Background

Thisinitiativeaimstoclarifyhowthelimiteduseofhigh-qualityinternationalcarboncredits,assetoutinthe

revisedEuropeanClimateLaw,maybestsupportflexibilityandefficiencyinhowtheEU’s2040climatetargetisachieved.Itislinkedtootherinitiatives:First,thereviewofnationaltargetsandflexibilitiesintheEUclimatepolicyframeworkafter2030,includingtheEUEmissionsTradingSystem,theEffortSharingRegulationandtheLandUse,LandUseChangeandForestryRegulation.Second,thereviewoftheRegulationonthe

GovernanceofEnergyUnionandClimateAction.

TheCommissionproposedanamendmenttotheEuropeanClimateLawforanintermediatetargetofa90%reductioninnetgreenhousegas(GHG)emissionsby2040,relativeto1990levels,withseveralflexibility

optionsfordesigningthepolicyarchitectureafter2030,includingthelimiteduseofhigh-qualityinternational

creditsunderArticle6oftheParisAgreementfrom2036to2040,tocomplementdomesticactiontoachieveclimateneutralityin2050.TheEUco-legislatorshavereachedprovisionalagreementontheamendment,

whichwillenterintoforcefollowingformaladoptionbyboththeEuropeanParliamentandtheCouncil.The

amendmentrequirestheCommissiontoreflectanadequatecontributiontowardsthe2040climatetargetof

high-qualityinternationalcreditsofupto5%of1990EUnetemissionsandprovidesforapossiblepilotperiodbetween2031and2035,toinitiateahigh-qualityandhigh-integrityinternationalcreditmarket.
