thisisabreathtakingpace,andsuchapacecannothelpbutcreatenewillsasitdispelsold,newignorance,newproblems,newdangers.surelytheopeningvistasofspacepromisehighcostsandhardships,aswellashighreward. soitisnotsurprisingthatsomewouldhaveusstaywherewearealittlelongertorest,towait.butthiscityofhouston,thisstateoftexas,thiscountryoftheunitedstateswasnotbuiltbythosewhowaitedandrestedandwishedtolookbehindthem.thiscountrywasconqueredbythosewhomovedforward-andsowillspace. williambradford,speakingin1630ofthefoundingoftheplymouthbaycolony,saidthatallgreatandhonorableactionsareacpaniedwithgreatdifficulties,andbothmustbeenterprisedandoverewithanswerablecourage. ifthiscapsulehistoryofourprogressteachesusanything,itisthatman,inhisquestforknowledgeandprogress,isdeterminedandcannotbedeterred.theexplorationofspacewillgoahead,whetherwejoininitornot,anditisoneofthegreatadventuresofalltime,andnonationwhichexpectstobetheleaderofothernationscanexpecttostaybehindinthisraceforspace. thosewhocamebeforeusmadecertainthatthiscountryrodethefirstwavesoftheindustrialrevolution,thefirstwavesofmoderninvention,andthefirstwaveofnuclearpower,andthisgenerationdoesnotintendtofounderinthebackwashoftheingageofspace.wemeantobeapartofit-wemeantoleadit.fortheeyesoftheworldnowlookintospace,tothemoonandtotheplanetsbeyond,andwehavevowedthatweshallnotseeitgovernedbyahostileflagofconquest,butbyabanneroffreedomandpeace.wehavevowedthatweshallnotseespacefilledwithweaponsofmassdestruction,butwithinstrumentsofknowledgeandunderstanding. yetthevowsofthisnationcanonlybefulfilledifweinthisnationarefirst,and,therefore,weintendtobefirst.inshort,ourleadershipinscienceandindustry,ourhopesforpeaceandsecurity,ourobligationstoourselvesaswellasothers,allrequireustomakethiseffort,tosolvethesemysteries,tosolvethemforthegoodofallmen,andtobeetheworldsleadingspace-faringnation. wesetsailonthisnewseabecausethereisnewknowledgetobegained,andnewrightstobewon,andtheymustbewonandusedfortheprogressofallpeople.forspacescience,likenuclearscienceandalltechnology,hasnoconscienceofitsown.whetheritwillbeeaforceforgoodorilldependsonman,andonlyiftheunitedstatesoccupiesapositionofpre-eminencecanwehelpdecidewhetherthisnewoceanwillbeaseaofpeaceoranewterrifyingtheaterofwar.idonotsaythatweshouldorwillgounprotectedagainstthehostilemisuseofspaceanymorethanwegounprotectedagainstthehostileuseoflandorsea,butidosaythatspacecanbeexploredandmasteredwithoutfeedingthefiresofwar,withoutrepeatingthemistakesthatmanhasmadeinextendinghiswritaroundthisglobeofours. wechoosetogotothemoon.wechoosetogotothemooninthisdecadeanddotheotherthings,notbecausetheyareeasy,butbecausetheyarehard,becausethatgoalwillservetoorganizeandmeasurethebestofourenergiesandskills,becausethatchallengeisonethatwearewillingtoaccept,oneweareunwillingtopostpone,andonewhichweintendtowin,andtheothers,too. itisforthesereasonsthatiregardthedecisionlastyeartoshiftoureffortsinspacefromlowtohighgearasamongthemostimportantdecisionsthatwillbemadeduringmyincumbencyintheofficeofthepresidency. inthelast24hourswehaveseenfacilitiesnowbeingcreatedforthegreatestandmostplexexplorationinmanshistory.wehavefeltthegroundshakeandtheairshatteredbythetestingofasaturnc-1boosterrocket,manytimesaspowerfulastheatlaswhichlaunchedjohnglenn,generatingpowerequivalentto10,000automobileswiththeiracceleratorsonthefloor.wehaveseenthesitewherefivef-1rocketengines,eachoneaspowerfulasalleightenginesofthesaturnbined,willbeclusteredtogethertomaketheadvancedsaturnmissile,assembledinanewbuildingtobebuiltatcapecanaveralastallasa48storystructure,aswideasacityblock,andaslongastwolengthsofthisfield. andfinally,thespaceeffortitself,whilestillinitsinfancy,hasalreadycreatedagreatnumberofnewpanies,andtensofthousandsofnewjobs.spaceandrelatedindustriesaregeneratingnewdemandsininvestmentandskilledpersonnel,andthiscityandthisstate,andthisregion,willsharegreatlyinthisgrowth.whatwasoncethefurthestoutpostontheoldfrontierofthewestwillbethefurthestoutpostonthenewfrontierofscienceandspace.houston,yourcityofhouston,withitsmannedspacecraftcenter,willbeetheheartofalargescientificandengineeringmunity.duringthenext5yearsthenationalaeronauticsandspaceadministrationexpectstodoublethenumberofscientistsandengineersinthisarea,toincreaseitsoutlaysforsalariesandexpensesto$60millionayear;toinvestsome$200millioninplantandlaboratoryfacilities;andtodirectorcontractfornewspaceeffortsover$1billionfromthiscenterinthiscity. thememoryofgreatmunistslikemoseskotane,yusufdadoo,bramfischer,andmosesmabhidawillbecherishedforgenerationstoe.isalutegeneralsecretaryjoeslovo,oneofourfinestpatriots.weareheartenedbythefactthatthealliancebetweenourselvesandthepartyremainsasstrongasititalways,thenationaleducationcrisiscommittee,thesouthafricanyouthcongress,thetransvaalandnatalindiancongresses,andcosatuandthemanyotherformationsofthemassdemocraticmovement.ialsosalutetheblacksashandthenationalunionofsouthafricanstudents. wenotewithpridethatyouhavelookedthatyouhaveactedastheconscienceofwhitesouthafrica.evenduringthedarkestdaysinthehistoryofourstruggleyouheldtheflagoflibertyhigh.thelarge?scalemassmobilizationofthepastfewyearsisoneofthekeyfactorswhichledtotheopeningofthefinalchapterofouryourorganizedstrengthistheprideofourmovement.youremainthemostdependableforceinthestruggletoendexploitationandoppression. igreetthetraditionalleadersofourcountrymanyamongyoucontinuetowalkinthefootstepsofgreatheroeslikehintsaand,you,theyounglions.you,theyounglions,haveenergizedourentirestruggle.ipaytributetothemothersandwivesandsistersofournation.withoutyoursupportourstrugglewouldnothavereachedthisadvancedstage.thesacrificeofthefrontlinestateswillberememberedbysouthafricans,blackandwhite,recognizethatapartheidhasnofuture.ithastobeendedbyourowndecisivemassactioninordertobuildpeaceandsecurity. themasscampaignsofdefianceandotheractionsofourorganizationsandpeoplecanonlyculminateintheestablishmentofcontinentisincalculable.thefabricoffamilylifeofmillionsofmypeoplehasbeenshattered.millionsarehomelessandunemployed.oureconomyoureconomyliesinruinsandourpeopleareembroiledinpoliticalstrife.ourresorttothearmedstrugglein1960withtheformationofthemilitarywingoftheanc,umkhontowesizwe,wasapurelydefensiveactionagainsttheviolenceofapartheid.thefactorswhichnecessitatedthearmedstrugglestillexisttoday.wehavenooptionbuttocontinue.weexpressthehopethataclimateconducivetoanegotiatedsettlementwillbecreatedsoonsothattheremaynolongerbetheneedforthearmed,strategies,and,ifeelduty?boundtomakethepointthataleaderofthemovementisapersonwhohasbeendemocraticallyelectedatanationalconference. thisisaprinciplewhichmustbeupheldwithoutany,iwishtoreporttoyouthatmytalkswiththegovernmenthavebeenaimedatnormalizingthepoliticalsituationinthecountry.wehavenotasyetbegundiscussingthebasicdemandsofthestruggle.iwishtostressthatimyselfhaveatnotimeenteredintonegotiationsaboutthefutureofourcountryexcepttoinsistonameetingbetweentheancandthehasgonefurtherthananyothernationalistpresidentintakingrealstepstonormalizethesituation.however,therearefurthersteps,asoutlinedinthehararedeclaration,thathavetobemetbeforenegotiationsonthebasicdemandsofourpeoplecanbegin. negotiationscannottakeplacenegotiationscannottakeplaceabovetheheadsorbehindthebacksofourpeople.itisourbeliefthatthefutureofourcountrycanonlybedeterminedbyabodywhichisdemocraticallyelectedonanon?racialbasis.negotiationsonthedismantlingofapartheidwillhavetoaddresstheoverwhelmingdemandsofourpeopleforademocratic,non?racialandunitarysouthafrica.andthisrealityisthatwearestillsufferingunderthepoliciesofthenationalist,sothattheprocesstowardsdemocracyisrapidanduninterrupted.wehavewaitedtoolongforourfreedom.wecannolongerwait.
