TheIEAisattheheartofglobaldialogueonenergy,providingauthoritativeanalysis,data,policyrecommendations,andreal-worldsolutionstohelpcountriesprovidesecureandsustainableenergyforall.Takinganall-fuels,all-technologyapproach,theIEArecommendspoliciesthatenhancethereliability,affordabilityandsustainabilityofenergy.Itexaminesthefullspectrumissuesincludingrenewables,oil,gasandcoalsupplyanddemand,energyefficiency,cleanenergytechnologies,electricitysystemsandmarkets,accesstoenergy,demand-sidemanagement,andmuchmore.Since2015,theIEAhasopeneditsdoorstomajoremergingeconomiestoexpanditsglobalimpactanddeepenco-operation.

CLIMATEHIGH-LEVELCHAMPIONS

TheClimateHigh-LevelChampions–mandatedatCOP21andappointedannuallybyCOPPresidencies–driveambitiousclimateactionbyconnectinggovernmentswithvoluntarysolutionsledbycities,regions,businesses,investors,Indigenouspeoplesandcivilsociety.TheyoverseedeliveryoftheMarrakechPartnershipfive-yearplan,flagshipcampaignssuchasRacetoZeroandRacetoResilience,andnowtheActionAgenda–aunifiedroadmapaligningnon-stateactorsarounddeliveryoftheGlobalStocktakeoutcomes.MrDanIoschpeandMrSamedAğırbaşserveasthecurrentClimateHigh-LevelChampionsforCOP30andCOP31.

SinceitslaunchatCOP26,theBreakthroughAgendahasservedasaframeworkforstrengtheninginternationalcollaborationacrossmajoremittingsectors.ParticipatingcountrieshaveendorsedsharedBreakthroughgoalstomakecleantechnologiesandsustainablepracticesmoreaffordable,accessibleandattractivethantheiralternativesby2030acrossthepower,roadtransport,hydrogen,steel,cementandbuildingssectors.

TheBreakthroughAgendaestablishesanannualcycletotrackprogresstowardsthesegoals,identifywherestrongerormoreco-ordinatedinternationalactionisneeded,andsupportcollectiveeffortstoacceleratedeployment.Centraltothisprocessistherecognitionthatmanybarrierstoprogressincludingfragmentedstandards,weakdemandsignals,financingconstraintsandinfrastructuregapscannotbeaddressedthroughnationalactionalone,andrequiretargetedinternationalcollaboration.

Tosupportthiscycle,worldleaderstaskedtheIEAandtheClimateHigh-LevelChampionstodevelopanannualBreakthroughAgendaReportthatprovidesanindependentevidencebaseandexpertanalysisofprogressandpriorities.From2022to2024,thereportsassessedthestateofinternationalcollaborationacrosssectorsandidentifiedpriorityactions.The2025reportplacedgreateremphasisonimplementation,introducingsector-specificsuccessstatementstoclarifywhatmeaningfulprogresslookslikeinpractice.

TheBreakthroughAgendaSpecialReport2026buildsonthisfoundationinthecontextofanincreasingfocusondeliveryundertheGlobalClimateActionAgenda.ThisyearsreportexamineshowPlanstoAccelerateSolutions(PASs)aredesignedandhoweffectivelytheytranslatesharedobjectivesintoactionablesteps.Itidentifiescross-cuttinginsightsonstrengtheningimplementation,alongsideafocusedsetofnear-termprioritiestosupportdeliveryacrosskeysectorsinthelead-uptothenextGlobalStocktake.

Theglobalenergysystemisundergoingprofoundchangeagainstabackdropofeconomicuncertainty,evolvinggeopoliticaldynamicsandrisingdemandforsecure,affordableenergy.Thechallengefacinggovernmentsandstakeholdersisnolongerwhethersolutionsexist,buthowtodeliverthematscaleandatspeed.

ThisyearsBreakthroughAgendaSpecialReportispublishedatamomentwheninternationaleffortsareincreasinglyfocusedonactionanddelivery.TheGlobalClimateActionAgendaisdesignedtoreflectthisshift,connectinggovernmentswithnon-stateactorstoensurethatwhatisagreedinnegotiationroomsisdeliveredontheground:morerenewables,cleanercities,resilientinfrastructure,andfinanceflowingtowhereitisneededmost.Byaligninginitiatives,strengtheningco-ordinationandsupportingdeliveryacrosssectors,theActionAgendaseekstoensurethatcommitmentsarerealisedthroughtangibleprogressontheground.

