Inits20thyear,theFall2025SnapshotonInternationalStudentEnrollmentpresentstheresponsesof828U.S.highereducationinstitutionsoninternationalstudentenrollmentsforthe2025/26academicyear.Thereport,conductedbyIIEandtenpartnerhighereducationassociations,complementsOpenDoors2025,whichprovidescomprehensivedataoninternationalstudentsfromthepreviousyear(2024/25).AstheFall2025Snapshot

Surveyrepresentsasubsetofthenearly3,000institutionssurveyedbyOpenDoors,thefullpictureof2025/26enrollmentwillbeanalyzedinOpenDoors2026.

Internationalstudenttotalsdeclineby1%inthe2025/26academicyear.

•Reportingcollegesanduniversitiesnotea1%declineinthetotalnumberofinternationalstudents,includingenrolledandOptional

PracticalTraining(OPT)students.

•ShiftsinenrollmentcontinuetrendsnotedinOpenDoors2025,withanincreasein

undergraduates(+2%)andadeclinein

graduate(-12%)students.Duetoseveralyearsofstronggrowthatthegraduatelevel,OPT

numberscontinuetorise(+14%).

•Newenrollments,asubsetoftotal

enrollments,decreasedby17%for

internationalstudentsstudyingattheircollegeoruniversityforthefirsttime.Approximately29%ofinstitutionsreportanincreaseinnewinternationalenrollment,14%indicatestablenumbers,and57%noteadecrease.

•Nearlythree-quarters(72%)ofinstitutionsareofferinginternationalstudentdeferralsto

spring2026,andmorethanhalf(56%)areprovidingdeferralstofall2026.

Manyfactorsaffectinternationalstudentnumbers.

•ForU.S.institutionsnotingincreases,themajorityciteactiverecruitmentinitiatives(71%)andoutreachtoadmittedstudents(54%)astheprimarydriversofgrowth.

•AmongU.S.institutionsreportingdeclinesinnewenrollments,collegesanduniversitiescitemultiplecontributingfactors,includingvisa

applicationconcerns(96%)andtravelrestrictions(68%).

students,includingguidanceonmaintainingstatus(93%),holdingadvisingsessions(92%),providingmentalhealthservices(67%),andincreasingengagementprograms(44%).

Internationalstudentoutreachandrecruitmentremaininstitutionalpriorities.

•84%ofU.S.collegesanduniversitiesconsiderinternationalstudentrecruitmentapriority.

•U.S.institutionsciteprioritizinginternationalstudentoutreachandrecruitmentdueto

multiplefactors,includingthevalueof

internationalstudentperspectives(81%),

financialcontributions(60%),andalignmentwithinstitutionalstrategy(56%).

•78%ofinstitutionsindicatethatfinancial

supportfortheirinternationalstudent

recruitmenteffortsisthesameorhigherthaninthepreviousyear.

•U.S.institutionsreportthatOPTisimportantforrecruitinginternationalstudentsinterestedinworkexperiences(76%)andpresentsan

economicbenefittoU.S.businesses(76%).92%ofU.S.institutionsreportthatwithoutOPT,internationalstudentswouldlikely

chooseothercountriesfortheireducation.

Methodology

SurveyBackgroundandDataCollection

TheFall2025Snapshotcaptures828valid

responsesfromhighereducationinstitutions.

Therespondentinstitutionsrepresentasubsetofthealmost3,000U.S.highereducation

institutionssurveyedannuallyaspartofthe

OpenDoorsInternationalStudentCensus.Thereportinginstitutionsrepresent63%ofall

internationalstudentsintheOpenDoorsReportonInternationalEducationalExchange(IIE,

2025a).

memberinstitutionsacrosstheUnitedStates

fromSeptember25toOctober17,2025.IIE

carriesoutthesurveyincooperationwiththe

AmericanAssociationofCollegiateRegistrarsandAdmissionsOfficers,AmericanAssociationof

StateCollegesandUniversities,AmericanCouncil

onEducation,AIRC:TheAssociationof

InternationalEnrollmentManagement,

AssociationofPublicandLand-grantUniversities,CollegeBoard,CommunityCollegesfor

RespondentProfile

RespondentstotheFall2025Snapshotreflectabroadrangeofinstitutionaltypesandlocationsfromall50states,PuertoRico,andWashington,D.C.Overall,theFall2025Snapshotrespondents'profilecloselymirrorstheprofileofthe

institutionsthatcompletedtheOpenDoors2025InternationalStudentCensusintermsof

institutionalsectorsandgeographicregions(Figure1).

