城乡统筹论文：基于城乡统筹的小城镇用地分类研究【中文摘要】作为城乡联系的纽带,小城镇用地兼有城乡两种用地的特征,是小城镇社会发展的物质基础和经济建设的生产要素。在认识与研究小城镇用地的过程中,用地分类是我们必不可少的重要工具。作为管控土地利用并协调各类开发使用行为的基本工作方法和技术手段,用地分类贯穿于城市规划从基础调查、规划编制、到审批及管理的全部过程。它的合理构建和顺利运作都要与时代背景紧密契合。进入新世纪后,城乡统筹成为指导我国城乡协调发展、改变城乡二元结构的重要理念。在这一背景下,为了充分发挥小城镇承上启下的作用,实现小城镇用地的集约利用,小城镇用地分类也面临新的要求和挑战,急需加快转变的步伐,尽快满足城乡统筹发展的需求。因此,本文将城乡统筹下的小城镇用地分类作为研究主题。论文从城乡统筹和土地的密切联系出发,结合小城镇用地及其分类的特点和作用,以我国现行的三种主要综合性分类体系镇规划标准、城市用地分类与规划建设用地标准和土地利用现状分类中的用地分类为比较对象,在归纳总结镇用地分类与城市用地分类、土地利用分类的异同的基础上,阐明小城镇用地分类调整的必要性,以及城乡统筹对小城镇用地分类的要求。同时,文章对日本、英国、香港以及城市标准意见征求稿进行研究,为小城镇分类标准的调整奠定良好基础。成都是全国统筹城乡综合配套改革试验区,大城市与大农村并存的特征显著,研究该地区的小城镇用地分类状况具有典型性。所以本文选取成都市域西北部彭州市的18个小城镇为对象开展特定研究,通过对用地分类实际情况的综合分析,总结出用地分类在城市规划和国土规划衔接、规划编制、规划管理以及建设实施四个层面中存在的问题。在上述研究的基础上,本文结合时代发展和现实情况,明确小城镇用地分类调整的目标及思路,并在成都市小城镇规划建设导则的启发下,通过借鉴国内外相关用地分类体系的经验,提出了一套与我国规划体系与层次相对应的小城镇用地分类调整方案,并从理论分析的角度论证其在解决彭州小城镇用地分类问题上的作用。文章最后还以白鹿镇为例来检验分类的实施效用。【英文摘要】As the key link of urban and rural areas, land use of town has characteristics of two kinds of land. As for towns, it is the material base for social development and the factor for economic construction. In the process of understanding and researching land use of town, land use classification is essential tool for us. As a basic work method, land use classification runs through the whole processes of urban planning from basic investigation, planning design, to the approval and management. The construction and operation of land use classification cant be without the background. Since the new century, urban-rural integration has being a development idea for changing the situation of duality. In order to give full play to the role of the town and to realize intensive utilization of land, land use classification also faces new requirements and challenges. It needs accelerating changing pace and satisfying the demands of urban-rural integration. Therefore, this thesis studies the topic of land use classification of town on the background of urban-rural integration.The thesis discusses the close connection of urban-rural integration and land. It combines the study with the characteristic and function of land use of town and its classification. At the same time, the paper chooses the classifications in “Standard for planning of town” “Standard for classification of urban land and for planning of constructional land” and “Current land use classification” as comparison objects. Based on the summary of the similarities and differences of the above classifications, the thesis clarifies the necessity of adjustment for land use classification of town and the request from urban-rural integration. Meanwhile, article does a study on the land use classification in Japan, UK, Hong Kong and advice solicited manuscript of standard for classification of urban land.Chengdu is the national synthetically reform testing district of urban-rural integration, which has notable characteristic of big cities and rural coexistence. It not only deepens reform of the theory, but can also play a role of enlightenment in western region of China. Therefore, this article selects the Peng Zhou 18 towns for particular research. Based on the comprehensive analysis of the actual situation of land use classification, the thesis sums up the problems of land use classification.There are cohesion of urban planning and land planning, planning design, planning management and construction implementation.Based on the above, this thesis clearly establishes the goal and idea for adjusting the classification combined with the development of the times and reality. In “town construction planning guideline of Chengdu” inspired, the thesis builds a classification scheme that is suitable for Chinese planning system with learning the experience from home and abroad.
