ernegotiateoutoffear,butletusneverfeartonegotiate.Letbothsidesexplorewhatproblemsuniteusinsteadofbelaboringthoseproblemswhichdivideus.Letbothsides,forthefirsttime,formulateseriousandpreciseproposalsfortheinspectionandcontrolofarms,andbringtheabsolutepowertodestroyothernationsundertheabsolutecontrolofallnations.Letbothsidesseektoinvokethewondersofscienceinsteadofitsterrors.Togetherletusexplorethestars,conquerthedeserts,eradicatedisease,taptheoceandepths,andencouragetheartsandcommerce.Letbothsidesunitetoheed,inallcornersoftheearth,thecommandofIsaiah--to“undotheheavyburdens,and[to]lettheoppressedgofree.”¹And,ifabeachheadofcooperationmaypushbackthejungleofsuspicion,letbothsidesjoinincreatinganewendeavor--notanewbalanceofpower,butanewworldoflaw--wherethestrongarejust,andtheweaksecure,andthepeacepreserved.Allthiswi
