Foreword

Tenyearssinceworldleadersembracedthetransformative2030AgendaforSustainableDevelopment,wehavenotonlytheopportunitybuttheobligationtotakestockofprogress,acknowledgeshortfallsandactwithurgencyandresponsibility.

Since2015,millionshavegainedaccesstoessentialservices.More

thanhalftheworld'spopulationnowbenefitsfromsomeformofsocial

protection,upby10percentagepointscomparedtoadecadeago.Child

marriageandmaternalandchildmortalityrateshavefallen,andmoreyoungpeople,especiallygirls,completeschool.Womennowhold27percentof

parliamentaryseatsworldwide,upfrom22percent.Accesstoelectricityandcleancookinghasexpanded.Internetconnectivityhasincreased

by70percent,openingnewhorizons.Aroundtheworld,youngpeople,communities,civilsocietyandlocalleadersaresteppinguptheiractiontodeliveronthepromiseoftheSDGs.

Despitetheseimportantgains,conflicts,climatechaos,geopoliticaltensionsandeconomicshockscontinuetoobstructprogressatthepaceandscale

neededtomeetthe2030target.

Thisyear'sSustainableDevelopmentGoalsReportfindsthatonly35percentofSDGtargetsareontrackormakingmoderateprogress.Nearlyhalfaremovingtooslowlyand,alarmingly,18percentareinreverse.

Wefaceaglobaldevelopmentemergency.

Over800millionpeoplearetrappedinextremepoverty.Carbondioxide

levelsareatthehighestinovertwomillionyears,and2024wasthehottestyearonrecord,surpassingthe1.5℃threshold.Peaceandsecurityhave

worsened,withover120millionpeopleforcedfromtheirhomes,morethandoublethenumberin2015.

Meanwhile,debtservicingcostsinlow-andmiddle-incomecountries

reachedarecord$1.4trillion,squeezingresourcesneededforsustainabledevelopment.

ThisreporttellstheSDGstoryinnumbers,butitis,aboveall,acalltoaction

-acallforambitiousactioninsixcriticalSDGtransitions:foodsystems,energy,digitalconnectivity,education,jobsandsocialprotection,andclimateandbiodiversity.

Makingthesetransitionsrequiresmassiveinvestment,robustpoliciesand

urgentacceleration.Italsorequiresremovingbarrierstothefullparticipationofwomenineconomiesandpubliclife,endinggender-basedviolence,

andensuringequalaccesstoeducation,employmentandleadership.Itmeanstacklingpovertyandinequalityhead-on,closingthedigitaldivideandensuringthattechnology,includingartificialintelligence,isharnessedinclusivelyandresponsibly.

BuildingonthemomentumofthePactfortheFuture,wehavevital

opportunitiesthisyeartogatherpublicandprivatepartnerstogetherto

summonthepoliticalwillandfinancingrequiredtogettheSDGsontrack-includingtheFinancingforDevelopmentConference,theHigh-levelPoliticalForum,theSecondUnitedNationsFoodSystemsSummitandtheSecondWorldSummitforSocialDevelopment.

TheSustainableDevelopmentGoalsremainwithinreach,butonlyifweactdecisivelyandactnow.Together,wecanstillbuildthesustainablefutureeveryone,everywhere,deserves.

Introduction

Aswemarkadecadesincetheadoptionofthe2030AgendaforSustainableDevelopment,wefindourselvesataninflectionpointinhumanhistory.WithfiveyearsremainingtoachievetheSustainableDevelopmentGoals(SDGs),thisreportpresentsbothafrankassessmentofourcurrentpositionanda

compellingcaseforwhythetransformativevisionoftheSDGsremainsnotonlyrelevant,butalsocriticaltoourcollectivefuture.

Adecadeoflearning:progressamidadversity

Tenyearsago,worldleadersgatheredattheUnitedNationsandmadeanunprecedentedcommitment-toleavenoonebehindandtotransformourworldby2030.Whatwehavelearnedsincethenisthatsustainabledevelopmentisnotadestination,butratherajourneyofinnovation,

adaptationandcommitmenttohumandignity.

