lbenefitcostanalyses.Evenmoredebatableisthequestionofthestabilityofthesenotionalvaluesovertheverylongperiodsoftimeinvolvedinstrategicplans.Anumberofwritersindicatethatevenbasicsocialvaluesmaychangeasdevelopednationsenterthepostindustrialphase.Thequestionofthediscountrateitselfposedseverephilosophicalquestionswhenexaminedinthecontextoflong-termplanning.Inmanycountries,ithasbeenrequiredforyearsthatpublicinvestmentshouldbringratesofreturnthatreflecttheopportunitycostofcapitalinvestedintheprivatesector.Undercurrentconditions,theuseofhighdiscountratesmightthereforeappearrationalinlong-termplanning.Someanalystshavethereforearguedthatthistypeofanalysis,whichheavilydiscountsfuturestatesandgivespreferencetotheshortterm,ismostunsuitableforlong-termplanning.ProblemsofBenefit-CostAnalysisFurtherfundamentaldifficultiesarisefromtherecognizedfactthatsocietyispluralistic.Whileasingle-benefit-costratiocanindicatethatasawholesocietywillgainanetbenefitfromacertaincourseofaction,thesingle-benefit-costratiocannotindicatewhoisgainingthebenefitsandwhoispayingthecost.Itisentirelypossiblethatinthecaseofthelocationofanairportorthechoiceofthealignmentofafreewaythecostsincurredtotheaffectedpartsofthecommunitymaybemuchlargerthantheconcomitantbenefitstothem.Thesethreebasicproblemsallpointoutthatwhilebenefit-costanalysismaybeverysuitableforcomparingtwosimilarschemes,itislesssuitableforprovidingacomprehensiveevaluationofthemultiplicityoffactorsthatareimpliedbyalong-termtransportationplan.Plannerstoofrequentlymakethemistakeofstrivingformathematicalratherthanphilosophicalrigor.ExercisesTrueorfalse.Wherebenefit-costratiosinexcessofunityareobtained,theprojectisconsideredworthwhileandbeneficial.Theresultsofsocialbenefit-costanalysiswerenotsuspectedbysomenontechnicaldecisionmakersandthepublic.Manywritersthinkthatthebasicsocialvaluescannotchangeasdevelopednationsenterthepostindustrialphase.Undercurrentconditions,theuseofhighdiscountratesmightthereforeappearrationalinlong-termplanning.Planner