Internationalco-operationiscentraltothiseffort.Manyofthebarrierstoprogressfromfragmentedstandardstoinsufficientdemandsignalsandfinancingconstraintscannotbeaddressedthroughnationalactionalone.Well-targetedco-operationcanhelpalignmarkets,mobiliseinvestmentandcreatetheconditionsfordeploymentacrossborders.ThishasbeenaconsistentfindingoftheBreakthroughAgendaprocessandremainsattheheartofthisreport.

In2025,theGlobalClimateActionAgendaintroducedPlanstoAccelerateSolutionsasamechanismtohelpdevelopsuchco-operation.Theseplansbringtogetherdiverseactorstoidentifyprioritiesandco-ordinateaction.Asthisreportshows,theplansrepresentanimportantstepinorganisingcollectiveefforts.Theireffectiveness,however,dependsonhowclearlyambitionistranslatedintoaction,howwelldecision-makersparticularlygovernmentsareengaged,andhowpreciselycollaborationisfocusedwhereitcanaddthegreatestvalue.

LookingaheadtoCOP31andthenextGlobalStocktake,thepriorityistomovefrommobilisationtodelivery.Thisreportcontributestothatobjectivebyfocusingeffortswheretheycanhavethegreatestimpact.Wehopeitwillsupporteveryonemakinginformeddecisionsaboutcreatingsafercommunities,strongereconomies,andamorestablefuture.

THENEXTPHASEOFINTERNATIONALCOLLABORATIONISFOCUSEDONDELIVERY

Withlong-termgoalsandsectoraltargetsestablishedinmanycountries,thefocusofinternationalenergyandclimatecollaborationhasshifted.Theprimarypriorityofcollaborationisnolongerarticulatingnewcommitments,butdeliveringoutcomeswithinthisdecade.Thisshifthasbeenmostprominentinrecentinternationalprocesses,includingtheConferenceoftheParties(COP),wherethefocushasmovedtowardsmechanismsandinitiativesintendedtosupportdeliveryacrosssectorsoftheglobaleconomy.

Inadditiontoemissionsreductions,manygovernmentsareconsideringenergytransitionsforreasonsofenergysecurity,affordabilityandjobcreation.Againstthisbackdrop,thereisgrowinginterestinhowpracticalinternationalcollaborationcanhelpadvancetheseobjectives.TheGlobalClimateActionAgendareflectsthisshift,placinggreateremphasisonmobilisingco-operation,aligningeffortsandsupportingactionacrosskeyareasoftheglobalclimateandenergysystemthroughanapproachthatenablescountriestocollaboratewithoutrequiringuniversalconsensus.TheperiodleadinguptothenextGlobalStocktakeconcludingin2028whencountriesassesscollectiveprogresstowardstheParisAgreementgoalsrepresentsacriticalwindowtodriveeffortsacrosssectorsandplacesapremiumondelivery-orientedcollaboration.

MANYOPPORTUNITIESFORCOLLABORATIONEXIST,BUTPLANSFORIMPLEMENTATIONREMAINUNCLEAR

Thecollaborationlandscapespanshundredsofinitiatives,platformsandcoalitions,involvinggovernments,businessesandcivilsociety.Thisreflectsbroadrecognitionthatmanyenergysystemchallengescannotbeaddressedthroughnationalactionalone.AtCOP30lastyear,hundredsofsuchinitiativescametogethertocreatePlanstoAccelerateSolutions(PASs)intendedtotranslatehigh-levelobjectivesintomoreconcreteactionsbyidentifyingprioritytechnologies,policyenablersandareasforcollaborationacrosssectorsandvaluechains.Thisreportreviewsasubsetofthenearly120plans,examininghowtheytranslatesharedobjectivesintoactions,howtheyincorporateappropriateprioritiesforinternationalcollaboration,andhowtheycanbestrengthenedtobettersupportnear-termimplementationacrosstheenergysystem.

