Innovationclusters–whethertheybeinnovation-drivencitiesorregions–arethebeatingheartofnationalinnovationsystems.Suchhubsunitetopuniversities,researchers,inventors,venturecapitalistsandresearchanddevelopment(R&D)firmsindrivingforwardbreakthroughideas.
FromParistoMexicoCity,ShenzhentoStockholm,SeoulorSanFrancisco,globalcitiesblendresearch,startupsandR&Dfirmstopowerinnovation.
Eachyear,theGlobalInnovationIndex(GII)ranksthetop100innovationclustersworldwide
(Map1).Employingabottom-up,data-drivenmethodologythatdisregardsadministrativeandpoliticalborders,theGIIpinpointsthosegeographicareasthathaveahighdensityofinventors,scientificauthorsand/orventurecapital(VC)activity.Theclustersidentifiedaccordingtothesecriteriaoftenspanseveralmunicipaldistrictsorsub-federalstates,andsometimeseventwoormorecountries.

Threemetricsareusedtodefinethetop100clustersglobally(seeAppendixIVfordetailsandacomparisontoearliermethods).ThefirstfocusesonthelocationofinventorslistedinpublishedpatentapplicationsundertheWIPOPatentCooperationTreaty(PCT).1Thesecondconsiders
thelocationofauthorsofpublishedscientificarticles.Andthethird–introducedtothe2025edition–capturesVCdeallocations,whichallowstheGIItochartentrepreneurialactivityandinnovationfinanceglobally,emphasizingstartupsandspinouts.Together,thesethreemetricsrevealthoseareaswherethereisahighconcentrationofinventors,scientificauthorsand/orVCactivity.

1TheWIPOPatentCooperationTreaty(PCT)assistsapplicantsinseekingpatentprotectionfortheirinventions
internationally,helpspatentofficeswithmakingpatentgrantingdecisions,andfacilitatespublicaccesstoawealthoftechnicalinformationrelatingtotheseinventions.ByfilingoneinternationalpatentapplicationunderthePCTSystem,applicantscansimultaneouslyseekprotectionforaninventioninalargenumberofcountries(
www.wipo.

).

ShenzhenHongKongGuangzhou(ChinaandHongKong,China)topstheglobalrankingsforasecondconsecutiveyear,followedbyTokyoYokohama(Japan)andSanJoseSanFranciscointheUnitedStatesofAmerica(US)(seeFigure1).Allthreeclusterscontinuetomakea
massivecontributiontopatentingoutputs,togetheraccountingforoveroneineveryfivePCTapplicationsfiledglobally.LeadingPCTapplicantsamongthetopclustersincludeHuawei
(ShenzhenHongKongGuangzhou),MitsubishiElectric(TokyoYokohama)andGoogle
(SanJoseSanFrancisco),withSunYatSenUniversity,theUniversityofTokyoandStanfordUniversitytherespectivetoppublishingorganizations.
SeoulintheRepublicofKoreaandBeijinginChinafollowinfourthandfifthplaces,respectively,withSeoulmovinguponeslotcomparedto2025,outpacingBeijingintermsofPCTpatent
filingsandVCdeals,evenasBeijingretainsacommandingleadinscientificpublications.

Analyzingthetop10innovationclustersbypatents,publicationsorVCdealsrevealsdistinctpatternsandeffects(seeBoxFigure1.1).AnotableexampleisSeoul’s(RepublicofKorea)
strengthinPCTpatentfilingsandVCdealsbeingoutweighedbyBeijing’s(China)leadin
scientificpublications,causingthemtoswappositionsthisyearto4thand5thintheranking,respectively.Lookingatglobalsharesacrossthethreemetrics,distinctpatternsemerge.
First,PCTapplicationstellamixedstory:Asianclustersdominate,ledbyTokyo–Yokohama,
Shenzhen–HongKong–Guangzhou,andSeoul,alongsidethreeUSclustersthatinclude
SanJose–SanFranciscoandSanDiego.ParisisthesoleEuropeanrepresentative.Second,
clusterswiththemostpublicationsremainallAsian,withthemajoritylocatedinChina–withBeijingandShanghai–Suzhouleading–butwithSeoulandTokyo–Yokohama(Japan)also
featuring.Third,inrespecttoVCdeals,theUnitedStatesclaimsthemostclustersamongthetop10,withSanJose–SanFranciscoandNewYorkCityleading,whileLondon(UnitedKingdom)ranksthird,withSeoul,Shenzhen–HongKong–Guangzhou,andSingaporealsofeaturing.
Beijing,bycontrast,recordsalowerVCshareamongthetop10clusters,reflectingthedifferentpathwaysthroughwhichleadinginnovationeconomieschannelR&Dactivity.

