据宝钢集团总经理陈德荣介绍，宝钢已经提出新的“一体两翼”战略发展格局，即以集团公司为主体，以智慧钢铁制造和现代钢铁服务为支撑。 在这个“一体两翼”战略格局中，今年2月份刚刚成立、由宝钢集团董事长徐乐江担任法人代表、陈德荣任总经理、且注册资金高达20亿元的欧冶云商，成了宝钢的重要布局。 工商信息显示，欧冶,云商由宝钢股份、宝钢集团、上海宝钢国际经济贸易有限公司共同投资成立，其中上海宝钢国际经济贸易有限公司又是宝钢股份旗下子公司。据陈德荣透露，目前欧冶云商的股权比例中，宝钢股份占比51%，宝钢集团占比49%。 在陈德荣看来，目前工业品电商刚刚起步，钢铁电商的商业模式仍在探索中，其中，以钢铁制造商为经营主体的钢铁电商平台有着一定的优势，但有明显的排他性弊端，为解决这一弊端，其提出“去背景化”的,发展趋势。 为达到“去背景化”，陈德荣将欧冶云商定位为“生态圈”，这个生态圈的一个发展理念是“共建第三方平台”，即欧冶云商是后台的支撑体系，前台则是电商、物流、金融、数据、材料，“每一个前台的平台，对社会各类资源的拥有者是开放的”。