InternationalStudentsatU.S.CollegesandUniversitiesinFall2025

ThefindingsoftheFall2025Snapshotindicatethatinternationalstudentsstudyatcollegesand

universitiesthroughouttheUnitedStates.TheoverallnumberofinternationalstudentsstudyingintheUnitedStatesremainsstable,withtrendsvaryingbyacademiclevels.

TotalInternationalStudentEnrollmentsatU.S.HigherEducationInstitutions

Infall2025,U.S.collegesanduniversitiesreporta1%declineininternationalstudenttotals,

whichincludesbothstudentsenrolledinclassesandthoseonOptionalPracticalTraining(OPT).

Thismarksthefirstyearofdeclinesafterfour

yearsofconsistentgrowthfollowingtheCOVID-19pandemic.Internationalstudentnumbers

continuetovarybyacademiclevel(Figure2).

internationalstudentsincludethosepursuingundergraduate,graduate,andnon-degree

study.

Thenumberofinternationalstudentspursuingundergraduatestudiesincreasedby2%.This

continuesthetrendnotedinOpenDoors2025,whereundergraduateenrollmentincreasedby4%.Thisisthesecondyearofincreasesin

undergraduatestudentnumberssincethe

COVID-19pandemic.Theenteringcohorts

reportedinOpenDoors2020and2021were

smallerduetothepandemic,andthese

studentsgraduatedinspring2024and2025.Asaresult,thedataindicatethatthegraduating

seniorclassin2025wassmallerthanthe

numberofincomingundergraduatesinthefallof2025.

Infall2025,graduatestudentenrollments

amongreportinginstitutionsdecreasedby12%,continuinga3%declinenotedinOpenDoors

2025.Itisimportanttonotethatdirectly

followingtheCOVID-19pandemic,therewasasurgeinpent-updemandforgraduate

education.From2020/21to2023/24,

internationalgraduatenumbersincreased

significantly,growingbynearly175,000

studentsinjust3yearsfrom329,000tomorethan500,000students.Despitea12%decline,thenumberofgraduatestudentswillremainabovepre-pandemiclevels.

Finally,thetotalnumberofinternational

studentspursuingnon-degreestudydecreasedby17%.Thisnumberreflectsstudentswhomaybeonexchangeprograms,earningacertificate,orstudyingEnglishintensively.Asnon-degreestudentsmakeuponly3%ofallinternational

students,evensmallchangesinnumberscanresultinlargerpercentagechangesinthedata.

OptionalPracticalTraining.OPTisincludedintheFall2025SnapshottotalstoaligntheFall

2025SnapshottoOpenDoorsreporting.RecentdemandforOPTreflectsthatishasbecomeanimportantcomponentofaninternational

student’sacademicexperience,issupportedbytheircollegeoruniversity,andprovides

studentswithanopportunitytogainpracticalworkexperienceintheirfieldofstudy.

ThenumberofstudentsstayingintheUnitedStatestogainpracticalworkexperienceaftergraduationonOPTgrewby21%to294,253

studentsin2024/25,accordingtoOpenDoors.

TheFall2025Snapshotsignalsacontinued

increaseinOPTof14%.The3yearsofstronggrowthinthenumberofgraduatestudentsintheUnitedStates,notedabove,have

subsequentlyresultedinincreasedlevelsofstudentsonOPT.

AsOPThascontinuedtogrow,theFall2025Snapshotincludedseveralquestionsto

understandU.S.institutions’perspectivesonthistrainingprogram.

U.S.institutionsnotemultiplebenefitsofOPTtotheUnitedStates(Figure3).Morethanthree-

quartersofinstitutions(76%)emphasizethe

roleofOPTinbothattractinginternational

studentstostudyintheUnitedStatesandtheresultingeconomicbenefitstoU.S.businesses.InstitutionsalsonotethatOPTenables

companiestorecruitandretaininternationalstudenttalent,which70%citeasanadditionaladvantage.

Notably,92%ofU.S.institutionsreportthatifOPTwerenotavailable,internationalstudentswouldlikelylooktootherdestinationsfortheireducationabroadexperience.Institutionscitethatthisworkexperienceishighlyattractivetointernationalstudentsandservesasavaluablecomplementtotheiracademicstudies.

InstitutionalType.TheFall2025Snapshotalsoexaminedinternationalstudentnumbersby

institutionaltype.AsnotedinOpenDoors2025,morethanthreeoutofeveryfourinternationalstudents(76%)attenddoctoraluniversities.

