项目提出的背景及由来1、项目提出背景现某公司氮氧车间合计共有四套空分装置,其中:老系统有二套空分装置,即FON160/600型二套(3#、4#塔);新系统有二套空分装置,即二工段KDON1500/2100型空分装置(为8PVC装置配套)和三工段KDON400/2100型空分装置(为8PO装置配套)。现存问题如下:(1)、公司新建及停车装置开车运行后,氮气用量缺口约2000Nm3/h。(2)、氮氧车间二、三工段美国英格索兰压缩机、美国库柏压缩机现无备机,生产装置存在停车风险。(3)、由于氮氧车间周围空气中含有腐蚀性气体,所以输送工业风和仪表风的空压机组、气动阀及相应管路等,因长时间缓慢腐蚀,而存在较大生产隐患。(4)、现输送工业风、仪表风的压缩机组由于大部分运行近30年,已达不到设计能力,造成工业风、仪表风输送压力较低,满足不了各装置的工艺需求,且备件费用及能耗较高。(5)污氮加热仍采用蒸汽加热,能耗较高。2、项目建设理由某公司是某市能源消耗大户,公司领导高度重视节能降耗工作,近年来公司实施的节能减排工作已经取得了很好的效果及明显的经济效益,。2006年7月6日,集团公司与某省经济委员会签订了“千家企业节能行动”责任书。为更好的完成节能目标及生产用氮、用风的连续稳定性,特建此项目。1.3 可研报告编制的依据、原则和内容1、编制依据:(1)中华人民共和国节约能源法及集团公司十一、五期间节能目标责任状。(2)化工建设项目可行性研究报告编制规定(3)九家知名企业提供的相关技术文件。(4)冶金工业出版社制氧技术2、编制原则:(1)按照资源综合利用、节约能源、提高社会效益及经济效益的总体思想。(2)采用先进成熟的节能技术、最大限度地降低能源消耗(3)采用先进可靠的工艺技术、工艺设备、自控仪表及工程材料,确保设计在技术上的先进性、经济上的合理性和操作上的可靠性。(4)严格执行国家、地方及主管部门制定的环保、职业卫生、安全生产、消防及节能设计规定、规范和标准。(5)采用各种切实可靠、行之有效的安全防范及处理措施,确保系统安全、长周期运行。本项目合理利用公司现有土地、技术研发力量,公用工程及辅助生产设施,最大限度节约项目建设投资。严格按照国家有关规定做好环保、消防及劳动安全卫生工作,确保国家、集团和个人利益得到有效保障。合理安排建设工程,做到早建设、早投产、早见效益。可行性研究报告编制内容为:根据国家有关化工行业建设和运行有关规范和环境保护要求,按照建设单位委托意见和国家对项目前期工作的内容要求,对某公司空分及供风装置节能技术改造工程的建设必要性、可行性进行分析论证;对项目技术方案、设备方案、工程内容、建设工期及进度等提出方案意见;对项目进行初步投资估算,提出项目财务分析意见,在此基础上做出研究结论。1.4 项目概况和主要经济技术指标(1)建设内容:在氮氧车间二工段原沈鼓空气压缩机位置,增设一台排气量为15600Nm3/h的压缩机和相应缓冲罐,污氮加热改电加热、同时在老空分3#、4#塔位置增设二套1000Nm3/h的制氮装置。(2)工期安排工程计划从2008年10月至2009年10月实施并完成,建设工期12个月。(3)投资估算本项目估算总投资为1125万元人民币,其中建筑工程费50万元,设备购置费1025万元,安装工程费30万元,其它费用20万元。(4)资金来源项目建设资金全部为建设单位自筹,占总投资额的100%。(5)经济效益该方案全部实施后,不但满足生产装置的用氮及工业风、仪表风需求,而且保证了生产装置连续稳定运行,同时每年可节约电费、蒸汽费用、停运空压机组的运行维修费约1368万元。1.5 建设单位基本情况某公司成立于1997年,由公司化工系列经营性资产组建而成,同年在深圳证券交易所上市。集团公司始建于1939年,是国家500强企业和全国18个大型化工生产基地之一,1996年改制为国有独资公司。五、六十年代作为中国最早的化工生产试验基地,有烧碱(水银法)、聚氯乙烯、氯化苯等16种化工产品首先在公司试验成功并进行工业化生产,曾被誉为“新中国化学工业的摇篮”。 公司占地面积450多万平方米,现有员工12353人,企业现有资产总值63.77亿元。公司以生产氯碱及有机化工产品为主,其主要产品有:烧碱、环氧丙烷、聚醚、氯化苯等。十年来,公司不断优化资产构成和产品结构,形成了以离子膜烧碱、环氧丙烷、聚醚三大引进装置为主的氯碱大工业化生产格局,实现了从老工艺、低效益向新技术、高附加值过渡。其中离子膜烧碱装置从日本公司引进,具有世界先进水平,总生产能力为30万吨/年,居国内前列。环氧丙烷、聚醚系列装置采用世界先进的氯醇法技术,环氧丙烷生产能力为12万吨/年,聚醚生产能力为11万吨/年。TDI作为生产聚氨酯的主要原料,具有广阔的市场前景和较大的利润空间。