It has always been as the number one destroyer of life and property. Fire Procedures are therefore absolutely essential in any hotel operation. Remember fire relies upon Three Objects being at the same place at the same time before it can break out. Namely:火灾发生时没有预警，火情扩大时无法控制。它通常是对生命及建筑物的第一破坏者。防火程序在饭店运营中起到绝对关键作用。记住火情同时间同地点依靠三种元素才会发生。它们是：1. Oxygen/Air氧气/空气2. Flammable Material 可燃物3. Heat高温If any one of these three elements is removed. The fire will be extinguished.如以上三种元素任意一种被消除，火势就会被扑灭。It is the responsibility of all employees to become familiar with the fire alarms, fire fighting equipment and fire exits of the hotel. In this way, the staff may not only save himself but also the guests of the hotel in the event of an emergency. 熟知火灾报警，消防设备及消防通道是饭店每一位员工的责任。只有这样，在火情发生时员工才能在保护自己的同时确保客人的安全Reporting on the Discovery of a Fire(This procedure is for all staff)发现火情如何报告(此程序适用所有员工）1. Do not panic. 不要慌张2. Call immediately the CCTV room at extension “6855” and report the discovery of a fire. 马上打分机电话6855给监控室报告火情Identify yourself;a/by name;b/position;c/departmentd/telephone number where you can be reached; e/location of the fire;f/seriousness of the fire;g/can the fire be contained or extinguished by you;说明你自己a/姓名b/职务c/部门d/能找到你的电话号码 e/火情地点f/火情严重程度g/你是否能扑灭或控制火情Or 或Raise the alarm by breaking the glass cover of the call point switch which is located at the side of the Hose Reel Station within your working area. 打破你工作区域消防栓旁手动报警器玻璃启动报警系统3Extinguishing the fire 灭火a/try to put out the fire with fire extinguisher or control the fire; b/Ensure that extinguishing or controlling the fire does not endanger your life;c/Remember not to extinguish an electrical fire with water.a/尽量用灭火器控制或扑灭大火 b/确保在扑救过程中不要让火情危机生命c/谨记电器着火不要试图用水扑灭4If the fire is out of control, keep the fire prevention doors closed until the arrival of the Emergency Respond Team and the fire fighters of the hotel. 如火情失去控制，在应急小组和消防队到达前关闭消防门。 Hotel Fire Protection System饭店消防系统The Hotel is equipped with a sophisticated Fire Alarm System by means of: 饭店需要安装现代的消防报警系统指的是： Smoke/Heat Detectors烟感/温感探头These are installed at various public areas and guestrooms of the hotel and will be set off by a predetermined volume of smoke or a certain degree of high temperature of heat which will be automatically activate the alarm and the location will be shown on the Area Panel and Fire Control Room Monitor. 这些探头会安装在酒店客房及不同公共区域，它们在预先设定的烟量或温度下就会自动启动报警，报警位置会显示在消防控制室的区域面板上 Manual break glass call points and Fire Hydrant手动报警器及消防栓The break glass call points are installed throughout the entire building next to the Hose Reel Stations. The person who discovers a fire in his/her area can activate the alarm by breaking the glass cover of alarm switch. 手动报警器会安装在酒店大楼所有消防泵旁。发现火灾者可打碎手动报警器玻璃启动报警装置。The alarm signal will show up at the Zone Fire Panel and Fire Control Room Monitor which indicates the location of the alarm. The Hose Reel Stations with fire hydrant hoses and fire extinguishers are available all over the hotel to fight any fire. 火警信号会显示在消防控制室火警面板上。酒店所有部位都配备消防栓及灭火器防备任何火情 Sprinklers 喷淋Sprinklers are located at various areas throughout entire building (which includes guestrooms, mechanical rooms, offices, public areas and back of the house). These can be set off by a predetermined degree of high temperature of heat and also, by accident, if the tip of the sprinkler is knocked off or damaged. The water from the sprinkler will gush out of the sprinkler nozzle under high pressure.消防喷淋会装置在酒店大楼所有地点（其中包括客房，机房，办公区域，公共区域及后勤区域）。如温度高于预先设定等级喷淋系统就会自动启动。或出于事故，喷淋头顶端被破坏，在高压下水就会从喷淋嘴排出。 Fire Shutters防火门These are installed at the hotel to prevent the fire from spreading from one area to another in compliance with fire regulations. Once the fire alarm is activated in that particular area, the fire shutter in that fire zone will be lowered and shut automatically. The activated shutters will show on the Monitor of Fire Control Room.