AccordingtofieldsurveydatacollectedbytheFAOteamfrom127verticalagriculturalenterprisesacross23countries,thewaterutilizationefficiencyofstandardizedverticalplantingsystemsis92%higherthanthatoftraditionalopen-fieldplanting,andtheunityieldofleafyvegetablespersquaremeteroflandis14to18timesthatoftraditionalfarmland.EvenafterdeductingtheenergyconsumptioncostofLEDsupplementarylightingandintelligentcontrolequipment,theaveragecarbonemissionperkilogramofleafyvegetablesproducedbyverticalagricultureisreducedby47%comparedwiththewholesupplychainoftraditionalfarmplanting,long-distancetransportationandsupermarketretail.Formega-citieswithapermanentpopulationofmorethan10millionthatarefacingtightsupplyofnon-staplefoodandhighpressureoncarbonemissionreductioninthecateringsector,theconstructionofmunicipalpublicverticalagriculturalbaseswithina30-kilometerradiusoftheurbancorecanreducetheaveragetransportationdistanceoffreshvegetablesbymorethan280kilometers,lowerthepost-harvestlossrateoffreshagriculturalproductsfromthecurrent32%tolessthan5%,andensurethatthesupplyoflocalleafyvegetablescanstillreachmorethan70%ofthedailyconsumptiondemandevenwhentheurbanexternalmaterialdistributionchannelistemporarilyblockedunderextremepublicemergencies.

However,thereportalsoremindslocalurbanmanagementdepartmentsandinvestmentinstitutionsthatthecurrentverticalagricultureindustrystillfacesthreeprominentbottleneckstoachievelarge-scalepopularization.First,theenergystructuredependencyisexcessivelyhigh.Atthisstage,morethan68%oftheverticalagriculturalfacilitiesinoperationrelyonthermalpowerforelectricitysupply,andtheenergycostaccountsfor42%to48%ofthetotaloperatingcostoftheenterprises.Iftheproportionofrenewableenergysuchason-sitedistributedphotovoltaicpowergenerationandwindpowercomplementarypowersupplydoesnotexceed60%,theunitproductioncostofmostleafyvegetablesofverticalagriculturalenterprisesisstill2.1to2.7timeshigherthanthatoftraditionaloutdoorplanting.Second,theproductcategoryhasobviouslimitations.Thecurrentverticalagriculturalplantingtechnologyisonlymatureforlessthan30kindsofcropswithshortgrowthcycleandlowplantheight,andtheeconomicbenefitofplantingfieldcropssuchaswheat,cornandsoybeansisfarlowerthanthatoftraditionallarge-scalemechanizedfarming.Third,thestandardizedsystemisnotyetunified.Atpresent,therearedifferencesinfacilityconstructionstandards,nutrientsolutionformulaspecifications,andresidualpesticidedetectionthresholdsforverticalagriculturalproductsamongdifferentcountries,regionsandevendifferenturbanjurisdictions,whichleadstoadditionalcompliancecostsformorethan30%ofcross-regionalverticallyoperatedverticalagriculturalbrands.

TheFAOpredictsthatby2030,theglobalverticalagriculturemarketwillexceed23billionU.S.dollars,andmorethan40%oftheworld’smegacitieswillincorporatetheconstructionofverticalagriculturalfacilitiesintotheoverallurbanfoodsecurityguaranteesystem.ThecoreofthenextstageoftechnologicalinnovationintheverticalagricultureindustryistoreducetheenergyconsumptionofLEDlightsourcesbymorethan60%,andrealizethefullaccessofon-sitedistributednewenergypowergenerationsystemstotheintelligentplantingcontrolplatform.Thereportparticularlyemphasizesthatdevelopingcountriesshouldnotblindlycopythelarge-scalefullyautomatedverticalagriculturalfacilitymodelsofdevelopedcountriesintheinitialstageofpromotion.Theycanprioritizethepromotionoflow-cost,semi-manualsmallhouseholdverticalplantingsystemsinurbanresidentialcommunitiestoimprovetheself-sufficiencycapacityoflocalfamiliesforfreshvegetables,andgraduallyformamulti-levelverticalagriculturaldevelopmentpatternthatmatchesthelocalresourceendowmentandconsumptionlevel.

PartBThe2024updatedGuidetoOverseasWarehouseTaxComplianceforSmallandMediumCross-borderE-commerceSellersreleasedbytheCross-borderE-commerceComplianceOfficeoftheU.S.DepartmentofCommerceinOctoberclearlystipulatesthatstartingfromMarch1,2025,allnon-U.S.residentsellerswhorentorindependentlyoperateoverseaswarehousefacilitiesintheUnitedStatesandstoremorethanUS$800worthofgoodsinthewarehousesformorethan30daysmustregisterforavalidU.S.federaltaxIDandcompletethecorrespondingtaxdeclarationproceduresasrequiredbytheU.S.taxauthorities.Previously,non-U.S.cross-bordere-commercesellerswhosesingleconsignmentvaluedidnotexceedUS$800couldenjoytheexemptionfromcustomsdutyandimportvalue-addedtaxwhentheyadoptedthemodeofdirectmailfromChinatoconsumersintheUnitedStates,andtheydidnotneedtoregisteraU.S.localtaxnumberseparatelyifthegoodsstoredinoverseaswarehousesforlessthan30daysdidnotformalocaleffectiveconnection.