Theselargeinstitutionsreportrelativelystableinternationalstudentnumbers,witha1%

decreaseinthe2025FallSnapshot.

Drivenbyastronguptickingraduatestudents,thenumberofinternationalstudentsat

master’scollegesanduniversitiesreported

severalyearsofrobustgrowth,with13%growthin2023/24andan8%increasein2024/25,

accordingtoOpenDoors.However,given

decliningenrollmentatthegraduatelevels,respondingmaster’scollegesanduniversitiesindicatea4%declinenotedinfall2025.

Withinstitutionscontinuingtoseeinternationalundergraduatenumbersincreasing,both

baccalaureatecollegesandassociate’scollegesreportgrowthaccordingtotheFall2025

Snapshot(+1%and+4%,respectively).

Associate’scolleges,commonlyreferredtoascommunitycolleges,experiencedafourthyearofincreasesasinternationalstudentscontinuetobeinterestedintheaffordableeducationaloptionsavailableintheUnitedStates.

NewInternationalStudentEnrollments

U.S.institutionsreportadeclineinnew

enrollmentsofinternationalstudents,thosestudyingattheircollegeoruniversityforthefirsttime.Infall2025,newenrollmentsat

collegesanduniversitiesdeclinedby17%

amongstudentsbeginningtheirstudiesattheseinstitutions.

Ofreportinginstitutions,29%suggestthatnewinternationalenrollmentsarehigherthanthe

previousyear,and14%indicatethatnew

enrollmentsareaboutthesameasinpreviousyears(Figure4).Approximately57%of

institutionsnotethatnewenrollmentsfellinfall2025.

Institutionsalsoindicateprovidingflexibilitytointernationalstudentsadmittedtotheir

programs,butwhohavenotyetbeenableto

arriveintheUnitedStatesfortheiracademic

studies.Nearlythree-quarters(72%)offered

admittedinternationalstudentsdeferralsto

spring2026,andmorethanhalf(56%)provideddeferralstofall2026.Incomparisontotheprioryear’sSnapshot,therewasa39%increasein

deferralsreported.Additionally,morethanone-third(37%)ofinstitutionsindicatedenrollmentflexibilitythroughoptionssuchasallowing

studentstobeginonlineforthefirsttermor

providingadelayedstartdateforthefallterm.

TheFall2025Snapshotalsotracksthenumberofinstitutionsreportingincreases,decreases,orstablenewenrollmentfromtopplacesoforigin,offeringinsightintotrendsforleadingcountriesinthe2025/26academicyear.Overall,

respondingU.S.collegesanduniversitiesindicatethatmostleadingplacesoforigin

showedstableorincreasednewenrollment(Figure5).

Thehighestlevelsofnewenrollmentstability

wereobservedinstudentscomingfromthe

UnitedKingdom,Canada,andMexico.ForIndia,thetopsenderofinternationalstudentswhosenumberssoaredpost-pandemic,themajorityofinstitutionsnowreportnewenrollment

declines,withonly39%ofinstitutionsnoting

increasedorstablenumbers.ThesedeclinesinnewenrollmentfromIndiaarelikelydrivingtheoverallnationaldeclinesinnewenrollment.Themajorityofinstitutionsnotethatnew

internationalstudentenrollmentfromChina

(56%)andSouthKorea(60%),thesecondandthirdleadingsendersofinternationalstudents,remainedstableorincreasedinthefallof2025.

Mostinstitutions(71%)indicatethatactive

recruitmenteffortsbytheirinstitutionare

leadingtogrowth.Giventhecontinuedglobalcompetitionforinternationalstudents,ahigherproportionofinstitutionscontinuedto

emphasizetheimportanceofrecruitmentinattractingmoreinternationalstudentsin

comparisontoprioryears.

Similarly,overhalfoftheinstitutions(54%)alsocredittheirincreasestomoreactiveoutreachtoadmittedstudents.Asinstitutionsareaware

thatstudentsmayhavemultipleoffersofadmissionindifferentcountries,U.S.

institutionsareoftenincreasingtheiractiveoutreachandrecruitmenttointernationalstudentsthroughvariousmethods(p.14).

Anewcategorywasaddedthisyear,

highlightingtheroleofinternationalathletesinincreasingnewinternationalenrollments.TheUnitedStatesoffersunparalleledathletic

opportunities,attractinginternationalathleteswhoseekbothaqualityeducationandthe

chancetoadvancetheirathleticcareers.Morethanhalf(63%)ofinstitutionsnotedthe

importanceofathleticoutreachand

recruitmenttogrowthinnewinternationalstudentenrollment.

