I.Introduction
Inrecentyears,thethreemajorglobalcrisesofclimatechange,biodiversityloss,andenvironmentalpollutionhavecontinuedtointensify,pushingmoreindicatorsoftheplanetaryboundariestowardorbeyondtheirlimits.Atthesametime,theUnitedNationsSustainableDevelopmentGoalsReport2025showsthatonly35%ofthegoalsareontrackormakingmoderateprogress,whilenearlyhalfareprogressingslowly.Progresshasbeenparticularlyslowinenvironment-relatedgoalssuchasclimateaction,cleanwaterandsanitation,lifeonland,andlifebelowwater.
Experienceoverthepastdecadehasshownthatgreensupplychaindevelopmenthelpsstrengthencorporateenvironmentalmanagementthroughmarketmechanisms,promoteefficientresourceuse,andreducepollutionandproductcarbonfootprints.Itenhancescorporateresiliencewhilecontributingpositivelytoecologicalprotectionandclimateaction.
However,inrecentyears,intensifyinggeopoliticalcompetition,increasingfragmentationoftheglobalgovernancesystem,andfrequenttradefrictions—includingtendenciestowarddecouplingandsupplychaindisruption—havemadeglobalsupplychainstabilityhardertomaintain,inevitablyaffectingtheadvancementofgreensupplychaininitiatives.
Againstthiscomplexbackdrop,theInstituteofPublicandEnvironmentalAffairs(IPE)upgradedtheGreenSupplyChainCorporateInformationTransparencyIndex
(CITI)in2025andconductedaquantitativeevaluationof800companiesacross23industries.Thismarksthe12thconsecutiveyearofevaluationsinceIPElaunchedtheCITIIndexin2014.
Throughthisevaluation,IPEaimstoidentifythenewchallengesandissuescompaniesarefacing,aswellastodiscoverandpromotebestpractices.Theevaluationseekstobuildcommonunderstandingamongstakeholders,createanenablingenvironmentforbothChineseandinternationalcompaniestogreentheirsupplychains,andhelpmorecompaniesuseinnovativesolutionsandgreenprocurementtoacceleratevaluechaintransformation.Theseeffortswillenhancecorporatecapacityandresilienceinthefaceofmultipleglobalcrises,whileprovidingconsumerswithmoregreenandlow-carbonproductsandservices—contributingjointlytotheprotectionofoursharedplanet.
II.EvaluationResults
The2025evaluationresultsshowthatChineseandinternationalcompanieshaveenteredacriticalstageofdeepeningprogressandmulti-stakeholdercollaborationingreensupplychaindevelopment.Amongthe800evaluatedcompanies,Adidas,Foxconn,andPUMArankedasthetopthreeperformers,followedbyNike,Primark,Dell,Marks&Spencer,Inditex,LuxsharePrecision,andCiscointhetopten.
CompaniesfromtheGreaterChinaregiondemonstratednotableprogressinestablishinggreensupplychainmanagementmechanisms.Atotalof11companies—Foxconn,LuxsharePrecision,AvaryHolding,AntaSports,Huawei,VitasoyInternational,LONGiGreenEnergy,Li-Ning,KersenTechnology,LenovoGroup,andTCL—enteredtheTop50,markingarecordhighfortheregion.

Supplychainenvironmentalandclimateriskmanagementhasbecomeasharedpriorityamongmostcompanies.Nearly80%ofthecompaniesdisclosedtheirenvironmentalcomplianceandcorrectiveprogress,thoughsuchdisclosurestillneedstobeextendedtoupstreamsegmentswithhighenvironmentalandcarbonimpacts.Around90%ofcompanieshavetakenactionsonchemicalmanagement,pollutionandwastereduction,resourceefficiencyandrecycling,climateaction,andbiodiversityprotection.However,mostoftheseeffortsremainconfinedtotheirownoperations,withoutfullyextendingacrosstheentiresupplychain.Overhalfofthecompanieshavepubliclydisclosedproactiveactionsonlife-cycleenvironmentalandcarbonmanagement,yetthelackofquantitativedatadisclosurecontinuestoconstrainthehealthydevelopmentofthegreenconsumptionmarket.