Thisreporttellsastoryofremarkablehumanresilienceandingenuity.Wehavewitnessedgreatachievementsthatdemonstratewhatispossible

whentheinternationalcommunityactswithpurposeandsolidarity.NewHIVinfectionshavedeclinedby40percentsince2010.Malariapreventioneffortshaveaverted2.2billioncasesandsaved12.7millionlivessince

2000.Since2015,110millionmorechildrenandyouthhaveenteredschool,withcompletionratesrisingatalllevels,andthegendergapineducationcontinuingtonarrow.

Accesstoinfrastructurehasexpandedsignificantly.By2023,92percent

oftheworld'spopulationhadaccesstoelectricity,andInternetusehad

grownto68percentin2024from40percentin2015-connectingmillionsmoretoopportunitiesforeducation,workandparticipation.Inbiodiversityconservation,thousandsoflocalsuccesseshavehelpeddoublethe

protectionofkeyecosystemscriticaltoourplanet'shealth.

Thesevictoriesarenotabstractstatistics-theyrepresentreallives

transformed,familiesliftedfrompovertyandcommunitiesempoweredtobuildbetterandmoreresilientfutures.Theyvalidatethefundamentalpremiseofthe2030Agenda:thatsustainabledevelopmentisachievablewhenwecombineevidence-basedpolicieswithsustainedpolitical

commitmentandinvestment.

Confrontinghardtruths

However,thisreportalsocompelsustoconfrontuncomfortabletruthsaboutthechallengesthatpersist.Despitenotableprogress,thepaceofchange

remainsinsufficienttomeetour2030commitments.Onein12peoplestillexperiencehunger,andbillionslackaccesstosafedrinkingwater,sanitationandhygiene.Persistentinequalitiescontinuetolimithumanpotential,with

womendevoting2.5timesasmanyhoursperdaytounpaidcareworkasmen,andpersonswithdisabilitiesremainingunderservedacrossmultiplesectors.

Thebroadercontextisincreasinglycomplex.Climatechangecontinuestoaccelerate,withtemperaturesbreakingrecordsyearafteryear.Manycountriesfacerecorddebtservicingcosts,whileastaggering$4trillionannualfinancinggapconstrainsdevelopmentprogress.

Strategicpathwaysforward

ThesixSDGtransitions-addressingfoodsystems,energyaccess,digitaltransformation,education,jobsandsocialprotection,andclimateand

biodiversityaction-arewhereconcentratedeffortcandrivesystemic

change.Thesearefundamentalshiftsinhowweorganizeoureconomies,societiesandrelationshipwiththeplanet.

Wealsoneedtoensurethatdata-thefoundationforeffectivepolicymaking

-istimely,inclusive,andactionable.TheMedellnFrameworkforActionadoptedatthe2024WorldDataForumsetsaclearroadmapfor

transformingdatasystems.Wemustnowinvestinitsimplementation.

Successrequirestreatingeveryintergovernmentalprocessasmorethanadiplomaticexercise.Theoutcomesofournegotiationsmustbetranslatedintointegratednationalstrategies,supportedbyadequatefinancing,

robustdatasystemsandtheinstitutionalcapacityneededforsustainedimplementation.

Callforrenewedmultilateralism

Thechallengeswefaceareinherentlyglobalandinterconnected.Nocountry,regardlessofitswealthorcapacity,canaddressclimatechange,pandemicpreparednessorinequalityalone.The2030Agendarepresentsour

collectiverecognitionthatourdestiniesareintertwinedandthatsustainabledevelopmentisnotazero-sumgame,butasharedendeavourthatbenefitsall.

ThismomentdemandswhatIcall“urgentmultilateralism”-arenewedcommitmenttointernationalcooperationbasedonevidence,equity,andmutualaccountability.ItmeanstreatingtheSDGsnotasaspirationalgoalsbutasnon-negotiablecommitmentstocurrentandfuturegenerations.

Measureofoursuccess

Asweenterthefinalfiveyearsbefore2030,wemustrememberthatthe

truemeasureofourprogressisnotinglobalaveragesoraggregatestatistics,butratherinhowwetransformthelivesofthosewhohavebeenleftfurthestbehind.Everychildwhogainsaccesstoqualityeducation,everyfamily

liftedoutofpovertyandeverycommunityprotectedfromclimateimpactsrepresentswhatmultilateralcooperationcanachieve.