AccordingtotheofficialdatareleasedbytheU.S.InternalRevenueService,in2024,thetotaltransactionvolumeofcross-bordere-commercegoodsenteringtheU.S.marketthroughoverseaswarehousechannelsexceeded380billionU.S.dollars,ofwhichmorethan42%ofthegoodscamefromsmallandmedium-sizedsellersregisteredinEastAsiaandSoutheastAsia.Beforetheimplementationofthenewcomplianceregulations,morethan60%ofthesesmallandmedium-sizedsellersdidnotcompletetheU.S.localtaxregistration,andtherewasawidespreadsituationoffailingtodeclarelocalsalestaxandcorporateincometaxongoodssoldthroughoverseaswarehouses.TheU.S.DepartmentofCommercestatedthatthenewcomplianceregulationswillnotaffectthetaxexemptionpolicyforcross-bordere-commercedirectmailgoodswithasinglevalueoflessthan800USdollars,andthecorepurposeofthepolicyadjustmentistoeliminatetheunfaircompetitiveadvantagethatnon-compliantoverseassellershaveformedoverlocalU.S.retailenterprisesbyavoidingtaxdeclaration.

Theguideliststhreecommonnon-compliancerisksforsmallandmedium-sizedcross-bordersellersoperatingU.S.overseaswarehousesthataremostlikelytotriggertaxpenaltyprocedures.Thefirstriskistheomissionofinventorychangedeclaration.Manysmallsellersonlydeclarethetotalvalueofthegoodswhentheyareshippedfromtheirhomecountriestooverseaswarehouses,andfailtoregularlysubmitthemonthlyinventorystatusreportofoverseaswarehousestotheU.S.taxauthoritiesasrequired.Oncethetaxauthoritiesfindthattheactualinventoryofthegoodsinthewarehousedoesnotmatchthedeclareddatathroughtheonlineinspectionsystemoftheoverseaswarehouse,thesellerwillfaceafineof15%to30%ofthetotalvalueofthemissingpartofthegoods.Thesecondriskisthemismatchbetweensalesdataandtaxdeclarationdata.Manysmallsellersusethird-partycross-borderpaymenttoolstodirectlytransferthesalesrevenuefromtheU.S.e-commerceplatformtooverseasaccounts,anddonottruthfullydeclaretheactualsalesamountwhenfilingthelocaltaxreturneveryquarter.Accordingtothenewregulations,oncethetaxauthoritiesverifythatthereisunder-declarationofsales,theywillnotonlyrecovertheunpaidtaxandaddalatefeeof0.5%permonth,butalsolisttherelevantsellersinthelistofhigh-riskuntrustworthyforeignmerchants,andtheirgoodswillface100%customsinspectionwhentheyentertheU.S.portinthesubsequentperiod.Thethirdriskistheconfusionoftheownershipofstoredgoods.Somesmallandmedium-sizedsellerssharethesameoverseaswarehousepublicstoragespacewithmultipleunrelatedsellers,andthereisnoindependentandclearproductownershipmarkontheouterpackagingofthegoods.Oncethegoodsofonesellerarefoundtoinvolveintellectualpropertydisputesornon-compliantdeclaration,thegoodsofotherunrelatedsellersstoredinthesameareawillalsobesealedupbythelawenforcementdepartment,resultinginunnecessarypropertylosses.

目前余村已经完成了全村127户农家民宿的低碳化改造,每户民宿都配备了分布式太阳能发电系统、雨水循环收集系统和垃圾分类智能处理设备,民宿产生的厨余垃圾经过就地堆肥处理后全部作为生态肥料用于村周边的2300亩有机茶园的种植,实现了民宿固体废弃物的村内闭环消纳,零向外运输排放。余村还联合国内多家文旅科技企业开发了“青山数字打卡系统”,游客进入余村之后可以通过手机小程序实时查询所有景点的实时人流密度、空气负氧离子浓度、剩余停车位数量,还可以根据自己的游览时长和兴趣偏好定制专属的生态游览路线。所有游客在游览过程中选择步行、骑行等零碳出行方式产生的减排量,都可以累计存入系统的个人“碳账户”,兑换免费的茶体验券、余村文创产品或者周边有机农场的采摘权益。据安吉县文旅局发布的统计数
