I.Introduction
ThisEnvironmentalAccidentEmergencyResponsePlan(hereinafterreferredtoasthe"Plan")isformulatedinaccordancewiththerelevantlawsandregulationsofthePeople'sRepublicofChina,aimingtoensuretheeffectivepreventionandcontrolofenvironmentalaccidents,minimizetheimpactofenvironmentalaccidentsonhumanhealthandtheecologicalenvironment,andpromotethesustainabledevelopmentofsocietyandeconomy.ThisPlanappliestoallenvironmentalaccidentsthatoccurwithinthejurisdictionofourorganization.
II.Definitions
ForthepurposeofthisPlan,thefollowingtermsaredefinedasfollows:
1.EnvironmentalAccident:Aneventthatcausesorhasthepotentialtocauseharmtohumanhealth,theecologicalenvironment,orproperty,duetothereleaseofhazardoussubstances,pollutants,orotherharmfulfactorsintotheenvironment.
2.EmergencyResponse:Themeasurestakentoprevent,control,andmitigatetheimpactofanenvironmentalaccident,includingemergencynotification,emergencyresponseorganization,emergencyresponseprocedures,andpost-accidentinvestigationandevaluation.
3.EmergencyResponseOrganization:Theorganizationresponsibleforcoordinatingandimplementingemergencyresponsemeasuresduringanenvironmentalaccident.
4.EmergencyResponseTeam:Theteamcomposedofpersonnelwithrelevantprofessionalknowledgeandskills,responsibleforcarryingoutemergencyresponsetasksduringanenvironmentalaccident.
III.Objectives
TheobjectivesofthisPlanareasfollows:
1.Toestablishasoundemergencyresponsesystemforenvironmentalaccidents.
2.Toensurethetimelyandeffectiveimplementationofemergencyresponsemeasures.
3.Tominimizetheimpactofenvironmentalaccidentsonhumanhealth,theecologicalenvironment,andproperty.
4.Toimprovetheemergencyresponsecapabilitiesoftheorganization.
IV.EmergencyResponseOrganization
1.EmergencyResponseLeader:Theemergencyresponseleaderisresponsibleforoverallcoordinationandcommandoftheemergencyresponseorganization.Theemergencyresponseleadershallbeappointedfromthehighestlevelofmanagement.
2.EmergencyResponseTeam:Theemergencyresponseteamconsistsofthefollowingmembers:
a.Commander:Responsiblefortheoverallcommandandcoordinationoftheemergencyresponseteam.
b.OperationsManager:Responsiblefortheimplementationofemergencyresponsemeasures,includingthecoordinationofresourcesandpersonnel.
c.HealthandSafetyOfficer:Responsibleformonitoringthehealthandsafetyofpersonnelinvolvedintheemergencyresponse.
d.PublicRelationsOfficer:Responsibleforcommunicationwiththepublic,media,andotherstakeholders.
e.TechnicalExpert:Responsibleforprovidingtechnicalsupportandadviceduringtheemergencyresponse.
3.SupportingDepartments:Thesupportingdepartmentsincludethefollowing:
a.SafetyDepartment:Responsiblefortheimplementationofsafetymanagementmeasuresandthecoordinationofemergencyresponseresources.
b.EnvironmentalProtectionDepartment:Responsibleformonitoringtheenvironmentalimpactoftheaccidentandprovidingtechnicalsupport.
c.HumanResourcesDepartment:Responsibleforthecoordinationofpersonnelduringtheemergencyresponse.
d.LegalDepartment:Responsibleforprovidinglegaladviceandsupportduringtheemergencyresponse.
V.EmergencyResponseProcedures
1.PreparationPhase:
a.RiskAssessment:Conductacomprehensiveriskassessmentofpotentialenvironmentalaccidents,includingtheidentificationofhazardoussubstances,pollutants,andotherharmfulfactors.
b.EmergencyResponsePlanDevelopment:Developanemergencyresponseplanbasedontheriskassessment,includingemergencyresponseprocedures,emergencyresponseorganization,andemergencyresponseequipment.
c.TrainingandDrills:Conductregulartraininganddrillstoensurethatallpersonnelarefamiliarwiththeemergencyresponseproceduresandcanrespondeffectivelyduringanenvironmentalaccident.
2.IncidentDetectionPhase:
a.Monitoring:Continuouslymonitortheenvironmentforpotentialenvironmentalaccidents.
b.IncidentReporting:Upondetectionofanenvironmentalaccident,immediatelyreporttheincidenttotheemergencyresponseleader.
3.EmergencyResponsePhase:
a.Notification:Notifytheemergencyresponseteamandsupportingdepartmentsoftheincident.
b.EmergencyResponseMeasures:Implementemergencyresponsemeasures,includingthecontainmentoftheaccident,theremovalofhazardoussubstances,andthemitigationoftheenvironmentalimpact.
c.Communication:Maintaineffectivecommunicationwiththepublic,media,andotherstakeholders.
4.Post-AccidentPhase:
a.InvestigationandEvaluation:Conductathoroughinvestigationandevaluationoftheaccidenttodeterminethecausesandcontributingfactors.
b.MitigationMeasures:Implementmeasurestomitigatetheenvironmentalimpactandpreventfutureaccidents.
c.Reporting:Reporttheaccidentandtheemergencyresponsemeasurestotherelevantauthorities.
VI.TrainingandDrills
1.Training:Conductregulartrainingforallpersonnelinvolvedintheemergencyresponse,includingemergencyresponseprocedures,emergencyresponseequipment,andcommunicationskills.
2.Drills:Conductregulardrillstosimulateenvironmentalaccidentsandtesttheeffectivenessoftheemergencyresponseplan.
VII.CommunicationandPublicRelations

