论现代工程项目管理1、 引言 现代工程项目管理作为管理科学中的一个重要学科领域有着极其丰富的内涵,一般来说,它具有一次性、独特性、单件性、建设周期性、过程渐进性、不确定性、组织临时性、管理整体性以及其成果的不可挽回性的特点,它是运用系统工程的观点、理论和方法对某项复杂的一次性生产和工程项目形成的全过程管理。二、工程项目管理概念及主要目标(一)项目管理的概念 工程项目管理就是以工程项目为对象,由项目经理对工程进行高效率的计划、组织、领导、控制和协调,以实现项目目标的过程。工程项目管理以项目经理责任制为中心,以工程合同为依据,按工程项目管理的内在规律,对项目进行范围管理、时间管理、费用管理、质量管理、人力资源管理、风险管理、沟通管理、采购与合同管理和综合管理。工程项目管理以顾客为关注焦点,必须以实现项目利益相关者的要求和期望为目标。(二)项目管理的主要目标 现代项目管理是以顾客为关注焦点,必须以实现项目利益相关者的要求和期望为目标。 1、满足项目的要求与期望,其主要涉及到项目范围、项目费用、项目时间和项目质量等方面。 2、由于项目利益相关者所处的地位不同,所以对项目的要求和期望是不同的,必须满足项目利益相关各方不同的要求和期望。 3、满足项目已识别的要求和期望。 4、满足项目尚未识别的要求和期望。三、进行科学的项目管理(一)建立现代项目管理公司制度 现代项目管理公司制度是以“适应市场经济要求,产权清晰、责权明确、政企分开、管理科学”为特征的项目管理公司制度,其目的是使项目管理公司按市场法则运行,形成社会主义市场经济体制的基础,进而使市场经济体制对项目管理公司的资源配置发挥基础性的作用,建立现代项目管理公司制度也是项目管理公司改革的方向。 1、建立现代制度是为工程项目管理创造市场条件,项目管理公司管理的工程项目是产品,也是商品,因此项目管理要以市场为“舞台”,使项目管理公司按市场法则进行,规范项目管理公司行为,让市场在项目管理公司资源配置上起基础性作用。 2、建立现代项目管理公司制度,确立项目管理公司法人财产权,使产权主体多元化、社会化,使资产的所有者和资产经营者分离,经营管理层和作业层分离。项目管理公司可以按工程项目的特点建立项目团队,项目经理部可以按合同要求独立地实现各项目标。 3、建立现代项目管理公司制度,用以调节所有者、经营者和生产者之间的关系,形成激励和约束相结合的经营机制,有利于资源优化配置和动态组合的项目管理机制,从而极大地调动职工的积极性,最优地实现项目管理的目标。(二)坚持科学的项目管理体制 1、坚持科学的项目组织结构项目组织结构应按照项目的所在地域、规模、结构、技术复杂程度组建,项目所在地与公司总部在同一区域应实行矩阵制管理。项目经理应有弹性的、可变的、动态的,其人员随项目管理的需要而有序流动,项目距公司总部较远的可实行事业部管理,公司可授权项目经理部较大的人、财、物及经营管理权限。 项目组织结构中公司总部为经营决策层,项目经理部为工程经营层,施工队为劳务作业基层,三个层之间的关系为:公司层次与项目层次之间,应是服务与服从,监督与执行的关系。项目层次与作业层次的关系应是甲乙双方平等的经济合同关系(劳务作业层可面向项目管理公司,也可以面向社会,但最好是公司建立具有独立法人资质的劳务承包公司)。 2、坚持优化和动态地组建项目团队项目团队应本着“目标统一、管理跨度和层次简单、精干高效、具有弹性”的原则组建。项目团队应坚持三个“一次性”的科学定位,即:项目团队是一次性的施工生产临时组织机构;项目是一次性的成本中心;项目经理是一次性的授权管理者,项目完工后项目团队解体。项目团队成员在接受项目经理领导的同时还应接受项目管理公司职能部门的指导、检查、监督和考核。项目团队内部不提倡搞项目股份合作制,以免造成公司管理失控,资产流失等经济损失。目前在推进项目管理体制改革中个别工程项目把项目管理搞成个人承包,使项目团队严重错位,出现了项目团队留利,购置生产资料,造成项目经理部固化,严重弱化了项目管理公司法人层次的宏观调控和项目管理公司的总体经济实力。 3、坚持项目经理责任制项目经理在项目管理公司法定代表人的授权范围内进行工程项目的组织、计划、实施、控制全过程及对项目产品负责,项目经理是项目组织的核心,是项目团队的灵魂。