Nearlyhalfofinstitutions(47%)credittheirincreasestogrowthinthereputationandvisibilityoftheirinstitutionabroad,whichremainsconsistentwithprioryears'trends.

FactorsImpactingDeclines.Amonginstitutionsreportingdeclines,mostcitedmultiplereasonscontributingtothedecreaseinnewenrollment(Figure7).Concernsaboutthevisaapplicationprocess,suchasvisadelaysanddenials,havelongbeentheleadingfactornotedby

institutionsforenrollmentdeclines.For

example,inthe

Fall2024Snapshot

,85%of

institutionscitedvisaapplicationconcernsastheprimaryissuefornewenrollmentdeclines.Thisremainedtrueforthefallof2025,with

96%ofinstitutionscitingitasacontributingfactor.

Whenaskedtoprovideadditionalcontext

aroundthevisaapplicationconcerns,

institutionsciteseveralchallengesthat

impactednewenrollments.Manyinstitutionsnotethatvisadelaysrelatedtolongwaittimes(96%)orthetemporarypauseinvisaissuancefromMay27ththroughJune18th(81%)

impactedstudents'abilitytoreceivevisas.

Theseissuesmayhaveimpactedinternationalstudentarrivalsforthefallterm.However,asofOctober2025,theU.S.DepartmentofState’s

GlobalVisaWaitTimes

trackershowsthat92%oflocationsofferingF,M,andJvisashad

appointmentswithinatwo-monthwindow.Atthetimeofthisreport,only15locations

globallyhadawaitofmorethantwomonths.Institutions(91%)alsoreportexperiencingvisadenialsasafactorcontributingtofewernewstudentarrivals.

CollegesanduniversitiesalsocitethatU.S.

travelrestrictions(68%)impactedthenumberofnewlyenrolledstudentsarrivingoncampus.Whilemanyinstitutionsreportthisimpacton

newinternationalstudentenrollments,itisalsoimportanttonotethatstudentsfromcountrieslistedinthepresidentialproclamationcompriseonly2%ofallinternationalstudentsinthe

UnitedStatesasofOpenDoors2025.

Additionally,institutionscitethatstudent

concernsaboutfeelingunwelcomeinthe

UnitedStates(67%)oraboutthebroadersocialandpoliticalenvironment(64%)mayhave

affectednewenrollment.However,whenaskedspecificallywhetherinternationalstudentsfeltunwelcomeonU.S.campuses,onlyasmall

proportion(18%)identifiedthisasafactor.Thissuggeststhatinstitutionshaveactivelyworkedtodemonstratethatinternationalstudentsarevaluedmembersoftheircampuscommunities.

InstitutionalSupportforInternationalStudents

Giventheevolvinglandscaperelatedto

internationalizationatU.S.campuses,many

institutionsareprioritizingsupportsfor

prospective,admitted,andcurrentinternationalstudents.Nearlyallhighereducation

institutions(95%)indicateprovidingmultiple

supportsforinternationalstudentsasofthefall2026term(Figure8).

Almostallcollegesanduniversitiesacrossthe

countryaretakingproactivestepstoprovide

clearguidanceonmaintainingvisastatus(93%)androbustadvisingservices(92%).Tokeep

studentswell-informed,institutionsalsonote

theexpansionofcommunicationstrategiesto

includeone-on-oneadvising,emailoutreach,

FAQwebpages,newsletters,townhalls,and

workshops.Inadditiontosupporting

internationalstudentsdirectly,manyinstitutionsareprioritizingkeepingfaculty,staff,andthe

broaderstudentbodyinformedandengaged.

Institutionsalsoactivelycreatedopportunitiesforinternationalstudentstofeelsupportedandconnected.Mostrespondents(67%)offered

mentalhealthservices,ensuringstudentshadaccesstoresourcestosupporttheirholistic

well-beingoncampus.Manyalsoexpanded

engagementinitiatives,with44%increasing

programsthathelpinternationalstudentsbuildcommunityandconnectwithpeers.

LookingtoNextYear'sRecruitmentCycle

U.S.institutionslookingaheadtofuturesemestersremaincommittedtoattractingstudentsfromacrosstheworldtotheircampuses,with84%ofcollegesanduniversitiesnotingtheircommitmenttorecruitinginternationalstudents.ThissectionoutlinesthevariousstrategiesthatU.S.highereducationinstitutionsusetorecruitinternationalstudentstotheUnitedStates.

