presidenthoovermisterchiefjustice,myfriends:thisisadayofnationalconsecration,andiamcertainthatonthisdaymyfellowamericansexpectthatonmyinductioninthepresidencyiwilladdressthemwithacandorandadecisionwhichthepresentsituationofourpeopleimpeis.thisispreeminentlythetimetospeakthetruth,thewholetruth,franklyandboldlynorneedweshrinkfromhonestlyfacingtheconditionsfacingourcountrytodaythisgreatnationwillendureasithasendured,willreviveandwillprospersofirstofall,letmeexpressmyfirmbeliefthattheonlythingwehavetofearisfearitself-nameless,unreasoning,unjustifiedterror,whichparalyzesneededeffortstoconvertretreatintoadvance.ineverydarkhourofournationallife,aleadershipoffranknessandvigorhasmetwiththatunderstandingandsupportofthepeoplethemselves,whichisessentialtovictoryandiamconvincedthatyouwillagaingivethatsupporttoleadershipinthesecriticaldays.insuchaspiritonmypartandonyours,wefaceourmondifficulties.theyconcern,thankgod,onlymaterialthings.valueshaveshrunkentofantasticlevels;taxeshaverisen,ourabilitytopayhasfallen,governmentofallkindsisfacedbyseriouscurtaiimentofine,themeansofexchangearefrozeninthecurrentsoftrade;thewitheredleavesofindustrialenterpriselieoneveryside,farmersfindnomarketsfortheirproduce,andthesavingsofmanyyearsandthousandsoffamiliesaregone.moreimportant,ahostofunemployedcitizensfacethegrimproblemofexistence,andanequalandgreatnumbertoilwithlittlereturn.onlyafoolishoptimistcandenythedarkrealitiesofthemoment.andyet,ourdistressesfromnofailureofsubstance,wearestrickenbynoplagueoflocusts.paredwiththeperilswhichourforefathersconquered,becausetheybelievedandwerenotafraid,wehavesomuchtobethankfulfornaturesurroundsuswithherbountyandhuman,effortshavemultipliedit.plentyisatourdoorstep,butageneroususeofitlanguishesintheverysightofthesupplyprimarilythisisbecausetherulersoftheexchangeofmankindsgoodshavefailed,throughtheirownstubbornnessandtheirowninpetence,haveadmittedtheirfailureandhaveabdicated.practicesoftheunscrupulousmoneychangersstandindictedinthecourtofpublicopinion,rejectedbytheheartsandmindsofmen.true,theyhavetried,buttheireffortshavebeencastinthepattenofanoutworntradition.facedbyafailureofcredit,theyhaveproposedonlythelendingofmoremoneystrippedofthelureofprofitbywhichtheyinduceourpeopletofollowtheirfalseleadership,theyhaveresortedtoexhortation,pleadingtearfullyforrestoredconfidence.theyonlyknowtherulesofagenerationofselfseekers.theyhavenovision,andwhenthereisnovision,thepeopleperish.yes,themoneychangershavefledfromtheirhighseatsinthetempleofourciviiization.wemaynowrestorethattemp1etotheancienttruths.ameasureofthatrestorationliesintheextenttowhichweapplysocialvalue,morenoblethanmeremonetaryprofits.happinessliesnotinthemerepossessionofmoneyitliesinthejoyofachievement,inthethrillofcreativeefforts,thejoyandmoralstimulationofworknolongermustbeforgotteninthemadchaseofevanescentprofits.thesedarkdays,myfriends,willbeworthalltheycostus,iftheyteachusthatourtruedestinyisnottobeministeredonto,buttoministertoourselves,toourfellowmen.recognitionofthefalsityofmaterialwealthasthestandardofsuccessgoeshandinhandwiththeabandonmentofafalsebeliefthatpublicofficeandhighpoliticalpositionaretobevaluedonlybythestandardsofprideofplaceandpersonalprofits,andtheremustbeanendtoourconductinbankingandinbusiness,whichtoooftenhasgiventoasacredtrustthelikenessofcallousandselfishwrong-doing.smallwonderthatconfidencelanguishes,foritthrivesonlyonhonestyonhonononthesacrednessofourobligation,onfaithfulprotectionandonunselfishperformance.withoutthemitcannotlive.restorationcalls,however,notforchangesinethicsalone.thisnationisaskingforaction,andactionnow.ourgreatestprimarytaskistoputpeopletowork.thisisnounsolvableproblemifwetakeitwise1yandcourageouslyitcanbeacplishedinpartbydirectrecruitingbythegovernmentitself,treatingthetaskaswewouldtreattheemergencyofawar,butatthesametime,throughthisemployment,acplishinggreatlyneededprojectstostimulateandreorganizetheuseofourgreatnaturalresources.handinhandwiththat,wemustfranklyrecognizetheoverbalanceofpopulationinourindustrialcentersandbyengagingonanationalscaleinaredistributioninanefforttoprovidebetteruseofthelandforthosebestfittedfortheland.yesthetaskcanbehelpedbydefiniteeffortstoraisethevalueoftheagriculturalproductandwiththisthepowertopurchasetheoutputofourcities.itcanbehelpedbypreventingrealisticallythetragedyofthegrowinglossesthroughforeclosuresofoursmallhomesandourfarms.itcanbehelpedbyinsistencethatthefederal,thestate,andthelocalgovernmentactforthwithonthedemandsthattheircostsbedrasticallyreduce.itcanbehelpedbytheunifyingofreliefactivitieswhichtodayareoftenscattered,uneconomical,unequal.itcanbehelpedbynationalplanningfor,andsupervisionofallformsoftransportation,andofmunications,andotherutilitiesthathaveadefinitelypubliccharacter.therearemanywaysinwhichitcanbehelped,butitcanneverbehelpedbymere1ytalkingaboutit.wemustact,wemustactquickly.andfinallyinourprogresstowardaresumptionofwork,werequiretwosafeguardsagainstthereturnoftheevilsoftheoldorder;theremustbeastrictsupervisionofallbankingandcreditsandinvestments;theremustbeanendtospeculationwithotherpeople-smoney;andtheremustbeprovisionsforanadequatebutsoundcurrency.these,myfriends,arethelinesofattack.ishallpresentlyurgeuponanewcongressinspecialsession,detailedmeasuresfortheirfulfillment,andishallseektheimmediateassistanceofthe48states.throughthisprogramofaction,weaddressourselvestoputtingourownnationalhouseinorder,andmakinginebalanceoutflowourinternationaltraderelations,thoughvastlyimportant,areinpointoftimeandnecessitysecondarytotheestablishmentofasoundnationaleconomyifavorasapracticalpolicytheputtingoffirstthingsfirst.ishallsparenoefforttorestoreworldtradebyinternationaleconomicreadjustment,buttheemergencyathomecannotwaitonthatacplishment.thebasicthoughtthatguidesthesespecificmeansofnationalrecoveryisnotnarrowlynationalistic.itistheinsistence,hefieldofworldpolicyiwoulddedicatethisnationtothepolicyofthegoodneighbor.theneighborwhoresolutelyrespectshimself,andbecausehedoesso,respectstherightsofothers.theneighborwhorespectshisob1igation,andrespectsthesanctityofhisagreement,inandwith,aworldofneighbor.ifireadthetemperofourpeoplecorrectlywenowrealizewhatwehaveneverrealizedbefore,ourinter-dependenceoneachother,thatwecannotmerelytake,butwemustgiveaswell.thatifwearetogoforward,wemustmoveasatrainedandloyalarmywillingtosacrificeforthegoodofamondiscipline,becausewithoutsuchdiscip1ine,noprogresscanbemade,noleadershipbeeseffective.weareallreadyandwillingtosubmitourlivesandourpropertytosuchdisciplinebecauseitmakespossiblea1eadershipwhichaimsatthelargergood.this,iproposetooffetwearegoingtolargerpurposes,binduponus,binduponusall,asasacredobligationwithaunityofdutyhithertoevokedonlyintimesofarmedstrife.withthispledgetaken,iassumeunhesitatingly,theleadershipofthisgreatarmyofourpeoplededicatedtoadisciplinedattackuponourmonproblems.actioninthisimage,actiontothisend,isfeasibleundertheformofgovernmentwhichwehaveinheritedfrommyancestors.ourconstitutionissosimple,sopractical,thatitispossiblealways,tomeetextraordinaryneeds,bychangesinemphasisandarrangementswithoutlossofacentralform,thatiswhyourconstitutionalsystemhasproveditselfthemostsuperblyenduringpoliticalmechanismthemodernworldhaseverseen.ithasmeteverystressofvastexpansionofterritoryofforeignwars,ofbitterinternalstrife,ofworldrelations.anditistobehopedthatthenormalbalanceofexecutiveandlegislativeauthoritywi1lbefullyequal,fullyadequatetomeettheunprecedentedtaskbeforeus.butitmaybethatanunprecedenteddemandandneedforunderlayactionmaycallfortemporarydeparturefromthatnormalbalanceofpublicprocedure.wefacethearduousdaysthatliebeforeusinthewarmcourageofnationalunityintheclearestconsciousnessofseekingallandpreciousmoralvalues,withthecleansatisfactionthatesfromthesternperformanceofdutybyoldandyoungalike,weaimattheassuranceofarounded,heirneed,theyhaveregisteredamandatethattheywantdirect,vigorousaction.theyhaveaskedfordiscipline,anddirectionunderleadership,hespiritofthegift,hisdedication,inthisdedicationofanation,wehumblyasktheb1essingsofgod,mayheprotecteachandeveryoneofus,mayheguidemeinthedaystoe.withthispledgetaken,iassumeunhesitatingly,theleadershipofthisgreatarmyofourpeoplededicatedtoadisciplinedattackuponourmonproblems.actioninthisimage,actiontothisend,isfeasibleundertheformofgovernmentwhichwehaveinheritedfrommyancestors.ourconstitutionissosimple,sopractical,thatitispossiblealways,tomeetextraordinaryneeds,bychangesinemphasisandarrangementswithoutlossofacentralform,thatiswhyourconstitutionalsystemhasproveditselfthemostsuperblyenduringpoliticalmechanismthemodernworldhaseverseen.ithasmeteverystressofvastexpansiono
