英文摘要Abstracts (1)WelfareGovernanceandtheGovemment-paidSocialWorkService:TheGerontologicalSocialWorkServiceintheSCommunityofBeijingasaCase ZHAOYi-hong3 Welfareadministrationisaveryimportantpartofthesocialgovernance.Welfaregovernanceiscloselyconnectedwiththeperfectiondegreeofthesocialwelfaresystem,andthesocialworkserviceplaysanimportantroleastoaperfectsocialwelfaresystem.Socialworkservicepaidbygovernmentshallberegardedasasignificantmeasure,aninstitutionalarrangement.Atpresenttime,thegovern-ment-paidsocialworkservicecoversawiderange,indicatingthatthewelfaresystemandwelfarepoli-cyofagovernmentisingtoage.Thispapertakingthegovernment-paidsocialworkserviceasanexample,beginswiththeinnersystemofthegerontologicalsocialworkdevelopmentandthoroughlyanalyzesthegovernmentwelfaresystemandpolicy-makinginadministratingthesocialwelfare.Thegovernment-paidsocialworkserviceshowsthatthegovernmenthasadoptedanewperspectiveinwel-faresupply,employingnewsocialresources,revealingincertaindegreethegovernmentspoliticalac-plishmentsandcapabilityinadministratingitssocialwelfare.(2)Characteristics,MedicalNeedsandInsuranceoftheElderlyPart-timeMigrantWorkers:ACaseStudyinLinyiCity,China YANGHuiCHENHong-IinZHAOYing13 Theelderlypart-timemigrantworkersconstituteaspecialgroupinthemarketeconomicsysteminChina.Beingmigrantlaborers,theyarenotinthemainstreamofthispopulation,marginalizedatthebottomofthisstratumandexcludedfromtherelativepolicysystem;aselderlypeopleamongthemi-grantworkers,theyareagedbetween50t060,andthusnotcoveredbythelegalsocialsecuritysystemofChineseruraloldpeople.Thisresearchisbasedonthefieldstudyintothisgroupofpeopleintheodd-jobmarketinLinyiCityofShandongProvince.FromJulytoAugust,xx,researcherslivedwiththepart-timemigrantlaborersinthislabormarketandcollectedthefirst-handinformationregardingtheirwork,everydaylifeaswellasmedicaltreatmentthroughquestionnaires,participatoryobservationandin-depthindividualinterviews.Suchaspectsareanalyzedspecificallyasthegenderstructure,edu-cation,work,ine,interpersonalrelationship,lifestyleandpoliticalparticipationaswellasaware-nessofrights-safeguarding.Thisresearchdiscussesprofoundlythemedicalneedsandthesecuritysta-tusoftheelderlypart-timemigrantworkers,andappealsthesocietytocorrespondpolicywithpractice. (3)Grass-rootsAutonomyinvolutionandStructuralDilemmaofRuralSocialWork LIWeiYANGChao22 Atpresent,villagersautonomyinvolutionmainlymanifestsasthestimulatedself-profitmotiva-tionoftownshipgovernmentandvillageorganization.Theypursueeconomicinterestexcessivelyandneglectvillagessustainabledevelopment,andtheirresponsibilityforsocialmanagementandpublicserviceweakens.Underthisbackground,socialworkmaybeinvolvedinthisstructuralcontradiction,whosevaluesandideasareatoddswiththeeconomicgoaloflocalgovernment,andthenfallintolegiti-matecrisis.Duringthegovernmentsmightyconstruction,inordertogetlegitimizingidentity,socialworkhastoembedinadministrativesystem.Therefore,facedwithinvolutionofgrassrootsgover-nance,socialworkcouldseekforhelpfromthehigher-levelgovernment,whichcanlimitgrass-rootgovernmentsillegalpractice,andcreateagoodsocialenvironmentforserviceproject.
