behindtherapprochement.Asthesecond-largestoilproducingcountryinAfricaandan

importantnationlocatedintheNorth,Libyaenjoysuniquegeopoliticalandeconomic

value.Currently,theoil-richMiddleEastisinchaosandthelastthingtheBush

administrationwantsisfortheUnitedStatestobecomean"oilhostage"totheMiddle

East,where(heUSGovernmentisstrenuouslypushingfordemocratictransformation.

ThesituationiscompoundedbythefactthatsomeLatinAmericancountriesare

increasinglytiltingtotheleft,threateningtobecomeanunstableenergy-resources

backyardfortheUnitedStates.Inviewofallthis,openingupnewenergyresources-

supplyingbasesbecomesastrategicimperativefortheUnitedStates.Moreimportantly,

theUnitedStatescoulduseLibyaasitsmilitaryandlogisticalfbolholdintheMiddle

East.Sointhissense,bothenergy-strategyandgeopoliticalconsiderationsloomlarge

behindtherestorationofUS-Libyandiplomaticties.Butmostimportantly,bothsecurity

interestsandoilinterestsareattheserviceofagranderstrategicgoal-overhaulingthe

UnitedStates'Africanstrategy.SincetheendoftheColdWarintheearly1990s,theUS

strategicfocushasbeenshiftingfromEuropeandtheMiddleEasttoCentralAsiaandthe

Asia-Pacificregion,butAfrica,akindof^strategicvacuumarea,"hasgonelargely

ignored.InthelatterhalfoftheClintonadministration,theUSGovernmentmade

diplomaticattemptstostrengthenUS-Africanrelations,manifestedbyformerUS

advantageoftheUnitedStates'non-action.Britain,FranceandItaly,whichhave

traditionaltieswithAfricancountries,enjoyinherentadvantagesinadvancingrelations

there.China,traditionallyfriendlytowardAfrica,alsoenjoysasolidfoundationin