Overall,theplanslargelydemonstrateastrongalignmentwithkeyleversforinternationalcollaborationthatcanaddressthechallengesfacingeachsector.Forexample,hydrogen,steel,cementandconcrete,andfertilisersareallsectorswherestronginternationalsignalsforinvestmentareimportantformarketgrowthforcleanenergyoptions.Therelatedplansappropriatelyidentifyaggregateddemandcreationandstandardsinteroperabilityaspriorityleversforinternationalcollaboration.Intheroadtransportsector,plansidentifyinternationalassistancewithfinancingandinvestmentinemergingmarketsasanareaoffocus,reflectingtheimportanceofinvestmentincharging

infrastructureinemergingmarketsanddevelopingeconomies.Inthebuildingssector,plansidentifycapacityandskillsasanimportantlever,highlightingtheimportanceofinstitutionalcapacityinordertoupdatebuildingcodesandregulations.However,notallformsofinternationalcollaborationareequallywellrepresented.Tradestandsoutasaleverthatmaybeespeciallyimportanttothetransitionsinsectorsthatareparticularlyexposedtointernationalcompetition,suchassteelandfertilisers,andthatisnotwelladdressedincurrentplans.

Threechallengesareparticularlyapparentthatwilldeterminetheextenttowhichtheseplanscontributetomobilisinginvestment,deployingcleantechnologies,andadvancingthetransition.Theseare:i)theparticipationandleadershipofgovernments;

ii)clarityabouttherelatedrolesofnationalactionandinternationalcollaboration;andiii)alignmentbetweendesiredoutcomesandplannedactions.

STRONGERGOVERNMENTENGAGEMENTISREQUIREDTOTRANSLATEPLANSINTOACTION

Theparticipationandleadershipofgovernmentsininternationalinitiativesisessentialforthestrongestformsofinternationalco-operationtoberealised.Similarly,governmentparticipationandleadershipwillberequiredforPASstorealisetheirpotentialaseffectiveco-ordinationframeworksthatmateriallysupportimplementation.Governmentleadershipwillbecriticaltoensurethatidentifiedactionsinthisnewco-ordinationmechanismtranslateintoconcretepolicy,investment,andmarketsignals,whileworkinginpartnershipwithprivatesectorandothernon-stateactorsthatplayacentralroleinimplementation.

Todate,nationalgovernmentinvolvementinthedevelopmentofPlanstoAccelerateSolutionshasbeenlimitedandunevenacrosssectors.Manyplanshavebeenprimarilyshapedbyinternationalorganisationsandothernon-governmentactors.Effectiveimplementationdependsonactorswithdecision-makingauthority,particularlygovernments,thatcansetpolicyframeworks,createdemand,andmobiliseanddirectfinance.Governmentsneedtoconsiderwhatroletheyareabletoplayinagreeingfutureiterationsoftheseplans;ideally,theplanforaparticularsectorshouldbedevelopedwiththeinvolvementofcountriesmostabletopositivelyinfluencetheglobaltransitioninthatsector,aswellasthosethatmayhavelessinfluencebutmuchatstake.

Governmentsalsoneedtoconsiderwhichspecificcollaborationinitiativestheycanmostusefullyparticipatein,toadvancebothnationalinterestsandglobaltransitions.Overthepast4years,governmentsparticipatingintheBreakthroughAgendaprocesshavemetregularlyinsector-focusedgroupstodiscussthestateofinternationalcollaborationineachsector,andtoidentifythepriorityareaswherefurtherordifferentcollaborationisneeded.Ensuringthatsubstantive,effectivecollaborationtakesplacewillbenefitfrommaintainingandstrengtheningsuchengagementprocesses.TheGlobalGreenIndustrializationAgenda,assetoutundertheBelémDeclarationonGlobalGreenIndustrialization,hasbeendesignedasaplatformtocontinuethismodeofengagementinsomesectors.ThegovernmentsthatsupportedthisdeclarationatCOP30expressedtheirintentiontoworktogetherinclosealignmentwiththerelevantPlanstoAccelerateSolutions.Ifsuccessful,thiscouldhelpstrengthencoherenceacrossinitiatives,strengthengovernmentengagement,andsupportmoreco-ordinateddeliveryacrosssectors.