III.InsightsintoGreenSupplyChainManagementthroughFiveEvaluationDimensions
Finding1:DisclosuresbySomeMultinationalCorporationsWeakened,WhileGreaterChinaCompaniesShowOverallImprovement
Since2025,thegloballandscapeofsustainabledevelopmenthasshownincreasingdivergence.Insomeregions,policyshiftshaveledmultinationalcompaniestotakeamorecautiousapproachtosustainabilitydisclosure,withsomechoosingtotemporarilywithholdtheirannualsustainabilityreports.Meanwhile,theEuropeanUnionhaspostponedtheimplementationtimelinesoftheCorporateSustainabilityReportingDirective(CSRD)andtheCorporateSustainabilityDueDiligenceDirective(CSDDD),whilealsosignificantlynarrowingtheirregulatoryscope.
Incontrast,Chinahasissuedaseriesofstrongpolicysignalstoreinforcecorporatesustainability.ThereleaseoftheGuidelinesforSelf-RegulationofListedCompanies—SustainabilityReport(Trial)andtheSustainabilityDisclosureStandardsforBusinessEnterprises—BasicStandard(Trial)hasprovidedcleardirectionforcompaniestostrengthengreensupplychainmanagementandtoencouragesupplierstoengageincoordinatedpollutionandcarbonreductionthroughenhancedinformationdisclosure.
Againstthisbackdrop,companiesintheGreaterChinaregionhavemaderemarkableprogressinbuildinggreensupplychainmanagementmechanisms:
•TheproportionofGreaterChinacompaniespubliclycommittingtogreensupplychaindevelopmentexceeded90%forthefirsttime,and85%haveincorporatedgreenprocurementrequirementsintosuppliercodesofconductorotherformaldocuments—representingyear-on-yearincreasesof18%and19%,respectively,bothsignificantlyoutpacingtheoverallprogressacrossallevaluatedcompanies.
•42%ofGreaterChinacompaniesdisclosedprogressandresultsinimplementinggreenprocurement,alsomarkinganotableincreasefrom2024.
Theseadvancementscontributedtoa1.85-pointincreaseintheoverallaveragescoreofthe2025CITIevaluationcomparedwith2024.Nevertheless,over40%ofChineseandinternationalcompaniesthatpubliclycommittedtodevelopinggreensupplychainshaveyettodisclosetheirprogress,highlightingthatmanystillfacechallengesinturningcommitmentsintoconcreteactions.
Finding2:Nearly80%ofCompaniesAddressSupplyChainEnvironmentalCompliance,butGapsRemaininExtendingManagementUpstream
Despitegrowingdivergenceinglobalenvironmentalpolicies,theoveralltrendtowardstrictersupplychainenvironmentalandclimateriskmanagementremainsunchanged,andcompaniesarefacingincreasingcompliancepressureacrosstheirvaluechains.
The2025evaluationshowsthat:
•78%ofevaluatedcompaniespubliclydisclosedinformationonsupplychain
environmentalcomplianceandcorrectiveactions,up13%from2024;
•166A-sharelistedcompaniesdisclosedenvironmentalcomplianceandrectificationrecordsoftheirmanufacturingsubsidiaries,inaccordancewiththeGuidelinesforSelf-RegulationofListedCompanies—SustainabilityReport(Trial);
•70companiesandjointprocurementplatformsmotivated2,083supplierstopubliclydisclosefeedbackorcorrectiveactionsregardingpastenvironmentalviolationsthroughtheBlueMapplatform.CompaniessuchasFoxconn,LuxsharePrecision,AvaryHolding,KersenTechnology,Schaeffler,ShenzhouInternational,HopLun,DyStar,andLi&Funghavecontinuedtostrengthentheirgreensupplychainpracticesinrecentyears,emergingaskeydriversoflow-carbontransformationacrossindustrialvaluechains.