Theevidenceinthisreportdemonstratesthattransformationispossible

whenwecombineprovenstrategieswithpoliticalcourageandadequate

resources.TheSDGsremainasvitalandachievableasever,butonlywhenwematchtheambitionofthe2030Agendawiththeurgencyandunitythisdecisivemomentdemands.

Thenextfiveyearswilldeterminewhetherwerisetomeetthismomentorfallfurtherbehind.Letususethiscriticalwindowtorecommit,toactandtodeliver.

Justaselectricitypowersmodernlifeandcleanwatersustainspublic

health,reliabledatainfrastructureunderpinsvirtuallyeveryaspectof

sustainabledevelopment.Fromtrackingdiseaseoutbreaksandmonitoringclimateimpactstomeasuringpovertyreductionandensuringtransparentgovernance,qualitydataandstatisticssystemsareessentialinfrastructureforthedigitalage.

WithonlyfiveyearsremainingtoachievetheSustainableDevelopment

Goals(SDGs)by2030,progresshasbeendeeplyinadequate.Thisreflectsnotjustimplementationchallenges,butalsoafundamentalprobleminhowwemeasure,monitorandrespondtoglobaldevelopmentneeds.TrackingSDGprogressandcourse-correctinginrealtimedependsentirelyonrobustdatainfrastructure.etstatisticalsystemsremainchronicallyunderfunded

–treatedastechnicalafterthoughtsratherthanfoundationalinvestments.Withoutreliabledata,Governmentscannotidentifyproblemsearly,allocateresourceseffectivelyordemonstrateaccountability.

Inthissectionwefirstpresentacomprehensiveprogressassessment,

revealingthestarkrealityofwheretheworldstandsonachievingthe2030Agenda.Second,weshowtheimprovementsmadeintermsofSDGdata

availabilitywhilealsohighlightingcriticalgapsthatpersist.Finally,we

exploretheurgentneedforbuildingsustainablefinancingandresilientdatasystemsinthefaceofpolycrises,examininghowfragilefundingmechanismsthreatenprogressandwhatstrategiescanstrengthencountry-leddata

infrastructureforthefuture.

I.Fiveyearstogo:thestarkrealityofSDGprogress

The2025progressassessmentrevealsthattheworldremainsfarofftrackfromachievingthe2030Agenda.Ofthe169SDGtargets,139couldbe

assessedusingglobaltrenddatafromthe2015baselinetothemostrecentyear,supplementedbycustodianagencyanalyses.Amongthese,only35percentshowadequateprogress–18percentareontrackand17percentaremakingmoderateprogress.Incontrast,48percentoftargetsshow

insufficientprogress,including31percentwithonlymarginalgainsand17percentwithnoprogressatall.Mostconcerning,18percentoftargetshaveregressedbelow2015baselinelevels.1

Whilethisreportfocusesonglobaltrends,theglobalaveragesmaymask

meaningfuladvancesinmanycountriesthathavemadesubstantialprogressacrossseveralGoals.Thesenationalandlocalsuccesses–drivenbysoundpolicies,stronginstitutionsandinclusivepartnerships–demonstratethat

acceleratedprogressispossibleandoffervaluablepathwaysforotherstofollow.

II.AdecadeofSDGdataprogressrevealscriticalgapsinkeyareas

Overthepastdecade,significantprogresshasbeenmadeinstrengtheningdatasystemstosupportSDGmonitoring.In2025,acomprehensivereviewoftheglobalindicatorframework–endorsedbytheStatisticalCommission

–introducedkeyupdatestobetterreflecttoday’schallenges,including

climatechange,inequalitiesanddigitaltransformation.Thesechangeshaveimprovedtheabilityofcountriestotrackprogressandtodevelopevidence-basedpolicies.

WhentheSDGmonitoringframeworkwasfirstestablishedin2016,only

onethirdofindicatorshadgooddatacoverage,and39percentlacked

internationallyagreedmethodologies.Today,almost70percenthavegoodcoverage,andall234indicatorsnowhavewell-establishedmethodologies.