根据消防规定，防火门安装在酒店区域防止火情蔓延开来。一旦消防报警在特定区域，相关区域防火门就会自动关闭。启动的防火门会显示在消防控制室。 Fire escape staircases and Fire Lifts (See 1/F plans)消防楼梯及消防电梯There are 6 fire staircases in this hotel: 饭店有六部步梯Staircase #1From Basement 3/F to 7/F一号楼梯从地下三层到七层 Staircase #2From Basement 3/F to 7/F二号楼梯从地下三层到七层Staircase #3From Basement 3/F to 7/F 三号楼梯从地下三层到七层Staircase #4From Basement 3/F to 7/F 四号楼梯从地下三层到七层Staircase #5From Basement 3/F to 7/F 五号楼梯从七层到四十九层Staircase #6From Basement 3/F to 7/F 六号楼梯从七层到四十九层There are two fire lifts in this hotel:饭店有两部消防梯Service Lift #6六号消防梯Service Lift #7七号消防梯These two firemens lifts can be operated manually by triggering the “Firemens Switch” located on the first floor. 这两部消防梯在触发“消防开关键”时再一楼可手工操作。Emergency Command Centre紧急指挥中心This centre serves as communication centre for all emergencies, fire included. It is located on the first floor next to the Front Office. There is also an entrance at the back of the hotel near the car park。此中心为所有紧急情况沟通中心，包括火警。它在一楼前厅部附近。在酒店后门有出口通往停车场。The main functions of the Emergency Command Centre are:紧急指挥中心的主要功能是：1/Receives the fire and other emergency calls at extension 6855 . 在分机“6855”接收火警及其他紧急情况。2/Receives the fire alarm signals either manually or automatically activated.接收手动或自动报警系统启动信号3/Monitors the functions of fire protection systems, such as sprinkler/hydrant pump and fire shutters which may need to be operated manually.检测防火系统功能，如喷淋/消防栓管道及防火门手动功能。4/Serves as an Emergency Command Centre for all other emergencies.作为所有紧急情况的指挥中心 Fire extinguishers 灭火器 These are positioned in designated areas as required by the fire regulations. 灭火器会依照消防规定配备在指定地点 1/ABC Dry chemical fire extinguisher. Suitable for solid, liquid and gas fires. ABC干粉灭火器适用于固体，液体和煤气着火2/Co2 fire extinguisher. Suitable for electrical fires and all other fires.Co2灭火器适用于电器和其他火情3/1211 fire extinguisher.Suitable for all kinds of fire, but not environmental friendly. 1211灭火器适用于所有火灾，但对环保有害4/Fire carpetSuitable for fires of rotund and flat surfaces (For example: oil fires and carpet fires)灭火毯适用于圆形或平面火情（例如：油着火和地毯着火）Fire Emergency Action and Function火警行动计划及功能The Commander 总指挥 All Fire and other Emergency situations are under the direction of the General Manager. 总经理指挥安排火警及紧急情况 Whoever takes charge of the Fire Emergency Procedures at the beginning will Continue to direct until the arrival of General Manager at the Emergency Command Centre. 在总经理抵达指挥中心前现场负责人要指挥贯彻消防应急程序 In the absent of General Manager, the person designated by the General Manager will take charge at the Emergency Command Centre. 如总经理不在，总经理指定的负责人在紧急指挥中心指挥 After fire services arrived, the General Manager should hand over the command of the Emergency Command Centre to the most senior fireman.消防队到达后，总经理应把指挥中心交付消防队最高负责人。 The Responsibilities of the Commander现场指挥的职责Communicates with Emergency Respond Team on the situation of the fire; 与紧急反应小组沟通火情 Decides and summons the Citys Fire Brigade to fight the fire; 决定并召集消防当局灭火Upon the recommendations of the Fire Brigade, issues orders for partial or general evacuation of the hotel; (Partial evacuation is to evacuate the people on the floor of the fire, the floor above and the floor below with selection broadcast on those particular floors.)根据消防队的建议，发布部分或酒店全部撤离指令。（部分疏散指在处于起火楼层的人，以及启动起火楼层上下楼层消防广播。 Instructs and directs the members of Emergency Respond Team;指导和指引应急反应小组成员。 The Responsibilities of the Security Staff at the Emergency Command Centre 紧急指挥中心保安人员职责 Upon receiving the fire alarm signal or telephone advice: 接到火警信号或火警电话后： Informs the Security Supervisor to proceed immediately to the fire site to investigate whether there is a real fire;通知保安主管赶赴火警现场调查是否确实起火The Security Supervisor should report back to the Emergency Command Centre within 3 minutes whether there is a fire or a false alarm. If it is a false alarm, the Security staff at the Emergency Command Centre should cancel the alarm; 保安主管应在三分钟内报告指挥中心是误报还是真实火警。