ThisFloodEmergencyResponsePlan(FERP)isdesignedtooutlinetheproceduresandguidelinesfortheeffectivemanagementoffloodemergencieswithinourjurisdiction.Theplanaimstominimizetheimpactoffloodingonhumanlife,property,andtheenvironment.Itisessentialthatallpersonnel,agencies,andorganizationswithinthejurisdictionareawareofandtrainedintheimplementationofthisplan.
II.Scope
ThisFERPappliestoallareaswithinthejurisdictionthatarepronetoflooding,includingurbanandruralregions.Itcoversallpotentialfloodevents,includingriverine,coastal,andpluvialflooding.
III.Objectives
TheprimaryobjectivesofthisFERPare:
1.Toensurethesafetyandprotectionofhumanlife.
2.Tominimizepropertydamageandeconomicloss.
3.Toprotecttheenvironmentandnaturalresources.
4.Torestorenormalcyandstabilityintheaffectedareasasquicklyaspossible.
IV.Definitions
Forthepurposeofthisplan,thefollowingtermsaredefinedasfollows:
-Flood:Atemporaryoverflowofwaterontonormallydryland.
-Floodplain:Theareaadjacenttoariverorstreamthatissubjecttoflooding.
-EmergencyResponseTeam(ERT):Agroupoftrainedpersonnelresponsibleforcoordinatingandexecutingfloodresponseactivities.
-EmergencyOperationsCenter(EOC):Thecentralhubforcoordinatingallfloodresponseactivities.
V.OrganizationandResponsibilities
A.EmergencyOperationsCenter(EOC)
TheEOCwillbethecentralcoordinatingbodyduringafloodemergency.Itwillbestaffedbyrepresentativesfromvariousagenciesandorganizations,including:
-Commander:Responsibleforoverallcoordinationanddecision-making.
-OperationsSection:Managestheday-to-dayoperationsoftheEOC.
-PlanningSection:DevelopsandupdatestheFERP.
-LogisticsSection:Managesresourcesandsupplies.
-PublicInformationSection:Managescommunicationwiththepublicandmedia.
B.EmergencyResponseTeam(ERT)
TheERTwillberesponsibleforimplementingtheFERPduringafloodemergency.Itwillconsistofthefollowingteams:
-SearchandRescueTeam:Responsibleforsearchingforandrescuingtrappedindividuals.
-MedicalTeam:Providesmedicalassistancetofloodvictims.
-EvacuationTeam:Coordinatestheevacuationofflood-proneareas.
-InfrastructureRepairTeam:Restoresessentialservicesandinfrastructure.
-DebrisRemovalTeam:Removesdebrisfromflood-affectedareas.
C.LocalAuthorities
LocalauthoritieswillberesponsibleforimplementingtheFERPwithintheirrespectivejurisdictions.Thisincludes:
-Mayors/CEOs:OverseetheimplementationoftheFERPwithintheirrespectivecitiesordistricts.
-LocalPoliceandFireDepartments:Provideemergencyresponseservices.
-HealthDepartments:Ensurethesafetyandhealthoffloodvictims.
