Nearly200nationshaveassembledherethisweekadeclarationthatforallthechallengesweface,thegrowingthreatofclimatechangecoulddefinethecontoursofthiscenturymoredramaticallythananyother.Whatshouldgiveushopethatthisisaturningpoint,thatthisisthemomentwefinallydeterminedwewouldsaveourpla,isthefactthatournationsshareasenseofurgencyaboutthischallengeandagrowingrealizationthatitiswithinourpowertodosomethingaboutit. Ourunderstandingofthewayshumanbeingsdisrupttheclimateadvancesbytheday.Fourteenofthefifteenwarmestyearsonrecordhaveourredsincetheyear2000andxxisonpacetobethewarmestyearofall.Nonationlargeorsmall,wealthyorpoorisimmunetowhatthismeans. Thissummer,Isawtheeffectsofclimatechangefirsthandinournorthernmoststate,Alaska,wheretheseaisalreadyswallowingvillagesanderodingshorelines;wherepermafrostthawsandthetundraburns;whereglaciersaremeltingatapaceunprecedentedinmoderntimes.Anditwasapreviewofonepossiblefutureaglimpseofourchildrensfateiftheclimatekeepschangingfasterthanoureffortstoaddressit.Submergedcountries.Abandonedcities.Fieldsthatnolongergrow.Politicaldisruptionsthattriggernewconflict,andevenmorefloodsofdesperatepeoplesseekingthesanctuaryofnationsnottheirown. Thatfutureisnotoneofstrongeconomies,norisitonewherefragilestatescanfindtheirfooting.Thatfutureisonethatwehavethepowertochange.Righthere.Rightnow.Butonlyifwerisetothismoment.AsoneofAmericasgovernorshassaid,“Wearethefirstgenerationtofeeltheimpactofclimatechange,andthelastgenerationthatcandosomethingaboutit.” Iveeherepersonally,astheleaderoftheworldslargesteconomyandthesecond-largestemitter,tosaythattheUnitedStatesofAmericanotonlyrecognizesourroleincreatingthisproblem,weembraceourresponsibilitytodosomethingaboutit. Overthelastsevenyears,wevemadeambitiousinvestmentsincleanenergy,andambitiousreductionsinourcarbonemissions.Wevemultipliedwindpowerthreefold,andsolarpowermorethantwentyfold,helpingcreatepartsofAmericawherethesecleanpowersourcesarefinallycheaperthandirtier,conventionalpower.Weveinvestedinenergyefficiencyineverywayimaginable.Wevesaidnotoinfrastructurethatwouldpullhigh-carbonfossilfuelsfromtheground,andwevesaidyestothefirst-eversetofnationalstandardslimitingtheamountofcarbonpollutionourpowerplantscanreleaseintothesky. Theadvanceswevemadehavehelpeddriveoureconomicoutputtoall-timehighs,anddriveourcarbonpollutiontoitslowestlevelsinnearlytwodecades. ButthegoodnewsisthisisnotanAmericantrendalone.Lastyear,theglobaleconomygrewwhileglobalcarbonemissionsfromburningfossilfuelsstayedflat.Andwhatthismeanscantbeoverstated.Wehavebrokentheoldargumentsforinaction.Wehaveprovedthatstrongeconomicgrowthandasaferenvironmentnolongerhavetoconflictwithoneanother;theycanworkinconcertwithoneanother. Andthatshouldgiveushope.Oneoftheenemiesthatwellbefightingatthisconferenceiscynicism,thenotionwecantdoanythingaboutclimatechange.Ourprogressshouldgiveushopeduringthesetwoweekshopethatisrootedincollectiveaction. EarlierthismonthinDubai,afteryearsofdelay,theworldagreedtoworktogethertocutthesuper-pollutantsknownasHFCs.Thatsprogress.Already,priortoParis,morethan180countriesrepresentingnearly95percentofglobalemissionshaveputforwardtheirownclimatetargets.Thatisprogress.Forourpart,AmericaisontracktoreachtheemissionstargetsthatIsetsixyearsagoinCopenhagenwewillreduceourcarbonemissionsintherangeof17percentbelowxxlevelsby2020.Andthatswhy,lastyear,Isetanewtarget:Americawillreduceouremissions26to28percentbelowxxlevelswithin10yearsfromnow. SoourtaskhereinParisistoturntheseachievementsintoanenduringframeworkforhumanprogressnotastopgapsolution,butalong-termstrategythatgivestheworldconfidenceinalow-carbonfuture.