如是误报，在指挥中心的保安员应取消火警。The Security staff at he Emergency Command Centre should then make an entry in the Fire Alarm Record Sheet” provided.在指挥中心的保安员在“报火警记录表”做好登记。 If there is a real fire, the Security staff at the Emergency Command Centre should advise the Telephone Operator to call the following personnel to immediately proceed to the Emergency Command Centre:如是真实火警，在紧急指挥中心的保安员应通知总机接线员打电话通知以下人员General Manager at extension “6500” or his mobile telephone总经理分机“6500”或他得手机Security Manager at extension “6846” or his mobile telephone保安部经理分机“6846”或他的手机Chief Engineer at extension “6830” or his mobile telephone总工程师分机“6830”或他的手机Department Heads of the hotel on their mobile telephones饭店部门经理的手机The Security staff at the Emergency Command Centre should then call all Members of the Emergency Respond Team on their mobile telephones and all members must proceed to the Emergency Command Centre immediately. 急指挥中心保安员应打所有紧急反应小组成员手机同志他们马上赶赴紧急指挥中心 . Emergency Respond Team 紧急反应小组Team members are selected from different departments on different shifts; 小组成员来自不同班次的不同部门 The team members should register by calling the Emergency Command Centre immediately after reporting to work on each shift each day. The Security staff at the Emergency Command Centre should enter the names onto the Emergency Respond Team Form.小组成员每天上班签到后马上电话通知紧急指挥中心，保安员应把名字登记在紧急反应小组表格里 Emergency Respond Team composition:紧急反应小组构成Team Leader组长Security Manager 保安经理Assistant Team Leader 副组长Chief Engineer 总工 Team members on each shift每班次小组成员 Security保安部6 members 6人Engineering工程部4 members 4人Front Office前厅部3 members 3人Housekeeping客房部4 members 4人If there is a real fire, Emergency Respond Team, taking along the fire cart, using the Firemens Lift and proceed to the floor that is below the fire floor, take the fire fighting equipment from the fire cart and walk up the fire staircase to the fire floor. 如确有火情，紧急反应小组携带消防车，使用消防电梯到起火楼层下面一层，带上消防设备通过消防楼梯步行至起火楼层。The Team Supervisor must report to the Emergency Command Centre constantly about the situation at the fire site. 小组主管必须持续报告紧急指挥中心现场火情 If the situation at the fire site is beyond our control, Team Supervisor should advise the Emergency Command Centre to summon the Fire Brigade 如火势得不到控制，小组主管应建议紧急指挥中心召集消防队Team Supervisor should send the Firemens Lift down to first floor and wait for the arrival of Fire Brigade.小组主管应把消防梯恢复到一楼等待消防队的到来 Responsibilities of Security Manager 保安经理职责 Assists the Emergency Command Centre Commander;协助紧急指挥中心总指挥 Delegates Security staff to man all hotel entrances;组织保安员把守酒店所有出口 Receives the Fire Brigade on arrival; 迎接消防队到来 Other duties include: 其他职责包括：Emergency Respond Team member training;紧急反应小组成员培训 Emergency Command Centre operations;紧急指挥中心运营Fighting equipment inspections (fire extinguishers, hose reels, fire doors, fire shutters; monitoring fire fighting equipment, fire cart etc). 消防设备检查（灭火器，消防栓，防火门，卷帘门，消防车等）Periodic reports of safety matters.安全事宜定期报告Arranges for Fire and Evacuation Drills;安排消防疏散演习Liaises with Government Departments on safety policies;关于安全条例联络政府部门Assists in alarm system testing,协助消防系统测试 Telephone Operator总机接线员 Upon receiving of the telephone from Emergency Command Centre:接到紧急指挥中心电话后 Records all information as provided;记录提供的所有相关信息 Calls General Manager at extension “6500” or his mobile telephone;致电总经理分机“6500”或他的手机 Calls all Department Heads of the hotel on their mobile telephones;致电酒店所有部门经理的手机 Answers guests inquiries tactfully. 有技巧的回答客人询问 Engineering Department工程部As informed of the fire by the telephone operator, the Duty Engineer arranges the Engineering staff to man the sprinkle and hydrant pumps; water supply, gas supply, power supply systems during the emergency. 