12、 46thXXXXXXX电仪分厂 313配电室I段停电检修方案编制： 审核： 审批： XXXX 2014年02月25日关于313配电室I段停电检修申请公司领导：313配电室I段313AA1-7柜子自 12 月 9日 15:30损坏以来，次面柜子有三个抽屉做了调整：分别为313AA1-7-2冷凝液回收电机电源、313AA1-7-3闪蒸槽甲醇泵P2202A、313AA1-7-4循环水增压泵P0001A。其中闪蒸槽甲醇泵P2202A与P2202B共用一个控制柜，存在很大的隐患，电机的停、送电也存在着一定的风险，基于这次停车检修的契机，特此提出申请更换313AA1-7柜子电源小母线，望领导批准。XXX

13、X2014年2月25日313配电室I段停电检修方案一、 概述：313配电室313AA1-7柜子自损坏以来，一直无法进行检修，存在许多的隐患，对净化系统也存在诸多隐患，由于这次停车检修特制定此方案对该柜子进行检修。二、 检修时间： 3月4号9：0017：00三、 检修内容：1、313配电室I段313AA1-7柜子安装小母线、清灰、刷漆。2、紧固各部位螺丝。3、检查调整各开关柜断路器使用情况，更换老化配件。4、检查调整313AA1-7柜子抽屉。5、对别的柜内清灰、检查、螺丝紧固四、检修准备：1、人员配备：检修负责人、安全监护人、现场操作记录人、工具管理人、工作人员若干。 2、材料、工具准备：套筒工

14、具一套、门花及开口板子各一套、对讲机两个、酒精两瓶、破布一捆、厂家加工小母线三根、保护母线的塑料外罩一个、固定小母线绝缘夹子四套、紧固母线配套螺丝若干、12号活动板两把、内六方一套、绝缘电阻测试仪一块、参与检修人员常用工具各一套。3、检修措施传达：（1）工作前工作负责人组织所有参加检修人员学习本措施，安全负责人负责现场安全监督检查工作，监护施工全过程，搞好自保互保联保。（2）严格执行“停送电制度”、“两票制度”及电业安全作业规程中的有关规定。 （3）工作前，严格执行低压开关柜的验电放电短路接地的程序，确认无误后方可开工。 （4）配电室停电后停电人员用电压等级合格的验电器进行验电、接地、放电、接

15、地短路，上述工作完成后方可工作。 （5）配电室检修开工前向调度报开工时间，工程结束要及时汇报完工时间。 （6）严禁酒后作业。 （7）工作时，工作负责人对工作人员进行统一指挥，任何工作人员不得擅自行动。 （8）在配电柜等低压设备上工作时手中工具要拿牢，传递工具、物件要手递手，严禁抛掷，严防柜内设备。柜内作业不得损伤二次线。 （9）佩带合格安全帽，必须有专人监护。 （10）使用的清扫工具（笤帚、掸子、棉纱）必须清点清楚，严防遗留在设备上，并及时清除挂在设备上的杂物。 （11）停送电作业时，操作人员必须佩带好绝缘用具，严格执行工作监护制度，做到“谁停电，谁送电”，严禁趁他人停电之际冒险作业。 （12

16、）工作完毕后，工作负责人和工作人员一起检查所有设备，确认无问题后由工作负责人结束工作票，等待送电。待设备运行正常后，向公司调度汇报。4、现场准备：（1）检修负责人对参加检修人员的精神状态进行检查，状态不好的禁止参加检修。 （2）由工具管理人对工具、材料、配件进行配备，各种安全用品进行检查，保障安全完好。 （3）检修负责人、安全监护人、一起对现场安全设施、停送电设备、施工设备区域进行检查核对，确认无误后，开始施工。五、检修人员组织与职责 1、检修负责人职责：负责准备施工所需的材料、工具，严格按安全措施的规定施工，并确保施工质量。 2、安全监护人职责：负责落实安全措施，做好隐患排查和防范，制止违章

17、行为，以确保工作安全。 3、检修人员职责：服从检修负责人的工作安排，严格按措施检修，做好自主保安，做到三不伤害，安全的完成领导安排的工作任务。六、检修前准备工作1、由检修负责人提前一天到301中控楼填写第一种工作票，电仪五班编制操作票，第二天备用。2、由检修负责人提前一天到150中控落实气化、净化、压缩不能停运的设备。3、检查压缩四台事故油泵电源现场确已送到，条件允许调试四台事故油泵，作好记录。确认运行中的循环水增压泵电机在那段运行，若在I段，请工艺把泵切换到II段运行为检修当天做准备。4、对于1000工段冷凝液回电机如果不能停电，由调度协调解决。5、对于1000工段电动阀电源停电，对调度说明

18、尽量用管道调节阀调整蒸汽量。6、对于313UPS、150UPS、303直流屏断电前,告知二班，五班对各自系统用电情况，作好记录，一小时记录一次电池输出电压、电流、提前做好防范措施。（电池输出电压低压报警值算法：电池输出电压/12后再乘以10.5V）7、确认气化检修电源使用情况。8、由机电设备部XXX联系平高开关柜厂家到现场做技术指导。七、检修步骤1、所有确认工作结束后，办票开始工作。2、现场记录人员记录I段所有抽屉现有的状态，便于检修结束方便恢复送电。附表格：3、由电仪四班停下303#1变压器，断开313I段进线开关断路器、313母联开关断路器并摇至断开位置，悬挂“有人工作，禁止合闸”标示牌，

19、用电压等级合格的验电器验电后，在#1进线柜内和I段低压母线上分别挂一组接地线，要接地牢靠。4、三班人员进行313AA1-7柜子的恢复工作，其余人员其它的柜子清灰、螺丝紧固。5、313AA1-7柜子恢复结束后，收回I段母线所挂接地线，拉出所有抽屉、断开进线柜控制保险、电容柜、滤波柜控制保险及断路器、框架断路器控制保险、照明柜指示灯保险。6、清理现场，清点人员、工具，摇测I段母线绝缘电阻值不低5兆欧，绝缘电阻合格后，确认无安全隐患后，人员撤离，再联系调度送电。7、送电正常后，按照停电前的抽屉状态记录，恢复抽屉，告知调度313配电室I段送电结束，设备已具备运行条件。8、终结工作票。八、 风险分析 1
