study on speeding up the urbanization progress of xiaolan a thesis submitted to chongqing university in partial fulfillment of the requirement for the degree of master of engineering by qu raoyong supervisor: hu wen major: urban planning and design college of architecture and urban planning of chongqing university, chongqing, china april 2008 中文摘要 i 摘 要 改革开放近三十年来， 三来一补企业和乡镇企业的发展极大地推动了珠江三 角洲工业化和城镇化的进程，使其成为我国经济最为发达、城镇化速度较快的地 区之一。但在珠三角城镇化发展过程中，旧的工业化模式和传统的城镇化模式带 来了许多难以克服的问题，如产业结构中技术水平总体较低，组织结构、产业布 局不合理，有竞争力的产业群没有形成，第三产业仍未超过第二产业。在城镇发 育和城镇建设方面，城镇的空间布局不合理，城镇功能不完善，城镇景观无特色 等等。与世界同类型国家和区域比较，珠三角城镇化水平仍然滞后。当前，在面 临全球资源短缺、工业成本提高、生态环境恶化的情况下，如果继续沿用粗放式 的城镇化发展模式，将会严重制约珠江三角洲经济发展的第二次腾飞。 本文以珠江三角洲地区为研究背景，在该背景下选取较为发达的工业型城镇 小榄镇作为研究对象，通过分析小榄镇城镇化所面临的问题及原因，从城市 规划的视角提出了加快其城镇化进程的对策，并通过建立合理的支撑体系来实施 这些对策。 本文的研究不是立足于传统的物质空间规划分析的基础上，而是先从城镇化 的发展动力方面分析，研究城镇化的内涵，最后落实在如何调整物质空间布局、 优化土地和空间资源配置、合理组织交通、完善公共设施等规划手段来实现产业 的发展、城镇空间结构的调整、生态环境的优化。通过建立合理的支撑体系，包 括产业、空间、生态、政策四大支撑系统，以实施优化产业结构，促进传统制造 业的发展；加快现代服务业发展，实现产业转型；促进城镇空间结构的演变，完 善城镇公共设施配置；注重生态环境的保护和建设；建立社会保障体系等对策来 加快小榄镇城镇化进程，促进经济与环境、人口、社会的协调发展。 课题研究成果对于珠江三角洲地区的小城镇城镇发展具有现实的意义；并且 对于我国其他发达地区，如环渤海和长江三角洲等同样城镇化发展较快的地区小 城镇建设具有一定的借鉴价值；为西部欠发达地区的小城镇城镇化发展也提供了 宝贵的发展经验。 关键词：城镇化，支撑系统，珠江三角洲，小榄镇 重庆大学硕士学位论文 ii 英文摘要 iii abstract since reform and opening, the corporation based on material processing, parts processing, parts assembling and compensation trade and the township enterprise help significantly promoting the industrialization and urbanization process of pearl river delta. it makes this area developing as one of the most developed and rapid urbanization place in pr china. but during the developing process of pearl river delta, old industrialization model and traditional urbanization model has brought a lot of insurmountable problems to the society. such as low technology level between the industrial structures, irrational organize structure and industrial distribution, non-forming competitive industrial clusters, and the tertiary industry still behind the secondary industry. there is unreasonable urban spatial layout and incomplete urban functions in urban growing and construction aspect. to compare with the other developing countries and districts, the urbanization of pearl river delta is still lagging. currently, when facing the shortage of resources, high industrial cost and deterioration of eco-environment, the continuing of extensive urban development models will seriously restrict the economy development of pearl river delta. this paper uses the pearl river delta region as the background. xiaolan town, which is a developed industrial type town, is chosen as a research subject to explore the strategies of the improvement of rapid urbanization in urban plannings view and figure out a rational support system to implement these strategies that all via analyzing the problems and reasons what are xiaolan town facing in the urbanization process. this study is not based on traditional spatial physical planning, but focuses on the essence of improving urbanization development through urban planning methods, eventually, to promotes industrial development, completes spatial distribution and optimizes the eco-environment etc. by building up a rational support system, including industry support system, spatial support system, ecology support system, and policy support system, to optimize industrial structure and promote the traditional manufacturing development; to improve modern service industry and the tertiary industry development, complete industrial transformation; to speed up the evolution of urban spatial structure and perfect the public facilities assemble;