接到总机通知后，值班工程师安排员工把守喷淋和消防栓管道，供水，煤气供应，供电系统The Engineering staff will also act upon the following:工程部员工还应展开以下行动At the Kitchen - To shut off the gas main; 在厨房 关闭煤气主开关 To remove the gas cylinders (if any) to a safe place; 把煤气罐搬至（如有）安全地带 To switch off the power supply to all electrical appliances. 关闭所有电器电源 To check and ensure water level in water tank is adequate for fire system检查并确保蓄水池水量适合灭火系统 As the system is in operation, check the sprinkler and hydrant pumps.系统运作时，检查喷淋和消防栓管道 Ensure all plant rooms have a technician on standby and stay alert for anyemergency instructions. 确保技工在设备间备勤，保持警觉并听候紧急指令。 Evacuation疏散General Evacuation procedures总疏散程序Upon hearing the fire alarm, all staff should lock up important files, cash, etc., and remain alert for instructions from their direct superior; 听到火警后，所有员工应锁好重要文件，现金等。保持警觉听候直接主管指令 Do not make unnecessary telephone calls so as to free the lines for more important calls; 不要拨打不必要的电话，空出电线给重要电话 If evacuation of a particular floor is ordered, listen to the broadcast for areas to be evacuated; 如起火楼层疏散开始，听消防广播辨别疏散区域 After hearing the announcement for evacuation of a certain floor, staff on that particular floor should assist guests and direct them to nearest fire staircase; 听到起火楼层疏散广播后，楼层员工应协助并指引客人到消防楼梯 All guestroom and fire exit doors should be kept closed after the guests have evacuated.所有客房及消防通道门在客人疏散后应关闭 When the general alarm for total evacuation has sounded or the broadcast announcement, do not panic, everyone must leave the building, and do so in an orderly manner; 当全部疏散警报和消防广播发出指令后，不要慌张，所有人有秩序的离开建筑物 When evacuating, do not panic, quickly walk up or down the fire staircase by the nearest exit to the first floor;疏散过程中，不要惊慌，迅速步行到最近的消防出口到一楼Do not use the LIFTS, do not re-enter the floor or room, and do not return to collect personal belongings不要使用电梯，不要重回楼层或客房，不要回去取私人物品After evacuation, no one is allowed to re-enter the hotel until permission is given by the Fire Brigade; 疏散后，未竟消防队允许任何人不得再次返回酒店All guests and staff should assemble at the small park across the street or as directed by the fire brigade;所有客人及员工应在消防队带领下集中在马路对面小公园里 Evacuation Order疏散指令 If the fire is out of control as reported by the Emergency Respond Team or instructions ordered by the Fire Brigade, the Commander of Emergency Control Centre should order for partial or total evacuation.如紧急反应小组报告或消防队指令火势无法控制，紧急控制中心总指挥应指令部分或全部疏散Under the Commanders instructions, the Security staff at the Emergency Control Centre should:根据总指挥指令，紧急控制中心保安员应：a/switch on the general alarm;开启总报警b/turn on the evacuation message;开启疏散广播All Department Heads should immediately take up evacuation activities as stated in departments roles. 所有部门经理应立即根据部门规则实施疏散 Evacuation Departmental Roles 部门疏散规则 Security Department 保安部 All Security personnel should take instructions from the Security Manager orthe Assistant Security Manager.所有保安员接受保安经理或付经理指令 All Security personnel should remain at their post unless specially instructed to do otherwise.所有保安员未接到特殊指令不得离开工作岗位 Security guard at the driveway should ensure that the driveway is free from any obstruction that might hinder the entry of fire trucks or ambulances. 保安员确保车道畅通以便救火车或救护车通行无阻 Security guard at the driveway should also clear all cars parking in car park.保安员在车道清除所有停车场车辆 Security guards at various entrances should prevent the entry of unauthorized persons into the hotel, with the possibility of theft during the confusion.保安员在各出口严禁未经许可人员入内以便在混乱中防止偷窃 Security guard at the driveway should clear away all curious onlookers at the front of hotel by setting up barriers.保安员在车道疏散围观群众，做好围挡 Security personnel should assist in the evacuation of guests from the guest floors, direct them through the fire escape staircase and assemble at the park across the street or as directed by the Fire Brigade. 保安员应协助客人从楼层疏散，指引他们通过消防梯到马路对面公园集合或按照消防队命令指引Security personnel should control the crowd at the assembly point in an orderly manner.保安员在疏散集合地维持秩序控制人群 Housekeeping Department客房部 All Housekeeping personnel should take instruc
