Thisgrowthcomesagainstabackdropofsignificantchallenges.
Theusagegap,thegapbetweencoverageandactualinternet
adoption,continuestobeAfrica’sdefiningdigitalchallenge,with
63%ofthepopulationcoveredbymobilebroadbandbutnotyet
online.Closingthisgaprequiresactionondeviceaffordability,
digitalskillsandsocialbarriersthatinfrastructureinvestmentalonecannotresolve.Atthesametime,operatorsfacegrowingpressuretopowertheirnetworkssustainably,reducedependenceon

EconomicgrowthinAfricaisprojectedtoreach4.2%in2025,outperformingtheglobalaverageof3.1%.
Thismarksastrengtheningrecovery:followingsolidgrowthof4.4%in2022,theregionexperienceda
moderateslowdownin2023and2024(3.3%and3.2%,respectively),reflectingglobaleconomic
pressures.Theoutlookfor2025pointstorenewedmomentum,bolsteredbyimprovingdomestic
conditionsandstrongerexternaldemand.
Recentgrowthhasbeendrivenprimarilybyprivate
consumptionandagradualrecoveryininvestment,supportedbyeasinginflationinseveraleconomies
andcontinuedurbanisation.Atthesametime,the
regionhasbenefitedfromitsdemographicdynamicsandexpandingservicessector,whichcontinueto
supporteconomicactivity.
However,structuralconstraintsremainsignificant.
Limitedfiscalspace,highdebtlevelsinsome
countriesandexposuretoexternalshocks,includingcommoditypricevolatilityandglobalfinancial
conditions,continuetoweighongrowthprospects.
Inaddition,gapsininfrastructure,particularlyin
energyandtransport,constrainproductivityandlimitthepaceofeconomictransformation.Addressing
thesechallengeswillrequirenotonlyincreased
investment,butalsostrongerpolicyframeworksto
improveprojectselection,enhancepublicinvestmentefficiencyandcrowdinprivatecapital.
RecentgeopoliticaltensionshaveaddedafurtherlayerofpressureonAfricaneconomiesandonthemobilesectorspecifically.Disruptionstoglobal
shippingroutes,particularlythroughtheRedSeaandtheSuezCanal,haveincreasedfreightcosts,extendeddeliverytimesandcreateduncertainty
aroundthesupplyofsmartphones,network
equipmentandcritical-infrastructurecomponents.
MajorshippingoperatorssuchasMaerskandCMACGMhavecontinuedtoreroutevesselsaround
theCapeofGoodHope,addingweekstotransit
timesandincreasinglogisticscostsacrossthe
continent.Formobileoperators,thisaffectsnetworkdeploymentschedules,towermaintenanceand
theavailabilityofimportedequipment,ultimatelyincreasingcapexandoperationalrisks.
Energy-relatedpressuresalsoremainamajor
challenge.ManyoperatorsacrossAfricacontinuetorelyondiesel-poweredbackupsystemstomaintainnetworkresiliencewheregridreliabilityisweak.Fuelpricevolatility,highertransportcostsanddisruptionstoglobalenergymarketshavethereforehadadirectimpactonoperatingcostsandqualityofservice,
particularlyinruralandunderservedareaswhere
powerinsecurityismoreacute.Atthesametime,
traveldisruptionsandhigherlogisticscostsaffect
vendorsupport,cross-borderinfrastructureprojectsandmaintenanceoperations,slowingdeployment
timelinesandcomplicatingregionalcollaboration.
Inthiscontext,improvingenergysecurityand
strengtheningsupply-chainresiliencehavebecomeincreasinglyimportantforsustainingnetworkquality,supportingdigitalinvestmentandacceleratingthe
region’sbroaderdigitaltransformation.
Lookingahead,Africahassubstantialopportunitiestoaccelerategrowththroughdigitalisationand
structuraltransformation.Expandingdigital
infrastructure,improvingconnectivityandfosteringinnovationcansupportproductivitygains,financialinclusionandnewbusinessmodelsacrosssectors.
Harnessingtheseopportunitieswillrequiresustainedinvestment,improvedpolicyframeworksand
continuedeffortstostrengthenmacroeconomic
stability.Aligningshort-termpolicymeasureswithlong-termdevelopmentstrategieswillbecriticaltosupportmoreresilient,inclusiveandsustainable

Whilemobile’scontributioncontinuestogrowin
absoluteterms,thiswillmoderateinrelativetermsasotherpartsoftheeconomyexpandmorerapidly.Assuch,mobiletechnologiesremainacriticalenabler
ofeconomictransformation.Bysupportingdigital
inclusion,expandingaccesstofinancialservices
throughmobilemoneyandenablingnewdigital
businessmodels,mobileconnectivityhelpsimproveproductivity,enhancemarketaccessandfoster
greaterparticipationintheformaleconomy.
However,sustainingandamplifyingthisimpactwill
requirecontinuedinvestmentinmobileinfrastructureandthewiderdigitalecosystem.Expandingnetworkcoverage,improvingaffordabilityandaccelerating
therolloutofadvancedtechnologiessuchas5G,IoTandAIwillbeessentialtofullyunlockproductivity
gainsandensurethatdigitaltransformationsupportsinclusiveandlong-termeconomicgrowthacross
theregion.