InstitutionsPrioritizeOutreachandRecruitment

Fortheforthcoming2026/27academicyear,

84%ofrespondentsconsiderinternational

studentoutreachandrecruitmenttobea

priority.Ofthese,27%categorizeitasahigh

priority,38%asamoderatepriority,and18%asalowpriority,whileonly16%reportitisnota

priority.ThishighlightsthatU.S.higher

educationinstitutionscontinuetoplaceastrongemphasisonattractingglobaltalent.

Theoverwhelmingmajorityofinstitutions(90%)emphasizethattherearenumerousreasonsforprioritizinginternationalstudentenrollment

(Figure9).

Themostfrequentlycitedreasonacrossall

typesofU.S.collegesanduniversitieswasthevaluethatinternationalstudentsbringto

campus(81%),astheybringanarrayofperspectivesthatoftenenrichacademicdiscourse(Figure9).

AnotherbenefitthatU.S.institutionsrecognizeistheeconomiccontributionsthatinternational

studentsmaketocommunitiesthroughoutthe

country.AccordingtotheU.S.Departmentof

Commerce,internationalstudentscontributed

nearly

$55billionin2024

.Moreover,NAFSAandJBInternational’s

InternationalStudent

EconomicValueTool

,highlightsthat

internationalstudentssupportedmorethan

355,000jobsinthe2024/25academicyear.Asinternationalstudentscontributesignificantly

throughtheirtuitionandlivingexpenses,60%ofrespondingcollegesanduniversitiesnotetheimportanceoftheeconomicbenefitthat

internationalstudentsprovide.

ManyU.S.institutionsalsocitethatrecruitingtalentedindividualsfromaroundtheworldwaspartoftheirinstitutionalstrategy(56%),

particularlyatlarge,doctoralinstitutions(68%).

WithmanyU.S.collegesanduniversitieshavingformalpartnershipagreementsandMOUs,

respondentsindicatetheimportanceof

continuingtomaintaintheseinternational

partnerships(52%).Alignedwiththisarea,

additionaldetailsaboutthestateof

internationalpartnershipsgloballywillbe

releasedthisyearthroughIIE’sCenterfor

InternationalPartnerships’

FinancialCommitmenttoInternationalStudentOutreachandRecruitment

U.S.collegesanduniversitiescontinuetoinvestininternationalstudentoutreachand

recruitment.Mostinstitutions(78%)reportthatfinancialsupportfortheseeffortshasremainedthesameorincreasedfromlastyear(Figure

Asinstitutionsseektodiversifyandattract

studentsfromacrosstheworld,manyU.S.

collegesanduniversitiesconductstrategic

outreachandrecruitmenteffortsinspecific

placesoforigin.Tobetterunderstandoverall

recruitmenttrends,wehavenotedthat

institutionsmayhavedifferingareasoffocus

betweenundergraduateandgraduatestudents.Asmanyinstitutionsrecruitstudentsatboth

academiclevels,collegesanduniversitiestailortheirrecruitmentmethodstobothtypesof

students.

UndergraduateRecruitment.AccordingtoOpenDoors2025,30%ofstudentsstudiedatthe

undergraduatelevel.Infall2025,institutions

reportedprioritizingeffortstorecruit

undergraduatestudentsfromVietnam(55%),

India(49%),Brazil(39%),SouthKorea(39%),

Canada(38%),andChina(34%)(Figure11).Thisalignswithsomeofthelargestsendersof

undergraduatestudentstotheUnitedStates,

thoughitisworthnotingthatthelargest

sender,China,islistedinsixthplace.Thiscouldindicatethatinstitutionsarelookingtodiversifytheirstrategiesforundergraduatemarkets

beyondChina,giventhecontinueddeclineinthenumberofinternationalundergraduate

students(-10%)reportedinOpenDoors2025.ThefocusonrecruitingVietnamese

undergraduatestudentsalsoalignswiththe

strong17%growthnotedinOpenDoors2025.

Inaddition,therehasbeenanuptickinthe

proportionofinstitutionsreportingafocusonrecruitinginternationalstudentsalready

studyingintheUnitedStates.Thisincludes

internationalstudentsstudyingatthehigh

schoollevel(50%)andthosealreadystudyingattheundergraduatelevel(31%),whichcould

indicatethatfour-yearinstitutionsare
