Thatisnearlyhalfthe
numbers
needed
tomeetcarmakers’emissionstargets.Theautomotiveindustryisundergoing
a
radical
transformationaspowertrainsshiftfrominternal
combustionengines(ICE)toelectric.It
isreshapingfactories,supplychainsandbusiness
models.However,itis
corporatefleetsthat
arepositioned
to
become
one
of
the
most
powerfulleversinthistransition.Corporate
fleets
comprise
different
vehicle
typesandbusinessmodels.Theyincludecompany
cars,
rentals,taxisandride-hailingvehicles,last-mileandurban-deliveryvehicles,busesandcoaches,
andspecialisedvehicles,aswellaslong-haulfreight
and
logistics.InEurope,corporatefleetsrepresentaround60%ofnewcarsales,
andvirtually
all
sales
ofvans,busesandtrucks.1
Andtheyalready
makea
sizeable
contribution
to
the
electrificationtally.Whilemandatesarenowbeing
consideredtoboostdemand,targetedmeasures,suchastaxationinBelgiumandthe
UK,
quotas
andpenaltiesinFrance,access
restrictions
inurbanareasintheNetherlands,and
preferential
parkingandbuslane
use
in
Norway,
are
proventobeeffectiveinpromptingtheswitchfrom
ICE
equivalentsto
EVs.Corporatefleetsmatterbecausetheydrivethemostkilometres.
Fleetcarsaccountforaround45%ofdirectroadtransportCO2emissions.
Lightcommercialvehicles(LCVs)are
responsibleforapproximately12%,whiletrucks
andbuses
make
up27%.2

cancutaroundonebilliontonnesofCO2

From2026,onlyelectriccompanycarswillqualifyfortaxbreaks,while
ICEvehicleswilllosedeductibilityandfacehigher
BenefitinKind
(BiK)tax.Policysignalsaremixedbut
evolving.
Onthepositiveside,theproposalforaRegulationonCleanCorporateVehicles,partoftheEuropeanCommission’sAutomotivePackage,wouldplacebindingnationaltargetsforlargecompaniestoacceleratetheuptakeofzeroandlowemissionvehicles,startingin2030.Thissitswithina
broader
ambitiontocuttransportemissionssignificantly,
expandZEZsandmobilisemultibillion-euroinvestmentsincharginginfrastructure.Combined
withthenewEuropeanGrids
Package,whichstrivesforgridreadinessthroughstrategic
planningandstreamlinedpermitting,these
measuresmarkadecisiveshifttowardselectrified
mobility.Atthesametime,theprospectofexpeditedrevisionstocoreframeworks,suchastheCO2regulation,8
introducesuncertaintyatacriticalmoment.Aselectrificationscales,itisessentialthatsupply-side
and
demand-side
policy
measuresremaincoherent,predictableandmutuallyreinforcing,sendingclearandconsistentsignals
tomanufacturers,investorsandcustomersalike.Economicsandinnovationareconverging.New
businessmodels,suchasbundlede-mobilitypackages,sharedmobilityandflexibilityservices,arebecomingmoremainstream.

smartcharging,whichallowstherateandtimeofchargetobemanagedintelligently,andtheemergingpotentialofenergymanagement,on-sitebatterystorage,innovativeenergycontracts

vehicle-to-grid(V2G)technologies
