3、，结合全市草业工作实际及各旗县业务工作特点，认真安排部署了x年的草业工作重点。各旗县(区)立足实际，细化步骤，采取有力措施，重点突破，整体推进，确保各项草业工作的有序快速开展。 、围绕主推项目，强化技术服务 今年，我站按照市农牧业局确定的三项草业实用技术主推项目(肉羊舍饲圈养营养平衡配方技术、天然草场合理利用配套技术和利用c型肉毒素防治草原鼠害技术)，进一步加大草业技术服务工作力度，一是立足岗位，加强自身培训。站里采取以会代训的形式，对科技人员进行基础专业理论知识和常规业务技能培训，使每一位科技人员的服务能力有了极大提高。二是结合项目，开展重点培训。根据不同项目的服务内容，制定了具体推广实施方

4、案，并有针对性的对农区高效益种草养羊示范户、牧区家庭生态牧场建设典型户和无鼠害示范区牧民群众利用c型肉毒素防治草原鼠害技术进行重点培训，进一步增强了科技示范户的辐射带动作用。三是依托项目，加大指导力度。全市草业战线共有近百名科技人员积极参与了农区科技示范园区、高效益养殖示范户和牧区家庭生态牧场建设工作，并主动介入草原生态建设项目，全方位提供技术服务。同时责成6xxxx科技人员按照既定的服务项目、服务内容，通过技术承包、技术服务、技术咨询、技术培训的“四技”服务形式，深入生产第一线重点抓好优质牧草和专用饲料的种植、饲草料加工调制、牧草病虫害防治、窖池建设、圈舍改造、模式化饲养、人工草地建设、天然

5、草场合理利用配套技术的推广普及，大大提升草业生产建设的科技含量。四是面向市场，拓展服务领域。今年，我站有xxxx科技人员被市科技局聘为巴市首届科技特派员，常年奔波于农畜产品流通领域，全方位向农牧民免费提供可靠的农畜产品市场信息及各类农作物种子和动物饲料销售供给等中介服务。五是以新农村建设示点为阵地，培训新型农牧民。临河区乌兰图克镇红旗村是市农牧业局“十一五”时期新农村新牧区建设的联系点，为此，我站从草业部门的职能职责和业务范围出发，在该村组重点开展了青贮养畜技术和肉羊舍饲圈养营养平衡配方技术培训，积极通过各种方式大力宣传党中央、自治区及我市新农村新牧区建设的相关政策文件精神，增强农民参与新农村

6、新牧区建设的自觉性、主动性和积极性。同时，站领导班子和高级职称科技人员全程参与市委、政府组织的新农村新牧区建设调研工作，并为制定全市新农村新牧区建设总体规划积极建言献策，全力为新农村新牧区建设服务。据初步统计，今年共组织各类培训班3xxxx期，完成师资培训是70xxxx名，普训农牧民1000xxxx人次，发放科技资料2000xxxx份。 、扩大饲料种植，夯实青贮养畜 按照市委政府提出的“加快推动以种植业为主导型农业向以养殖业为主导型农业转变”的发展思路，全市各地把提高青贮养畜水平作为夯实牲畜营养工程的突破口，一是抓实基础工作。通过强化饲草料体系建设，以专用玉米和优质牧草种植为主，努力扩大优质饲

7、草料的播种面积，为青贮养畜奠定良好的物质基础，今年全市玉米播种面积达20xxxx亩，比去年增加45.xxxx亩，优质牧草种 植面积达6xxxx亩。二是加大扶持力度。各地通过出台优惠政策，完善服务措施，落实目标任务，进一步加大窖池维修建设和机具购进力度，为青贮养畜提供有力保障，全市窖池建设达到20544xxxx，其中新建1600xxxx；加工机具拥有量41045台(套)，其中新购机具851台(套)。三是强化行政推动。继续以大会战形式作为青贮工作的有力抓手，会战期间，各旗县(区)、农垦局集中各方面力量，采取八个到位措施进行专项推进，积极为青贮养畜创造有利条件。据统计：截止10月底，各类农作物秸秆及

8、副产品加工调制总量达46.17亿公斤(青贮饲料36.17亿公斤，微贮饲料10亿公斤)，其中玉米全株青贮10.06亿公斤，玉米秸秆青贮17.22亿公斤，瓜菜、葫芦皮等农副产品青贮7.6亿公斤，超额完成年初40亿公斤的目标任务。 、密切监控灾情，及时开展防治 按照“预防为主，综合防治”的指导方针，我们认真总结往年的监测经验，充分发挥监测预警体系优势，进一步完善监测措施和手段，积极做好应急预案，牢牢掌握防蝗灭蝗工作主动权。去冬今春市站积极开展了两次常规的虫卵调查，根据调查结果，编制了防治计划和防治方案，特别是进入六月份，气温回升快，降雨相对增多，天然草场温湿度条件非常适宜蝗卵孵化出土。市旗两级技术人

9、员及时深入到全市1xxxx蝗灾监测点，实行24小时监控和三天一报制，全面监测蝗虫孵化出土情况，密切监视虫害的发生、发展及动态变化，及时掌握第一手资料，为科学指导灭蝗工作随时提供可靠依据。同时，提前完善落实防控技术措施，培训业务人员，并对飞机租用、资金筹措、药品定购等工作早计划、早安排、早落实。据监测统计，今年我市天然草原虫害发生面积33xxxx亩，严重危害面积为12xxxx亩，危害严重区主要分布在乌前旗的额尔登布拉格苏木、巴彦花镇；乌中旗的海流图镇；乌后旗的潮格温都尔镇和磴口县的沙金套海苏木。根据今年我市草原虫害发生地区实际情况，市草原防虫灭虫指挥部对各旗县虫害防治工作进行了统一安排部署，启动

10、了三套防治方案(人工、机械、飞机防治)，因地制宜开展防治工作。在乌前旗、乌中旗、乌后旗针对虫龄不整齐，高密度发生区面积小，不连片且集中在山地草场等特点，采取人工和机械相结合的措施进行防治，在磴口县以柠条锦鸡儿为主的灌木草场上开展飞机防治，由于防控措施到位，灾情迅速得到有效控制，全市完成防治面积51.xxxx亩，其中磴口县完成飞机防治面积40.xxxx亩，灭效率达95以上。 鼠害防治工作通过对去冬今春两次调查结果的汇总分析，制定了x年*市鼠害防治实施方案，并组织科技人员重点对无鼠害示范项目区进行了大规模的春季灭鼠工作，防治工作结束后，又陆续对项目区开展了自查工作，查遗补漏，秋季重点对“无鼠害示范

12、围封禁牧、舍饲养牧、移民休牧、飞播种草等综合治理办法，大规模的开展草原生态建设与保护活动，特别是退牧还草工程、无鼠害示范区项目和围封转移战略的实施，大大加快了我市草原生态保护建设进程。在生态项目实施过程中，市站积极发挥业务技术优势，主动协助农牧业局完成牧区“一带一线二区”退牧转移规划和全市农牧业经济“三区”规划，并积极深入草场实地对天然草原补播工作进行现场技术指导。据统计，全市完成草场补播面积10xxxx亩，完成草原围栏面积19xxxx亩。 、强化行政执法，保障畜牧业健康发展 一是加大普法教育力度。市旗两级草原监理部门充分利用各种宣传渠道，通过多种喜闻乐见的形式，全面开展了内蒙古自治区草原管理