Theeffectivenessofthenextphaseofinternationalcollaborationwilldependinlargepartonwhethergovernmentstakeamoreactiveroleinshaping,endorsingandimplementingtheseplans.Thisreporthighlightsareaswhereadditionalfocus,co-ordinationorsequencingattheinternationallevelcouldhelpunlockprogressduringthisdecisivephaseofthetransition.

GREATERCLARITYISNEEDEDONTHERESPECTIVEROLESOFNATIONALANDINTERNATIONALACTION

Giventhatmostpoliciesthatadvanceenergytransitionsareimplementedatnationalandsubnationallevels,internationalcollaborationaddsvalueonlywhenitiswell-targetedandfocusedonopportunitiesthatcannotbeaddressedthroughdomesticactionalone.Theseopportunitiesincludethegreaterefficiencyinglobalmarketsthatcancomefromharmonisedorinteroperablestandards,strongerinvestmentsignalsthatcanbegeneratedbyalignedpoliciesonprocurementandtrade,andgreaterfinancemobilisationsupportedbyinternationalconcessionallending.Theycanalsoincludegreatercross-borderfunctioningofcleantechnologiesthroughinfrastructureconnections(suchaselectricityinterconnectorsorelectrictruckchargingnetworks)andfasterpolicyandtechnologyinnovationthatcancomefromthesharingofbestpractice.

SomepartsofthePlanstoAccelerateSolutionslackclarityabouttherespectiverolesofnationalandinternationalaction.Thiscarriestheriskofmissingopportunitiesforaninternationalprocesstoplayahelpfulrole.Inthedomesticpolicy-makingprocess,governmentshavemanyothersourcesofadvicetowhichtheycanturn.Inthisinternationalprocess,withwhichmostgovernmentshaverelativelylittlecapacitytoengage,itisessentialtobeasspecificaspossibleabouttheformofcollaborationandtheuniquecontributionthatitcanprovide.

PLANNEDACTIONSMUSTBECONSISTENTWITHINTENDEDOUTCOMES

Manyoftheplansshowamismatchbetweentheambitionoftheintendedoutcomesstated,andtheabilityofproposedactionstodeliverthem.WhilemanyPASsarticulateoutcomesthatclearlydescribethedesiredtransformationofasector,theactionsassociatedwiththoseoutcomesareofteninsufficientinscale,scopeorauthoritytoproducetheimpliedlevelofchange,particularlywithinthenear-termimplementationwindow.

Thisoutcome-actionmisalignmentmostcommonlyariseswhereactionsremainfocusedonpreparatoryactivities.Suchpreparatoryactivitiestypicallyinvolvestudies,dialogues,frameworksorpledges,whileintendedoutcomesassumethemobilisationoffinance,deploymentofinfrastructureorestablishmentofbankableprojects.Foundationalactivitiesarenecessaryforlong-termtransitionpathways,butontheirowntheydonotconstitutedeliverymechanismscapableofshiftinginvestmentordeploymentdecisionsatscale.

Togofurther,thereisaneedtosharpentheconnectionbetweenintendedoutcomesandplannedactions.Thisincludesensuringthathigh-impactoutcomesaresupportedbyatleastsomeactionsthatgobeyondpreparatorysteps,clarifyingtherolesandauthority

ofparticipatingactors,andgroundingexpectationsofinternationalcollaborationinitsfeasiblepracticaleffectsratherthanintheachievementofhigh-leveltargets.

AFOUNDATIONTOBUILDON

Asafirstiterationofthisapproach,thePlanstoAccelerateSolutionsprovideausefulfoundation.Theirdesign,governanceandroleinsupportingdeliveryarelikelytoevolveasexperiencegrows.ThereviewinthisreporthighlightsasetofrecurringdesignfeaturesthatcouldstrengthentheroleofPASsinfacilitatingandprioritisinginternationalcollaborationonsectoraltransitions.Theseprinciplesaredrawndirectlyfromobservedpracticeacrosssectorsandareintendedaspracticalguidanceratherthanprescriptiverequirements.Clearalignmentbetweenintendedoutcomesandactions,explicitallocationofroles,appropriateuseofinternationalcollaborationlevers,attentiontosequencing,andwell-resourcedfacilitatorstoensuremulti-yearcontinuitybetweenCOPswillallbecriticalfortranslatingcollectiveintentintoeffectiveaction.