项目经理要以领导项目全体成员实现项目目标为已任,保证项目在预算范围内按时、优质、高效地完成任务,从而实现项目管理的目标。项目经理有权决定项目内部具体的分配方案和分配形式,制定合理的激励措施,但工程主要材料采购、资金回收与使用等权力应集中于项目管理公司对工程项目经理的选择应坚持以下两点: (1)项目经理的选择可以通过竞争招聘、经理委任、内部协调、基层推荐等方式选定。但项目经理应具备优秀的实践能力、管理能力、经验水平、知识结构和个人魅力。 (2)项目经理一经任命产生后,项目经理与项目管理公司法人代表之间的关系是委托与被委托,授权与被授权,直接对项目管理公司总经理负责,既是上下级关系,又是工程承包中利益平等的经济合同关系。项目经理必须按项目管理公司法定代表人授权时间、权限和范围对项目进行具体的组织实施工作,不能越权。 4、坚持项目成本核算制度坚持“项目管理公司是利润中心,项目是成本中心”的原则,正确处理项目管理公司与项目的经济利益关系,项目管理公司应坚持每个项目单独核算,落实责任会计,加强成本管理。项目管理公司以项目成本作为项目经理经济责任制的重要考核依据,项目完工后,应通过审计确认项目经济责任目标情况,不留尾巴。 5、坚持项目经营管理层和作业层分离在现代项目管理公司制度下,坚持项目经营管理层和作业层分离,这是项目管理公司推行项目管理、逐步形成内部劳动力资源有序流动和重组机制不可缺少的必要条件。 6、坚持生产要素的优化配置在项目管理过程中要加大科技投入,提高技术装备水平,加强公司经营管理人员技术培训,推广应用新技术、新工艺、新材料、新设备,提高工程建设的科技含量。这是项目管理公司的能量和竞争实力的体现,也是我国建筑改革的出发点、立足点和着眼点。(三)构筑与运用企业文化 各个工程项目在长期的管理运行过程中,形成、总结并提炼出了企业文化。企业文化是理念和思想层次上的管理,是为管理服务的。企业文化运用的实质就是要树立起上下级之间、部门之间、各项目团队之间、同事之间的敬业精神、团结协作精神和奉献精神,从而实现工程项目目标和企业目标。四、结语 随着我国基本建设制度的改变和完善,市场经济不断健全和发展,时代要求对工程进行现代项目管理。只有在现代项目管理制度下坚持科学的管理体制,运用先进的、科学的管理方法实施工程项目组织和管理,才能实现“共赢”的工程目标和企业目标,才能使工程项目优质高效完成,才能使企业在市场经济的浪潮中良性发展、做大做强。 Discuss modern project management一Introduction Modern engineering project management as a management science is an important subject areas are extremely rich connotation, in general, it is a one-time, uniqueness, single, construction cycle, process of progressive, uncertainty, organization, management of temporary integrity and its results in the irreversible characteristics, it using the system engineering viewpoint, theory and method for a complex project form a one-time production and whole process management.二project management concept and main target ( a ) the concept of project management . project management is to the project as the object, by the project manager on the project highly efficient planning, organization, leadership, control and coordination, in order to achieve the project objectives.
