Teaching management in colleges and universities is fundamentally the management of knowledge. Building teaching management system based on knowledge management is an inevitable choice in colleges and universities. Starting with improving management execution, this article focuses on ideas and methods on the construction of teaching management system basing on knowledge management. From the meaning of knowledge management, this article builds a framework model of teaching management system and designs the five functions of teaching management system platform, introduces the implementation of teaching management system at Beijing Jiaotong University, and further makes recommendation for promoting the implementation of knowledge management in colleges and universities.Keywordsknowledge management; college; teaching management; informatization; knowledge innovationColleges and universities are typical knowledge-intensive organizations. Knowledge is the core resources and core assets to colleges operation and value creation 1. Teaching is the core mission of universities and teaching management is the key. As a function of school management and personnel training, academic affairs office takes the responsibility of educational service-oriented transactional services and the construction of teaching and research work. It also plans, coordinates and directs the teaching management of a variety of different units, at the same time providing various real-time statistical analysis data for decision-making in colleges. This paper establishes the new mode of teaching management in colleges and universities based on knowledge management. Through the use of information technology, this paper builds advanced, reliable and perfect technical platform, promotes the quality of resource sharing and improves the level and quality of service management to enhance the core competitive power of colleges.I.THOUGHTS AND METHODS ON THE CONSTRUCTION OF TEACHING MANAGEMENT SYSTEMStarting with improving management execution and from the perspective of job function, we should make a comprehensive investigation and develop a demand-oriented integrated management system based on information related to teaching and teaching management, strengthening the sharing of knowledge resources. Through the use of information technology and knowledge resources, this integrated management information system process these data and improves the accuracy, standardization and openness of teaching and management.Fig. 1. The method and construction of teaching management systemIn the construction of management system, the primary issue is business process reengineering (BPR). First of all, investigation and analysis of status quo of teaching management over the institutions and introducing the theory of knowledge management to optimize business process is a necessity. Drawing on advanced management experience and basing on the comparative analysis, the teaching management of business processes can be further optimized. Then, for the optimization of processes, design and develop the teaching management system and continuously improve it. By the combination of theory and practical, use information to promote the specification of the business process. Finally, through numerous research, analysis and design optimization, establish optimized processes and management system of teaching management. The method and construction of teaching management system is shown in Figure 1.II.THE THEORY OF KNOWLEDGE MANAGEMENT Knowledge management is one of the latest research results of the integration of management science and information science. It is a new type of management arising with the establishment and development of knowledge economy. Knowledge management is a management model on knowledge, focusing on knowledge sharing 2. It assists organizations or individual effectively acquiring, organizing, storing, sharing and using information technology and creating new knowledge through information technology. It aims to provide more knowledge to organizations and improve the core competiveness of the organization.Knowledge is divided into explicit knowledge and tacit knowledge. Explicit knowledge can be expressed in the form of language or writing, however, tacit knowledge is hard to express externally 3. There are 4 modes of explicit knowledge and tacit knowledge transformation: externalization, generalization, internalization and socialization, as shown in Figure 2. Four modes of knowledge transformation are interconnected and jointly promoting the knowledge innovation of the organization 4. Knowledge management is able to create value for organization. Knowledge management depends on the integration, creating, sharing, translation of knowledge and other activities as well 5. Through the management of knowledge, it helps the organization to develop the technology, structures, and systems for internal knowledge exchange and applications 6. It makes all kinds of information energy, material in the enterprise being acquitted, recorded, stored, updated, and innovated in the form of knowledge, promoting knowledge accumulation and innovation capacity 7. In some degree, the essence of knowledge management is awareness and full cultivation of the irreplaceable knowledge resources within the organization, forming the core competence of the organization 8.Fig. 2. Four kinds of explicit knowledge and tacit knowledge transformation modelIII.FRAMEWORK OF TEACHING MANAGEMENT SYSTEM BASED ON KNOWLEDGE MANAGEMENTTo achieve knowledge management, the broad knowledge management model should be established firstly, including resources, information technology, organizational structure, culture and so on. See Figure 3.Fig. 3. Model of generalized knowledge managementAmong them, knowledge management system is knowledge management in a narrow sense, referring to the implementation method of connecting people with knowledge through information technology. The internal structure of management system is shown in Figure 4.Figure 3 shows that knowledge management system needs the support of laboratory facilities and campus network, including the knowledge base, talent pool and integrated processing platform Fig. 4. When knowledge comes into the knowledge base, first of all, the knowledge will be associated, classified, integrated and then form a network. Knowledge base is mainly used to manage explicit knowledge, existing data, documents, multimedia, for example, as well as the associated knowledge after integration. In the construction of teaching management system, knowledge should be classified according to the subject of knowledge; a couple of knowledge can be built according to the needs of colleges and universities. Through the establishments of the correlations within the knowledge base, it is more convenient for teachers to find appropriate resources, making knowledge exchanges between various disciplines possible. Through the establishment of knowledge base, knowledge in colleges and universities becomes integrated