleonlywiththeinputofsocialinnovatorsandintermediaries.
Thisreportbuildsondatafromthepreviousreportsinthisseriestoexaminethecurrentlandscape
ofsupportforpositiveimpactapplicationsof
AI.Itofferspracticalinsightsandexamplesof
engagementmechanismssothatcompanies
andtechnologyorganizationscanpartnerwith
socialinnovatorstopromotetheethicaladoptionofAI.Italsoincludesmechanismsforproviding
support,insightsintotheroleofintermediariesandbestpracticesforpublic-sectoractorstofoster
ecosystemdevelopment.

Introduction
Socialinnovatorsareattheforefrontofprovinghowartificialintelligencecanbeharnessedforpositivesocialand
environmentaloutcomes.
GlobalinterestandinvestmentinAI,especially
generativeAI,hasexplodedrecently,andventure-capital(VC)investmentsaloneinAItotalledmorethan$290billionin2019–2024.8Thepublicsectorhasnotbeenleftbehind,withamarkedincreaseinpoliciesonthetechnologyandlegislative
mentionsofAIdoublingfrom2022to2023.9
Organizationsandindustriesseekingtostreamlinetheirproductivityhavealsobegunintegrating
thetechnologyintotheirprocess.Inthefinancialsectoralone,91%offinancialservicesfirms
haveeitherconsideredorarealreadyusingAI,orreportthattheyareusingitintheirorganizationstodriveinnovation,improveoperationalefficiencyandenhancecustomerexperiences–with97%ofcompaniesplanningtoinvestmoreinAI
technologiesinthenearfuture.10
ThediscoursesurroundingAIfocuseson
itspotentialtoboostproductivityacross
industries,overshadowingthepotentialnegative
consequencesofthetechnology.ThedevelopmentanddeploymentofAIcanperpetuatesocial
inequitiesifnotcarefullymanaged,particularly
whenitcomestoissuessuchasdataprivacy
andthedisplacementofjobs,withsomestudies
suggestingjoblossesofupto50%,spurringfearsandconcernsaboutthepotentialsocialdisruptionresultingfromthistechnology.Furthermore,the
datasetsforalgorithmsarelargelysourcedfrom
high-incomecountriesandregions,withtheUnitedStates,China,theEuropeanUnionandtheUnitedKingdomemergingastheleadingsourcesofAI
vImagecredit:MovingWorlds
models.11Thesedatasetscanperpetuatebiases,leadingtoharmfulsocialoutcomeswhenappliedin
dissimilarcontexts.Inaddition,gendergapspersist,
bothupstream,withwomencomprising30%oftheAIeducationandtalentpool,andinAIusage,withonly25%ofwomen-ledsocialenterprisesadoptingtheuseofAI.
OfequalconcernistheenergyandnaturalresourceconsumptionofAImodels,especiallylarge-
scalemachinelearningsystems,whichcanbe
substantial.Thesesystemscontributetocarbon
emissionsandexacerbateclimatechange.Reportshavefoundthatlargertrainingmodelscanemitupto350tonnesofCO2peryearandrequireupto
34%morewaterwhendeployingAImodelsthanwhennot.12
GiventhesocialandenvironmentalrisksassociatedwithAI,itisnecessarytobringforwardusecasesthatprovideabetterunderstandingofhowAIcanbeharnessedresponsiblyandethically,ensuring
thatitsbenefitsarewidelysharedacrosssociety.Socialinnovatorsareuniquelypositionedtouse
AI’sethicalapplicationsinawaythatextendsfar
beyondcommercialpursuitsandhavebegunto
demonstratepurpose-driven,ethicaldeploymentofthetechnology.
Thefirstreportinthisseriesshowcasedhowsocialenterprises’mission-drivenapproach,combined
withAI’scapabilities,cananddoesaddresssocietalchallengesinnovativelyandsustainably.Drawing
fromadatasetofmorethan300socialinnovatorsfromover50countriesandsixregionsacrossthe
globe,thereportmappedouthowsocialinnovatorshavedeployedthetechnologyforimpactfulresultsinsectorssuchashealthcare,education,agricultureandtheenvironment.