Withinthetop100,theuppertierremainslargelystable:thetopthreeinnovationclusters(Shenzhen–HongKong–Guangzhou,Tokyo–Yokohama,andSanJose–SanFrancisco)held
position,andmostclustersshiftedbynomorethanafewplaces,withafewstandingout
forsharperswings.Table1belowhighlightssomeofthemostpronouncedrankmovementsthathaveoccurredbetweenGII2025andGII2026amongselectedclustersforeachofthethreemetrics.
Ningde(China)recordedthelargestrankincreasewithinthetop100,climbing24placesfrom
99thto75thonthestrengthofgrowthacrossallthreeunderlyingmetrics:PCTfilings(+38.7
percent),publications(+24.7percent)andVC(+50.0percent).Miami(UnitedStates)rosesevenplaces(67thto60th)onconsistentlypositive,ifmodest,growthacrossallthreeindicators,withVCgrowth(+12.4percent)thestrongestcontributor.Chennaigainedfiveplaces(84thto79th),drivenbystrongPCTgrowth(+19.2percent).Daejeonedgedupthreeplaces(25thto22nd),withbroadgrowthacrossallthreemetrics,particularlyinscientificpublications(+15.4percent)andPCT
applications(+10.5percent).

Innovationclustersbyeconomy
Thetopinnovationclusterforeacheconomyorcross-borderregionisshowninTable2.The
GlobalInnovationIndex2026
leadingclusterspereconomyremainunchangedfromlastyear.TheonenewadditionisSaudiArabia,whichjoinsthetableforthefirsttimethroughRiyadh(92nd),havingrankedjustoutsidethetop100in2025.
SamsungElectronicsstandsoutasthemostprevalenttopapplicantwithintherankings,leadingPCTfilingsinfourclustersacrossfoureconomies:Seoul(4th,RepublicofKorea),Bengaluru(24th,India),Moscow(50th,RussianFederation)andWarsaw(91st,Poland).Beyondthetopapplicant,thefivemostgeographicallydispersedapplicants–BASF,Ericsson,Huawei,IBM,andSiemens–

registerpatentactivityacrossatleast56ofthetop100clusters,spanningupto29economies,withBASF,Ericsson,andIBMpresentacrossallsixworldUnitedNations(UN)regions(Figure2).

thoughallbutStuttgart(54th,unchanged)slippeddowntherankings.Munich,ranked28th,
droppedoneplaceandisthehighest-rankedoftheseven,withBMWleadingonpatentsandtheTechnicalUniversityofMunichonpublications.Berlin(31st,-1)follows,withCologne(47th,-4)
andFrankfurtamMain(68th,-4)recordingthesharpestdrops.StuttgartisanchoredbyRobertBoschonpatentsandtheUniversityofStuttgartonpublications,whileFrankfurtamMainisledbyMerckPatentonpatentsandJohannesGutenbergUniversityofMainzonpublications.

Manchester(97th,-3),withOxfordrecordingthesharpestdropamongUKclustersthisyear,drivenbya9.4percentdeclineinVCdealactivity.
Francehastwoclusterswithinthetop100,withParisrisingto10th(+2),apositionlastheldintheGII2022edition,whereasLyonslipsto95th(-5),fallingonadeclineinVCdeals(-3.4percent)

Indiamaintainsfourclusterswithinthetop100,withMumbai(43rd,+3)andChennai(79th,+5)bothclimbing,whileBengaluru(24th,-3)andDelhi(27th,-1)slipslightly.Mumbaiinparticularconsolidatesitsrisefrom46thlastyear,surging38percenthigherinPCTapplications,whileChennaisfive-placegaindrivenbylargegainsinallthreemetricsisthestrongestupwardmovementamongIndianclustersthisyear.
Japanretainsthreeclustersamongthetop100,withTokyoYokohama(2nd)andOsakaKobeKyoto(11th)bothholdingsteady,whileNagoyaslipsoneplaceto29th(-1).
TheRepublicofKorealikewisemaintainsthreeclusters,withSeoul(4th,+1)andDaejeon(22nd,+3)bothgaininggroundcomparedto2025,whereasBusan(98th,-3)slipsthreeplaces.
Canadaretainsthreeclusterswithinthetop100.Toronto,ranked36th,remainsthecountrys
leadingcluster,despitedroppingthreeplaces,withdeclinesacrossallthreeunderlyingmetrics,mostnotablya7.5percentfallinVCdeals.Montréal(61st,+1)roseslightlyintherankings,drivenbya6.8percentgrowthinPCTapplications,whileVancouver(67th,-1)remainedbroadlystable.Australiamaintainstwoclusterswithinthetop100,withSydney(38th,-2)andMelbourne(53rd,-1)botheasingbackslightlyfrom2025.
