Here it is printed and distributed to you for your implementation seriously. design organization of pressure vessel and pressure piping so as to ensure the design quality of pressure vessel and pressure piping, this Regulation is formulated in accordance with the relevant stipulations by “Provisional Safety Supervision Regulations of Boiler & Pressure Vessel” and “Provisions on Safety Control and Supervision of Pressure Piping” as well as the function of General Administration of Quality Supervision, Inspection and Quarantine of P.R.C (hereinafter referred to as AQSIQ) granted by the State Council of P.R.C.Article 2 Design Organization of pressure vessel and pressure piping (hereinafter refers to design organization) shall have the corresponding grade of design qualification and shall obtain “License for the Design of Pressure Vessel and Pressure Piping” (hereinafter refers to the “Design License”, see attachment 1).Article 3 Design is classified into the following categories and grades:(1) Pressure vessel1) Category A1.1 Grade A1, refers to high-high pressure vessel and high pressure vessel (structural configuration mainly include single-layer, seamless, forge welding, multi-layer wrapping, strip winding, hot jacket and plate winding etc);1.2 Grade A2, refers to class III low- and medium pressure vessel;1.3 Grade A3, refers to spherical storage tank;1.4 Grade A4, refers to non-metal pressure vessel.2) Category C2.1 Grade C1, refers to railway tank truck;2.2 Grade C2, refers to road tank truck or tow truck with long hose;2.3 Grade C3, refers to tank container.3) Category D3.1 Grade D1, refers to class I pressure vessel;3.2 Grade D2, refers to class II pressure vessel.4) Category SAD, refers to analytical design of pressure vessel.Classification of categories, grades, sort scopes of pressure vessels is shown in detail in attachment 2.(2) Pressure piping1) Long transportation piping belongs to category GA, and is classified into:1.1 The long transportation piping belongs to Grade GA1 if it meets one of the following conditions.1.1.1 Piping for transportation of toxic, combustible and explosive gas, with the design pressure P1.6MPa;1.1.2 Piping for transportation of toxic, combustible and explosive liquid, with a transportation distance (refers to the direct distance for transporting liquid product from production area or storage warehouse to the customer) 200km and with a nominal diameter DN 300mm;1.1.3 Piping for transportation of slurry, with the transportation distance 50km and with a nominal diameter DN150mm.1.2 The long transportation piping belongs to Grade GA2 if it meets one of the following conditions. 1.2.1 Piping for transportation of toxic, combustible and explosive gas, with the design pressure P1.6MPa;1.2.2 Pipe beyond GA1 (1.1.2);1.2.3 Pipe beyond GA1 (1.1.3).2) Utility piping belongs to category GB, and is classified into:2.1 GB1: fuel gas piping2.2 GB2: thermodynamic piping3) Industrial piping belongs to category GC, and is classified into:3.1 The industrial piping belongs to Grade GC1 if it meets one of the following conditions.3.1.1 Piping for transportation of extreme toxic medium as classified in GB5044 “Classification of Health Hazard Grades for Occupational Exposure to Toxic Substances”;3.1.2 Piping for transportation of combustible gas of Class I & II fire hazard and combustible liquid of Class I fire hazard as classified in GB50160 “Code for Design of Fire Protection in Petrochemical Enterprise” and GBJ16 “Code for Design of Architecture Fire Protection”, and with the design pressure P4.0MPa;3.1.3Piping for transportation of combustible fluid and toxic fluid, and with the design pressure P4.0MPa and the design temperature T400;3.1.4Piping for transportation of fluid medium and with the design pressure P10.0MPa.3.2 The industrial piping belongs to Grade GC2 if it meets one of the following conditions.3.2.1 Piping for transportation of combustible gas of Class I & II fire hazard and combustible liquid of Class I fire hazard as classified in GB50160 “Code for Design of Fire Protection in Petrochemical Enterprise” and GBJ16 “Code for Design of Architecture Fire Protection”, and with the design pressure P4.0MPa;3.2.2Piping for transportation of combustible fluid and toxic fluid, and with the design pressure P4.0MPa and the design temperature T400 ;3.2.3 Piping for transportation of non-combustible fluid and nontoxic fluid, and with the design pressure P10MPa and the design temperature T400;3.2.4 Piping for transportation of fluid medium, and with the design pressure P10.0MPa and the design temperature T400.Article 4 AQSIQ and the provincial Authority of Quality and Technical Supervision (hereinafter refers to Authorization Dept.) are responsible for approval and issuance of “ Design License”, which shall be examined and approved on the principle of management at different grades.Article 5 “Design License” for pressure vessels of categories A, C, SAD and for pressure piping of category GA, grade GC1 (including category GA + category GB, grade GC1 + category GB, category GA + category GC, category GA + category GB + category GC etc) shall be approved and issued by AQSIQ. “Design License” for pressure vessels of category D and for pressure piping of category GB, grade GC2 shall be approved and issued by the provincial Authority of Quality and Technical SupervisionArticle 6 Period of validity of “Design License” is 4 years. At the year of exhaustion of effect, the design organization holding the License shall renew it in accordance with the relevant regulations in this Regulation. Design organization rejected from delay renewing or unapproved of replacement of the License, shall be disqualified of design, as a result, the Authorization Department shall write off its original “Design License”.Article 7 Design organization obtaining “Design License” can proceed to design pressure vessels or pressure piping all over the country of the specified categories, grades and sorts as approved in the License.Article 8 People in the design organization in charge of reviewing and approval of the design of pressure vessel or pressure piping (hereinafter refers to Approver) shall be properly trained and pass examination, and shall be granted the corresponding “Qualification Certificate of Design Approver”.Article 9 “Qualification Certificate of Design Approver” shall be approved and issued by the department granting Design License to the design organization where such Approver is staffed. Its period of validity is 4 years.Article 10 Design organization obtaining the qualification for design of category A or category C pressure vessel and its design approvers shall be deemed as qualified respectively in the design and in the design approval of category D pressure vessel. Design organization obtaining the qualification for design of grade D2 pressure vessel and its design approvers shall be deemed as qualified respectively in the design and in the design approval of grade D1 pressure vessel. Design organization obtaining the qualification for design of grade GA1 