SDGdataavailabilityshowsencouragingoverallprogressbetween2019and2025butwithpersistentgapsinkeyareas.Goal3(Goodhealthandwell-

being),Goal6(Cleanwaterandsanitation),Goal7(Affordableandclean

energy)andGoal17(PartnershipsfortheGoals)demonstratesubstantial

improvements,withGoal7achievingthehighesttrenddatacoverageatover80percent.However,Goal5(Genderequality),Goal11(Sustainablecitiesandcommunities),Goal13(Climateaction)andGoal16(Peace,justice

andstronginstitutions)continuetolagsignificantly,atbelow30percent

oftrenddatacoverage.Thesedisparitieshighlightcriticalblindspotsin

monitoring,revealingtheprioritydevelopmentareasthatrequiretargetedinvestmentas2030approaches.

III.Buildingsustainablefinancingandresilientdatasystemsintheface

ofpolycrises

Asprevioussectionsshow,whiledataavailabilityforSDGmonitoringhasexpanded,significantgapsremainalongsidealarmingprogressshortfalls.Thesechallengesarecompoundedbyacriticalvulnerability:thefragile

financialfoundationuponwhichglobaldatasystemsrest.

Amidongoingpolycrises–includingenergyandfoodinsecurity,geopoliticaltensionsandclimateshocks–thedemandfortimely,inclusiveand

integrateddatahasneverbeengreater.et,paradoxically,justasthesedataneedsintensify,fundingforstatisticalsystemsfacesunprecedenteduncertainty.Recentdisruptions,fromtheterminationofmajorsurvey

programmestoreduceddevelopmentassistance,exposetherisksofbuildingdatainfrastructureonunstablefinancialground.

Addressingthisfinancingcrisisrequiresafundamentalshifttowards

efficient,sustainableandstrategicapproachesthatmobilizebothdomesticandinternationalresourceswhilealigninginvestmentswithnational

priorities.Strongnationalownershipandinstitutionalleadershipmustdrivethistransformation,supportedbycoordinatedinternationalpartnerships

focusedonbuildingresilient,country-leddatasystems.

Datafundingfacesanuncertainfuture

AccordingtoThePARIS21PartnerReportonSupporttoStatistics2024,

between2015and2022,internationalfinancialsupporttodataincreasedbyabout50percentinrealtermsfrom$586millionto$875million.Suchsupporttargetedspecificprojectsfordataandstatisticsinlow-andmiddle-incomecountries.WhilethefundingfrommembersoftheDevelopment

AssistanceCommittee(DAC)oftheOrganisationforEconomicCo-

operationandDevelopment(OECD)hasremainedstagnantovertheyears,contributionsfromprivatefoundations,multilateralorganizationsandnon-DACcountrieshavegrown.

However,thisupwardtrajectoryisnowunderthreat.Theoveralldownwardtrendintotalofficialdevelopmentassistance(ODA)from2023to2025

raisesconcernthatinternationalsupportfordataandstatisticswilllikely

facesimilardeclines,threateningtheprogressofdata-drivendevelopment.Thistrendiscompoundedbythefragilefinancingstructurefordata,whichremainsheavilydependentonasmallgroupofmajorfunders.In2022,ninefundersprovidedapproximately70percentofallfinancialsupportfordataandstatistics.TheWorldBankcontributedthelargestshare(26percent),followedbytheUnitedStatesofAmerica(14percent)andtheInter-

AmericanDevelopmentBank(10percent).

Acountry-ledandsystem-strengtheningapproachiskeyforsustainableinvestmentindata

Arobustandsustainablefinancingsystemfordataandstatisticsmust

moveawayfromfunder-driven,project-basedmodelstowardscountry-led,system-strengtheningapproaches.ThistransitionrequiresGovernmentstoincreasedomesticinvestmentintheirdataandstatisticalsystems.However,manycountries–particularlythelow-andlower-middle-incomeones–

facesignificantfiscalconstraints,limitingtheirabilitytoallocateadequatedomesticresources.