Taxesconstitutethemajorshareofgovernment
revenuesaroundtheworld.In2025,taxrevenuesinAfricareached$410billion,or13%oftheregional
GDP,asimilarfigureaslastyear.3
ThemobilesectorinAfricamadeasubstantial
contributiontothefundingofthepublicsector,
with$45billionraisedthroughtaxesonthesectorin2025.AlargecontributionwasdrivenbyhandsetVAT,salestaxesandexciseandcustomduties
($20billion).Thefiscalcontributionofthemobilesectorrepresented11%ofthetotaltaxrevenue.
Beyonditsdirectcontribution,themobilesectorcanstrengthentaxrevenuemobilisationbyimprovingtheefficiencyandaccessibilityoftaxsystemsacross
theeconomy.Inparticular,theexpansionofdigitalpaymentsandmobilemoneyplaysacriticalrole
inincreasingtransactiontraceabilityandfinancial
inclusion,whichisespeciallyimportantinAfrican
economies,whereinformalityremainswidespread.Byenablingmoretransactionstoberecordedand
monitored,mobiletechnologieshelpbroadenthetaxbaseandsupportmoreeffectiverevenuecollection.
Inparallel,mobileplatformsareincreasinglybeing
usedtofacilitatetaxfilingandpayments,reducing
administrativeburdensforbothgovernmentsand
taxpayers.Highcompliancecostsremainakey
barrierforindividualsandsmallandmedium-sized
enterprises(SMEs),butmobile-enabledsolutions
cansimplifyprocesses,lowercostsandimprove
compliancerates.Overtime,thesedevelopments
supportgreaterformalisationofeconomicactivity
andcontributetomorestableandsustainablepublicfinancesacrosstheregion.

Between2025and2030inAfrica,servicesare
projectedtoaccountforaroundonequarterofthe
incrementaleconomicimpactattributabletomobile-enabledtechnologies,followedbymanufacturing
andagricultureataroundonefiftheach.Thisreflectsthecentralroleofservicesintheregion’seconomicstructure,alongsidetheimportanceofmanufacturingandagricultureaskeydriversofemployment
andeconomicactivity.Publicadministrationand
constructionandrealestateeachrepresenta
meaningfulshareoftheimpact,highlightingtheroleofdigitalisationinimprovingpublicservicedeliveryandsupportinginfrastructuredevelopment.
Theinformationandcommunicationsectormaintainsarelativelysmallshare,ataround5%,indicatingthattheimpactofmobiletechnologiesislargelydiffusedacrossthebroadereconomy.However,increasingthedirectcontributionoftheICTsectorwillbecriticalforlong-termcompetitiveness.Strengtheningdomesticdigitalecosystemsthroughgreaterinvestmentin
infrastructure,skillsandinnovationcanhelpreducerelianceonexternaltechnologiesandsupportthe
developmentofhighervalue-addeddigitalindustries.
Overall,thedistributionofimpactpointstoabroad-basedandinclusivedigitaltransformation,where
mobiletechnologiessupportproductivitygains
acrossbothtraditionalandemergingsectorswhilecreatingopportunitiestodeependigitalcapabilitiesandacceleratestructuraltransformation.

operators,acrossenterpriseverticalsandwithinthebroaderdigitalecosystem.ThechallengeisnolongerwhethertoadoptAI,buthowtodeployitinwaysthatarecontextuallyrelevant,economicallysustainable
andinclusive.
OperatorsdeployingAIacrossnetworkandcustomeroperations
Africa'smobileoperatorsaredeployingAIacross
agrowingrangeofinternalfunctions.Predictive
maintenance,networkoptimisationandAI-driven
customerserviceareamongthemostactiveareasofadoption.
InUganda,AirtellaunchedinApril2025whatit
describedasAfrica'sfirstAI-poweredspamalert
service,usingmachine-learningmodelstodetectandflagfraudulentSMStrafficinrealtime.Thisreflects
boththecommercialpressureofdigitalfraudandtheoperationalmaturityrequiredtorespondtoit.
Beyondnetworkoperations,operatorsareinvestingintheinfrastructurethatmakesAIdeploymentviableatscale.InApril2026,MTNparticipatedina$45millionfundingroundforODC,anAItelecomsstartupthat
isdevelopingAI-RANsolutionsspecificallydesignedforAfrica’smulti-vendor,power-constrainednetworkenvironments.TheinvestmentsignalsashiftinhowleadingoperatorsareapproachingAIinfrastructure
–notsimplyasconsumersofhyperscalercapacity,
butasactiveinvestorsinthefoundationaltechnologylayerthatwilldefinenetworkperformanceand
economicsoverthenextdecade.

Thecommercialimplicationsaresignificant:AfricanlanguageAIenablesvoice-basedinterfacesthatcanextenddigitalservicestouserswhoarenotliterate
inEnglishorFrench,expandtheaddressablemarketforAI-poweredproductsandensurethatthebenefitsofAIarenotconcentratedamongalinguistically
privilegedsegmentofthepopulation.