pressure piping and its design approver shall be deemed as qualified respectively in the design and in the design approval of the relative categories of grade GA2 pressure piping. Design organization obtaining the qualification for design of grade GC1 pressure piping and its design approver shall be deemed as qualified respectively in the design and in the design approval of the relative categories of grade GC2 pressure piping.Article 11 Examining in detail on the design license of design organization as well as training and examination of design approver shall be undertaken by the inspection organization in registration entrusted by the Authorization Department.Article 12 For the design of various kinds of gas cylinders and oxygen cabins for medical use, the design documents for the product shall be examined and approved in accordance with the relevant regulations, and no additional design license is required. Article 13 Design organization shall be subject to supervision and inspection by State Bureau of Boiler & Pressure Vessel Safety Supervision (hereinafter refers to the State Safety Supervisory Authority) under AQSIQ, and by the Safety Supervisory Authority of Boiler & Pressure Vessel which is under lead of the provincial or municipal Authority of Quality and Technical Supervision (hereinafter refers to provincial or municipal Safety Supervisory Authority), and shall have its design staffs trained and examined regularly so as to maintain their capabilities of design and to inoculate them with new knowledge in this field.Chapter 2 Qualification of Design OrganizationArticle 14 Design organization shall meet the following essential conditions:1Possessing business license for enterprises as legal persons or certificate for public institutions as legal persons;2Possessing institution code certificate of the Peoples Republic of China;3Having a wholesome quality assurance system and a practicable system for design administration;4Having technical codes and standards in compliance with the design grade.5Having a special working organization and arena for design;6Having necessary device and means for design. Being capable of design, calculation and drawing by dint of computer, with 100% CAD and 100% drawing by computer. Having software and hardware needed for transferring of patterns and literal e-mails via Internet. The design organization approved for design of category D pressure vessel shall have 80% CAD and 80% drawing by computer;7Having a specified number of design approvers with “Qualification Certificate of Design Approver”;8Having experience in the design of pressure vessel or pressure piping and having the capability of undertaking design independently.Article 15 Staffing in design organization shall meet one of the following conditions:1The organization for the design of category A, category C and category SAD pressure vessels or grade GA1 and grade GC1 pressure piping shall have a total number of professional designers of not less than 10, among which design approver shall not be less than 3.2The organization for the design of category D pressure vessels or category GB, grade GA2 and grade GC2 pressure piping shall have a total number of professional designers of not less than 7, among which design approver shall not be less than 2.3The organization engaged in the design of both pressure vessel and pressure piping shall meet simultaneously the above conditions as required by the relevant category and grade.Article 16 Design organization shall build up a quality assurance system in accordance with its actual situation and shall put such system into feasible practice. Documentation for such quality assurance system shall be consisted of:1) Terminology and abbreviation2) Quality policy3) Quality systemi.Design organization;ii.Designers at various grades;iii.Duty, responsibility and power of the people in charge of design, verification, examining and approval (or authorization);iv.Letter of Appointment for designers at various grades.4)Design controliGeneral provisions;iiWork procedure;iiiCategory, grade and sort scope of design;ivMaterial substitution;vDesign modification;viList of design examining and modification;5)Training, examination as well as awards and punishment of designers at various grades6)Design management system.Article 17 Design management system, the key to guarantee design quality, shall not breach the relevant national regulations and standards of pressure vessel or pressure piping. Design organization shall build up and strengthen the design management system as follows:1Qualification of designers at various grades;2Performance appraisal of designers at various grades;3System of post responsibility of designers at various grades;4Work procedure of design;5Compilation and examination of design conditions;6Subscription of design documents;7Standardized examination of design documents;8Quality assessment of design documents;9Management of design documents;10Modification of design documents;11Reuse of design documents;12Detailed Regulations for compilation of design condition graph;13Use and administration of the seal of design qualification.Article 18 The organization applying for design qualification of grade A1, grade A2 and grade A3 shall possess the qualification for design of category D pressure vessels or for manufacturing of pressure vessels of relevant grade. The organization applying for design qualification of category C shall possess the qualification for manufacturing of the relevant pressure tank truck (tank container). The organization applying for design qualification of category SAD shall possess category A design qualification. The organization applying for design qualification of grade GA1 shall possess the qualification for design of grade GA2 pressure piping. The organization applying for design qualification of grade GC1 shall possess the qualification for design of grade GC2 pressure piping. Article 19 Designers at each grade shall meet the following conditions:1)Technical chief in design organizationThis position shall be assumed by administrator or technical chief in design organization.2)Design Approver (or authorizer) (technical person in charge of the design of pressure vessels or pressure piping)i. Being engaged in this specialty and having a comprehensive professional knowledge in pressure vessel or pressure piping;ii. Being familiar with and putting into proper use the relevant technical regulations and standards; being capable of organizing and instructing designers at various grades to implement properly these technical codes.iii. Being familiar with the design and the technical development at home and abroad of pressure vessel or pressure piping, having a comprehensive capability of analysis and judgment and being able to make correct decision on key technical issues;iv. Having over 3- year experience on the checkup of design of pressure vessel or pressure piping;v. With senior professional title;vi. Possessing “Qualification Certificate of Design Approver”.3)Revieweri. Being familiar with relevant