AccordingtoinformationcollectedbytheInter-SecretariatWorkingGrouponHouseholdSurveys,whichcovers246householdsurveysplannedin

65countriesforthe2024–2025period,over90percentofthesesurveysinlow-incomecountriesrelyonexternalsources,comparedtoaround20percentinmiddle-andhigh-incomecountries.Similarly,ananalysisof39nationalstrategiesforthedevelopmentofstatistics(NSDSs)withdetailedbudgetdesignationsshowedthatmostlow-andmiddle-incomecountriesrelyonexternalfunderstosupporttheirgender-dataactivities.

FundingfragilityunderminesglobalSDGmonitoring

Thefragilityofdatafinancingiswell-illustratedaftertheabruptterminationoffundingfromtheUnitedStatesAgencyforInternationalDevelopment

(USAID)inFebruary2025,whichledtothesuspensionoftheDemographicandHealthSurveys(DHS).Thishasexposedtherisksfacedbydatasystemsthatdependheavilyonexternalfunders,anditnowthreatenstheproductionofcriticaldataneededtomonitorprogressonmultipleSDGindicators.

Thesignificanceofthisdisruptionbecomesclearwhenconsideringthat,

accordingtoasurveyoftheSDGcustodianagencies,datafromtheDHS

havebeenutilizedtovaryingdegreesfor39SDGindicatorsforglobal

reportingsince2015.ThesuspensionoftheDHShashadvaryingimpacts

fordifferentgoals.Goal3(Goodhealthandwell-being)isthemostaffected,with11indicatorsusingDHSdata,followedbyGoal5(Genderequality)withsixindicatorsandGoal2(Zerohunger)withfiveindicators.

Moreover,thedegreeofrelianceonDHSdatadiffersacrossthese39SDG

indicators,withsomedrawingalargeshareoftheirdatapointsfromthe

DHS,makingthemparticularlyvulnerabletodisruptionsindatacollection.

ThechartbelowhighlightsfiveSDGindicatorsthathavethegreatest

dependenceonDHSdata.Since2015,70percentofthedatapointson

contraceptiveuse(SDGindicator5.6.1)andexperiencesofsexualviolence

(SDG16.2.3)havecomefromtheDHS.Ithasalsoprovidedover50percentofthedatapointsonfemalegenitalmutilation(SDG5.3.2),theurban

populationlivinginslums(SDG11.1.1)andthepopulationlivinginhouseholdswithbasicservices(SDG1.4.1).Theimpactisparticularlyseverefor

countriesinsub-SaharanAfricaandleastdevelopedcountries(LDCs).

Strongnationalownershipandinstitutionalleadershipcandrivearesilientdatasystem

TheterminationoftheDHSprogrammeisjustoneexampleofthebroadervulnerabilitiescreatedbyfragilefundingmechanismsinnationaldataandstatisticssystems.AMay2025surveyofnationalstatisticaloffices(NSOs)revealedthatcountriesheavilyreliantonexternalfundingreportedbeing

significantlyaffectedbyfundingreductionsearlierintheyear.InadditiontotheDHS,numeroushouseholdsurveysandstatisticaloperationswereadverselyaffected.

Thesedisruptionshighlighttherisksofbuildingnationaldatasystemshighlydependentonexternalfunding.Sustainableandresilientnationaldata

systemsrequireastrongcommitmenttonationalownership.Thismeansthatcountriesdefinetheirowndataprioritiesthatarealignedwithnationaldevelopmentgoalsandsupportthemthroughrobustinstitutionalcapacity.

Strategicplanninginstrumentsplayacriticalroleinhelpingcountries

establishthesepriorities.Annualandmulti-annualstatisticalplans,alongwithNSDSs,providebothoperationalguidanceandlong-termstrategic

direction.Asof2023,79percentofcountriesreportedusinganannualormulti-annualstatisticalplan,and54percenthadadoptedanNSDS.

halfoftheNSOsreportedbeingsatisfiedwiththeirabilitytocoordinatewithpartnerswithinthenationalstatisticalsystem.Thesituationwasevenmorechallenginginlow-andlower-middle-incomecountries,whereonly26percentofNSOsexpressedsatisfactionwiththeircoordinationcapacity.