Whileonlyalimitednumberofcompanieshaveextendedenvironmentalmanagementtoindirectorupstreamsuppliers,25%havedisclosedenvironmentalrequirementsforrawmaterialsuppliers—anincreaseofovertenpercentagepointscomparedwith2024.Inadditiontosectorssuchastextiles&leatherandIT/ICT,whichadoptedgreensupplychainmanagementearlyon,industriesreliantonenergytransitionminerals,includingphotovoltaics,automobiles,batteries,andbatterymaterials,alsodemonstratednotableprogress.
Overall,however,thecomplexityofsupplychainstructurescontinuestolimitcompanies’visibilityintotheenvironmentalperformanceofupstreamrawmaterialsegments.Buildingtraceablesupplychainmanagementsystemsremainsasignificantchallenge.Only30%ofcompaniesmentionedeffortstoempowersupplierstostrengthentheirowngreensupplychainpractices,underscoringtheurgentneedforcollaborativeinnovationwithupstreamanddownstreamstakeholderstoextendenvironmentalmanagementfurtheralongthevaluechain.
Finding3:SupplyChainEnvironmentalManagementExpandstoMoreTopics,WhileBiodiversityDisclosureRemainsinEarlyStages
DrivenbyevolvingglobalsustainabilitydisclosurerequirementsandESGratingframeworks,anincreasingnumberofcompaniesareconductingdeeperassessmentsofhowtheirbusinessactivitiesdependonandimpactnature.
The2025evaluationshowsthat:
•87%ofcompaniesdisclosedinformationonchemicalmanagement,waterconservation,andwasteandpollutantreduction,while58%reportedrelevanttargets—upby10%and14%,respectively,comparedwith2024.
•However,mostdisclosuresremainfocusedoncompanies’ownoperations,withlimiteddatacoverageandtargetsettingatthesupplychainlevel.
Wefindthatlimitedaccesstosuppliers’measureddataremainsakeyobstaclepreventingcompaniesfromgainingaclearunderstandingofresourceandenergyuse,aswellaspollutantandcarbonemissions,acrosstheirsupplychains.Digitaltoolscanplayanessentialroleinovercomingthisbarrier.Duringthecurrentevaluationperiod,37Chineseandinternationalcompaniesmotivated3,409supplierstocalculateandpubliclydisclosedataonresourceandenergyconsumption,pollutantdischarges,greenhousegasemissions,andbiodiversityprotectionthroughtheBlueMapPRTR(PollutantReleaseandTransferRegister)template—a22%year-on-yearincrease.
AnalysisofPRTRdatadisclosedcontinuouslyoverthepastfouryearsby700suppliersindicatesearlyprogressinwaterresourcemanagementinsectorssuchastextiles&leatherandIT/ICT.Between2021and2024,theaveragewaterconsumptionperRMB10,000ofoutputvaluedeclinedby15%and18%,respectively.
Bycontrast,corporateattentiontoemergingissuessuchasbiodiversityremainslimited.Mostcompaniesstillprovidequalitativestatementswithlittlequantitativedata,andonly6%haveassessedwhethertheirsupplychainsarelocatedinbiodiversity-sensitiveareas.Thelackoftoolsanddatainfrastructureiswidelycitedasthemainbarrier,underscoringthestrongdemandforpractical,measurable,anddigitalsolutionstosupportbiodiversity-relateddisclosureandmanagement.
Finding4:ChineseandInternationalCompaniesAreStrengtheningClimateAction,YetSupplyChainDecarbonizationStillFacesBottlenecks
Inrecentyears,theglobalconvergenceofclimatedisclosureframeworkshasdrivenlargecompaniestoinstitutionalizeclimate-relatedreporting,extendingthescopeofdisclosuretobothupstreamanddownstreamvaluechains.
The2025evaluationshowsthat:
•88%ofevaluatedcompaniescalculatedanddisclosedtheirScope1and2emissions(fromtheirownoperations);
•60%measuredanddisclosedtheirScope3emissions(acrosstheirvaluechains);
•150companiesdisclosedtheirproductcarbonfootprints,withmorethan60%ofthembeingChinesecompanies.ThisreflectsthegrowinginfluenceofpoliciessuchastheImplementationPlanforEstablishingaCarbonFootprintManagementSystem,whichencouragecompaniestoadoptalife-cycleapproachtocarbonmanagement.