Environmentalaccidentscanhavedevastatingeffectsonecosystems,humanhealth,andeconomicstability.Inordertominimizetheimpactofsuchincidentsandensureaneffectiveresponse,itiscrucialtohaveacomprehensiveemergencyresponseplaninplace.Thisdocumentoutlinestheproceduresandguidelinesformanagingenvironmentalaccidents,includingtheidentificationofpotentialhazards,theestablishmentofresponseteams,andthecoordinationofrecoveryefforts.
II.ScopeandApplicability

2.Establishalistofhazardousmaterialspresentintheareaandtheirpotentialeffectsontheenvironmentandhumanhealth.
3.Regularlyupdatethehazardidentificationlisttoreflectanychangesinthejurisdiction.
B.ResourceInventory
1.Compileacomprehensiveinventoryofallresourcesavailableforenvironmentalaccidentresponse,includingpersonnel,equipment,andfacilities.
2.Ensurethatallresourcesareingoodworkingconditionandreadilyaccessible.
3.Trainpersonnelontheproperuseandmaintenanceofequipment.
C.TrainingandDrills
1.Developandimplementatrainingprogramforallpersonnelinvolvedinenvironmentalaccidentresponse.
2.Conductregulardrillstotesttheeffectivenessoftheemergencyresponseplanandtofamiliarizepersonnelwiththeirrolesandresponsibilities.
3.Providerefreshertrainingasnecessarytomaintainproficiency.
V.Response
A.Notification
1.Establishaclearandconciseprocedurefornotifyingappropriateauthoritiesandstakeholdersintheeventofanenvironmentalaccident.

2.Coordinatewithlocal,state,andfederalagenciestoobtainadditionalresourcesandexpertiseifnecessary.
3.Utilizeappropriatetechniquesandequipmenttomitigatetheeffectsoftheenvironmentalaccident.
D.PublicInformation
1.Establishapublicinformationofficetoprovidetimelyandaccurateinformationtothepublicandmedia.
2.Communicatethenatureoftheincident,theactionsbeingtakentoaddressit,andanypotentialriskstothepublic.
3.Monitorpublicfeedbackandadjustcommunicationstrategiesasneeded.
E.IncidentCommandStructure
1.Establishanincidentcommandstructuretocoordinatetheresponseeffort.
2.Assignrolesandresponsibilitiestotheincidentcommander,deputyincidentcommander,operationssectionchief,planningsectionchief,logisticssectionchief,andfinance/administrationsectionchief.
3.Ensureclearcommunicationchannelsandcoordinationamongallresponseteamsandagencies.
VI.Recovery