and unified from the scattered and disorderly state, providing the basic data resources for the construction of management system. Courses, training programs and other related programs can be formed.Talent pool is mainly used to manage human resources information. From arts to science students, from lecturer to professor, each individual in the talent pool has exclusive identification. Personnel information includes basic information, research and learning experiences, projects experiences, and other important information. Teacher pool, student pool and other programs can be formed.With the development of knowledge, knowledge base and talent pool will be constantly supplemented and enriched. For interdisciplinary research and the compound talents training, knowledge base and talent pool play a more prominent role. Through knowledge management systems, teachers and students in different research areas have access to knowledge in different disciplines as well as a good communication platform for interdisciplinary cooperation.Integrated processing platform is based on data mining, expert decision support and information technology, including publishing systems, search systems and decision support systems and other system functions. All platform functions are built on the basis of the three systems, supported by knowledge base and talent pool, making knowledge fully exchanged and innovated. Function and modular design of teaching management system guided by the construction and method of teaching management system, teaching management system is functionally divided into five major platforms: information publishing system, transaction processing platform, resources sharing platform, open data platform and management services platform.A.Information Publishing SystemInformation publishing platform is responsible for publishing all public information to teachers, students and teaching departments, including News, information, announcements, department dynamics.B.Transaction Processing PlatformTransaction processing is an important element of teaching. Academic affairs office plays an important role in the overall arrangement and coordination between teachers, students, curriculum, classroom and other major entities. Operation stabilization of transaction processing platform is the key to ensure the order of daily teaching. It includes the following modules: course selection, grade entry, queries, evaluation of teaching, adjusting schedule for leave, CET exam registration and classroom management. Adjusting schedule for leave system implements the management between the three levels: teachers, colleges and university, making complex applications and manually process easy and convenient. Meanwhile, it enables students to see the course information and also provides accurate and timely information for institute and school classroom monitoring.Fig. 5. After classification and integration of knowledge, multiple high quality resource systems are correlated, providing sufficient network resources for self- learning. Resource sharing platform includes a large number of outstanding achievements in the construction of teaching quality construction and reform, characteristics, curriculum, open curriculum, quality teaching materials, international exchange programs, experimental plan, study of college students innovative teaching, research-oriented teaching, practical teaching and experiment teaching demonstration center, teacher resources, for example. Among them, the research-oriented teaching system designs the teaching environment, learning environment and curriculum resources, combing courses, teachers, students, administration, and evaluation functions as one.D.Open Data PlatformOpen data platform provides detailed, multidimensional data and information mainly for teachers, university authorities and leaders, including annual teaching plan, annual quality report , teaching achievements, teaching workshops, questionnaires, data disclosure. Data disclosure system implements the requirements of the Ministry of education. Through this system, teaching data are collected and published, providing powerful summary and analysis.E.Management Service Platform Management service platform provides guidelines,implementing networks between all levels of teaching units and providing decision support. It includes: normative reform of management, project management, network application, performance management. Among them, the network application system promotes office automation in university-college level. It also achieves full storage of historical data and scientifically forecast. Management services platform make refinement of teaching management possible. Refinement of teaching management produces a large amount of data. Based on this, the performance management system achieves a 360-degree in time supervision and evaluation and improves the efficiency in university level and college level.Five platforms of the teaching management system are mutually interrelated, reinforcing and together reflecting the situation of teaching management. It dynamically reflects the development of university teaching and promotes the standard of management and scientific decision. These five platforms run longitudinally throughout the whole process of teaching management, promoting knowledge management and service level.IV.THE EFFECT OF TEACHING MANAGEMENT SYSTEM BASED ON KNOWLEDGE MANAGEMENT AND IMPLEMENTATION STRATEGYTeaching management based on knowledge management system has been put into use in Beijing Jiaotong University for nearly four years. It realized the integration of basic data management, personnel management, business process management and internal control management in real-time. It also improves the productivity, management efficiency, control efficiency, promoting the informatization of teaching management process and enhancing the core competitiveness of the university.The essence of teaching management in colleges and universities is knowledge management. With the development of information technology, on one hand, successful knowledge management depends on information technology. On the other hand, successful knowledge management should not only rely on information technology. The followings should be done to promote the sharing and innovation of knowledge resources.First, colleges and universities should set up the advanced education and training attitude, creating an environment that Encourages innovation. Improve the teaching and learning style and promote the dissemination of knowledge. Second, establish an incentive mechanism, promoting sustainable development of knowledge innovation. Establish people- oriented motivation system, fully arousing the enthusiasm of the students and teachers in knowledge innovation. Third, deepen the teaching reform and guide the establishment of a learning-oriented team. By establishing a mechanism for team cooperation, further strengthen the construction of grass-roots organizations and deepen teaching reform.