Leadingcompaniesinthetextileandleather,IT/ICT,andautomotivesectorswereamongthefirsttomakenet-zerocommitmentsandadvancesupplychain
decarbonization.Inresponsetothe“greenbarriers”emergingininternationaltrade,photovoltaic(PV)companieshavealsoenhancedclimatedisclosureandexpandedScope3andproductcarbonfootprintaccounting,whilereducingthecarbonintensityofenergy-andemission-intensivepolysiliconproduction.Duringthe2025evaluationperiod,fiveChinesePVcompanies—LONGiGreenEnergy,Tongwei,JinkoSolar,TCLZhonghuan,andGCLTech—enteredtheTop50oftheSupplyChainClimateActionTransparencyIndex(CATI).
Atotalof37companies,includingPrimark,LuxsharePrecision,Foxconn,ANTASports,Dell,andTarget,haveactivelyempoweredtheirsupplierstopursuelow-carbontransformation,promotingfactory-levelcarbondatadisclosureandtargetsetting.Asaresultoftheirleadership,duringthe2025evaluationperiod:
•3,111suppliersdisclosedfacility-levelcarbondatathroughtheBlueMapplatform,a10%year-on-yearincrease,withacombinedScope1and2emissiontotalof69.25milliontonnesofCO2e;
•1,298supplierssetcarbonreductiontargets,including887withabsoluteScope1and2emissionreductiontargets,collectivelypledging8.58milliontonnesofCO2ereductions;
•820suppliersdisclosedatotalof6.08millionMWhofrenewableelectricityconsumption,equivalentto3.56milliontonnesofCO2ereductions,1demonstratingthatthecontinuedglobal—andparticularlyChinese—expansionofrenewableenergycapacityprovidesastrongfoundationforlow-carbonsupplychaintransformation.
Despitethenotableprogress,morethan60%ofevaluatedcompanieshaveyettoeffectivelyadvancesupplychaincarbonmanagement,andonly5%havepromotedclimateinformationdisclosureamongsuppliers.Alimitednumberofleadenterprises

areincentivizingsupplierstoadoptorinvestinrenewableenergythroughprocurementmechanisms,andoverallrenewableenergyuptakeacrosssupplychainsremainslow.Leadenterprisesurgentlyneedtopromotesuppliercarbonaccountinganddisclosure,strengthenthedatainfrastructureforsupplychaincarbonmanagement,establishbaselines,andprogressivelyimplementreductionactions.
Finding5:GrowingAttentiontoProductEnvironmentalFootprints,YetInsufficientDisclosureLimitsConsumerGreenChoices
Overthepastdecade,globalpublicawarenessofcorporateenvironmentalperformanceandthegreenandlow-carbonattributesofproductshascontinuedtorise.
The2025evaluationshowsthat:
•57%ofevaluatedcompaniesdisclosedsupplieremissionreductioncasesorgreensupplychaincertifications,publishedproductenvironmentalorcarbonfootprintdata,orengagedconsumersinproductrecyclinginitiatives;
•300companiesreportedthattheyhaveincorporatedorconductedproductlifecycleassessments,amongwhich184companiesdisclosedquantitativedatasuchasEnvironmentalProductDeclarations(EPD),productcarbonfootprints,productwaterfootprints,andDigitalProductPassports(DPP).
Nevertheless,somecompaniesstilllackthecapacitytocollectandcalculatedatacoveringtheentireproductvaluechain.Othersremaincautiousaboutpublicdisclosureduetoconfidentialityconcerns,preferringtoreportdataonlytoregulatorsorspecificclients.Thislackoftransparencyhinderspublicoversightandprevents
consumersfrommakinginformed“greenchoices,”therebyconstrainingthehealthydevelopmentofgreenconsumptionmarkets.