provideawayforthemtoengagewiththeseissuesmoremeaningfullyandsustainably.
DevelopingandsupportingAIcapabilitiescentredonimpactisnotjustbeneficialbutalsoabusinessimperativeforinnovation-drivenorganizations.
Giventhenascencyofthetechnologyanditsrapidpaceofdevelopment,thereisastrongcasefor
buildingecosystemsaroundthetechnology’ssocialimpactthatnotonlyapplytothecurrentstatebut
canserveasablueprintforfuturetechnologies.
ThisissupportedbytheassertionsoffuturistAmyWebb,wholabelsthisgenerationas“GenT”,a
transitiongenerationinwhicheveryonehasaroleinshapingwhatthefuturewilllooklike.13
Inadditiontotheprivatesector,social
entrepreneursneedavibrantecosystemthat
includesintermediariesandsupportivegovernmentpoliciestomakethemostofAI’simpactpotential.Intermediariesplayacrucialroleinproviding
resources,mentorship,trainingandaccessto
funding,whichcanenablesocialentrepreneurstonavigatethecomplexlandscapeofAItechnology.Often,withawideglobalreach,theseactorscan
facilitateconnectionsbetweensocialinnovatorsandexpertswithintechnologyorganizationsthatcan
helpthemscaleinnovativesolutions.
Atthesametime,governmentsupportisessentialincreatinganenablingenvironmentthroughpoliciesthatencourageresponsibleAIdevelopment,offer
incentivesforsocialinnovationandensurethat
ethicalstandardsareupheld.Strongcollaboration
amongtheseecosystemparticipantshelps
socialinnovatorsmaximizetheirimpactanddrivetransformativechangewithAI-drivensolutions.
CurrentstateofAIforimpactinitiatives
AIforimpactinitiativesencompassthedeliberate
developmentanddeploymentofAIcapabilities
thataddresssocietalchallenges,improvepublic
welfareandpromotesustainabledevelopmentbytechnologyorganizationsinconcertwithimpact
enterprises.Theseinitiativesplaceattheircentre
thesocialandenvironmentalimpactapplications
ofthetechnologyandfocusondeployingAIto
tackleissuesrelatingto,forexample,healthcare,
education,environmentalsustainabilityanddigitalequity,aimingforpositivesocialoutcomesrather
thansolelyfor-profitgains.Suchinitiativesare
largelydrivenbyprivate-sectororganizations,whichcanplayapivotalroleindeployingtheseefforts
throughplanning,collaborationandinvestmentandareenabledbyarichcollaborationecosystemforsuccessfuldeployment.
CompaniesareincreasinglyrecognizingAI’s
potentialforsocialimpactandaredeploying
resourcestosupportthoseusingthetechnology.Throughdirectandindirectmeans,theyinvest
inpartnershipswithsocialentrepreneursandintermediariesbyprovidingfinancialsupport,technicalexpertiseandaccesstoAIplatforms.
ProgrammestoencouragetheadoptionofAI
forimpactrangefromopen-sourceplatformsto
trainingsandgrantsandawards.Theunderlying
datasetofglobalimpact-focusedAIinitiatives
presentedinthefirstreportrevealedthatmorethanhalfofinitiativesfocusedonopenplatform,researchanddataaswellasconferences,whichmaynotbedirectlyrelevanttosocialinnovators’needs.
Incontrast,socialinnovatorshavefrequentlycitedlackofaccesstoAIskillsandtoolsandhighcostsofentryasthebiggestbarrierstotheiradoptionandscalingofthetechnology.However,theresourcesdeployedtohelpsocialinnovatorsovercomethis
barrieraregenerallylow,withgrantsandrewardsandAIeducationconstitutingonly6%and7%oftotalinitiativesrespectively.
