ThesituationiscompoundedbythefactthatsomeLatinAmericancountriesare
increasinglytiltingtotheleft,threateningtobecomeanunstableenergy-resources
backyardfortheUnitedStates.Inviewofallthis,openingupnewenergyresources-
supplyingbasesbecomesastrategicimperativefortheUnitedStates.Moreimportantly,