Tohelpimprovestakeholders’understandingofgreenandlow-carbonproducts,IPE,withtechnicalsupportfrompartnersincludingtheChinaAutomobileIndustryChainCarbonPublicityPlatform(CPP)andtheChinaProductsCarbonFootprintFactorsDatabase(CPCD),hasjointlydevelopedandcontinuouslyupgradedthe“ProductCarbonScan”toolwithintheBlueMapappincollaborationwith“CarbonTalkStudio”.Bytakingpicturesofproductsandusingthebuilt-inAIrecognitionfunction,userscaneasilyaccessitscarbonfootprintinformationandtracktheimpactoftheirlow-carbonbehaviors.AsofSeptember2025,the“CarbonFootprintSnapshot”campaignbasedonthistoolhasreceivednearly260,000submissionsfromvolunteersacross255cities.
IPEhopesthatsuchinnovativeandparticipatorymodelscanfurtherintegrateconsumersintothecollaborativeframeworkforgreendevelopment.Empoweringthepublictomakegreenchoicesinjectsnewmomentumintosupplychaintransformation,enablescompaniesproducinglow-carbonproductstoconvertenvironmentalbenefitsintobrandvalueandmarketcompetitiveness,andsupportstheexpansionoflow-carbonproductmarketstohelpaddressthe“greenpremium”challengeforlow-carbontechnologiesandmaterials.Meanwhile,byfosteringamarketenvironmentwheretransparentdisclosurebringstangiblebenefits,morecompanieswillbeencouraged—andpressured—toaccelerategreenandlow-carbontransformationandenhanceenvironmentalinformationdisclosure.
IV.OutlookandRecommendations
The2025CITIevaluationshowsthatdespiteincreasingexternaluncertainties,mostcompaniesareactivelyadvancinglow-carbontransformationacrosstheirsupply
chainsandworkingcollaborativelywithsupplierstoaddressintertwinedenvironmentalandclimatecrises.
Basedonthefindings,webelievethatamidthegrowingfragmentationofglobalgovernance,advancingadeepandsustainedgreenandlow-carbontransformationacrossthecorporatesectorrequiresbuildingsharedconsensusandfosteringjointactionamongmultiplestakeholders—includinggovernments,industries,financialinstitutions,andthepublic—tocollectivelydrivesustainablesupplychaindevelopment.
Tothisend,werecommend:
1.Regulators:Strengthenthetop-leveldesignofcorporatesustainabilitydisclosureframeworkstoenhancethetransparency,accuracy,andtimelinessofenvironmentaldata.Establishpolicyenvironmentsthatencourageenterprisestoadoptgreenproductionandlow-carbonsupplychainpractices,whileempoweringthepublictoengageinsustainableconsumptionandlifestyles.
2.LeadingEnterprisesandIndustryAssociations:Transformgreenprocurementfromcommitmentsintomeasurableandtraceableactions.Strengthensuppliercapacity-buildingandextendenvironmentalmanagementfurtherupstreamalongthesupplychain.Leveragedigitaltoolstoenhancemanagementefficiencyandsetscience-basedemissionreductiontargets.Fosterstakeholdertrustthroughrobustenvironmentalinformationdisclosure,whileactivelyembracingpublicoversight.
3.FinancialInstitutions:Refineenvironmentalandclimatedisclosurerequirementsforfinancedenterprises.Integratesupplychainenvironmentalmanagementandproductlifecycleimpactassessmentsintoinvestmentandlendingriskevaluationsystems.Developfinancialproductslinkedtosupplychainenvironmentalperformancetodirectcapitaltowardgreenerandlow-carbonprojects.
4.EnvironmentalOrganizations,ResearchInstitutionsandMedia:Buildmulti-levelsocialsupervisionsystemstopromotegreatercorporatetransparencyinenvironmentalmanagement.Developefficientandlow-costdigitalsolutionstolowerthebarriersforenterprisestoengageingreenandlow-carbonprocurement.Identifyandamplifybestpracticesincorporategreenandlow-carbonsupplychainmanagement.
5.ThePublicandConsumers:Raiseawarenessoftheenvironmentalimpactsofproductsthroughouttheirlifecycleandfostersustainedpublicoversight.Supportanddrivecorporatelow-carbontransformationthroughgreenconsumptionchoices,acceleratingsupplychaindecarbonizationandpromotingbroaderlow-carbontransitionsacrossindustries.