1.6 可行性研究的主要结论经与九家知名企业技术交流及多方咨询、论证,在氮氧车间二工段原沈鼓空气压缩机位置,增设一台排气量为15600Nm3/h的压缩机和相应缓冲罐,污氮加热改电加热、同时在老空分3#、4#塔位置增设二套1000Nm3/h的制氮装置。此方案可一举多得:1、解决了生产装置氮气用量缺口问题。2、解决了氮氧车间二、三工段压缩机无备机问题。3、新增的二套1000Nm3/h制氮装置,如按出氮质量99.95%计算。则需压缩空气9000Nm3/h,而富余的6600 Nm3/h 、0.85mpa压缩空气完全可做为工业风、仪表风输送,这样既满足了各装置的工艺需求,又改善了工业风,仪表风质量,同时相对延缓了空压机组的使用寿命及大量维修费用。4、输送工业风,仪表风在正常状况下,现运行六台空压机组,用量为9600 Nm3/h 、压力为0.6mpa。新增装置投入运行后,只需运行新增压缩机和一台2400 Nm3/h 的空压机组既可满足工业风,仪表风的用量需求,所以每年可节约电量约583万kw.h,折合标煤717吨。5、新增压缩机由于利用氮氧车间二工段现有60m高空取气塔取气,所以节省了部分投资。6、污氮加热改电加热后,每年可节约43960蒸汽吨,折合标煤5653吨。7、此项目实施完毕后可节约标煤6006吨。第二章 项目实施的必要性2.1 新增制氮装置技术方案的选择1、制氮方法及工艺说明纯净的氮气因无法从自然界中直接汲取,所以现主要采用空气分离法。空气分离法中包括:深冷法、变压吸附法、膜分离法。(1) 深冷法:此法是先将空气压缩、冷却,并使空气液化,利用氧、氮组分的沸点不同(在大气压下氧的沸点为90K,氮的沸点为77K),在精馏塔的塔盘上使气、液接触,进行质、热交换,高沸点的氧不断从蒸汽中冷凝成液体,低沸点的氮不断的转入蒸汽中,使上升的蒸汽中含氮量不断提高,而下流液体中含氧量越来越高,从而使氧、氮分离,得到氮气或氧气。此法是在120K以下的温度条件下进行的,故称为深冷法空气分离。(2)变压吸附法:变压吸附法即PSA法(Pressure Swing Adsorption),基于吸附剂对空气中的氧、氮组分选择性吸附而使空气分离得到氮气。当空气经过压缩,通过吸附塔的吸附层时,氧分子优先被吸附,氮分子留在气相中,而成为氮气。吸附达到平衡时,利用减压将分子筛表面所吸附的氧分子驱除,恢复分子筛的吸附能力即吸附剂解析。为了能够连续提供氮气,装置通常设置两个或两个以上的吸附塔,一个塔吸附,另一个塔解析,按适当的时间切换使用。(3) 膜分离法:膜分离法是利用有机聚合膜的渗透选择性,从气体混合物中分离出富氮气体。理想的薄膜材料应具有很高的选择率和渗透性。虽然膜分离法装置简单,操作方便,但工业应用还不广泛。2.2 深冷制氮与变压吸附制氮的技术经济比较(1)工艺流程比较变压吸附制氮流程简单,设备数量少,主要设备仅有空压机、空气干燥器、吸附制氮机和储气罐等。而深冷制氮流程复杂,设备数量多,主要设备有空压机、空冷器、空气净化干燥器、换热器、膨胀机和精馏塔等。(2)产品种类、纯度及制氮电耗比较深冷制氮不仅可以生产氮气而且可以生产液氮、液氧,满足需要液氮、液氧的工艺要求,而变压吸附制氮只能单一生产氮气。深冷制氮可制取纯度99.999%的氮气。氮气纯度受到氮气负荷、塔板数量、塔板效率和液空中氧纯度等限制,调节范围很小。因此,对于一套深冷制氮设备其产品纯度基本是一定的,不便调节。变压吸附制氮制取的氮气纯度一般在95%-99.9%范围内,如果需要更高纯度的氮气需增加氮气净化设备。氮气纯度只受产品氮气负荷的影响,在其他条件不变情况下,氮气排出量越大,氮气的纯度就越低;反之则越高。因此对于一套变压吸附制氮设备只要负荷允许,其产品纯度可以在90-99.9%之间任意调节。生产高纯度氮气(纯度在99.9%以上),深冷制氮与变压吸附制氮的单位电耗相差不大;但对于生产纯度较低的氮气,变压吸附制氮在单位电耗上有着明显的优势。(3)运行控制比较深冷法制氮设备不宜经常起、停,宜长时间连续运行。变压吸附法启动时60分钟内便可以获得合格的氮气产品,如果需要高纯的氮气,那么经过氮气净化装置,大约再用30分钟便可获得高纯氮气。现在深冷法制氮一般均采用先进的DCS(或PLC)计算机控制技术,实现中控、机旁、就地一体化的控制,可有效的监控整套设备的生产过程。变压吸附制氮采用智能化全自动控制,按钮即可进行氮气生产。(4)基建、设备、维修费用的比较变压吸附制氮设备数量较少,基建费用低,对厂房和设备基础要求也不高。深冷制氮设备较复杂,安装要求高且周期长,并且保冷箱和保冷材料(珠光砂)需要大量资金,基建投资高。变压吸附制氮本身较简单,运转机械数量少,近似常温常压下操作,维修保养工作量少,费用低。而深冷制氮在低温下运行,运转机械较复杂,所以维修费用及保养时间均比变压吸附制氮多。(5)、方案选择基于上述各方面因素,选择变压吸附制氮装置。第三章 建设方案1、土建部分主要是变压吸附制氮装置、空气压缩机、空气缓冲罐、空气过滤器、电加热器及水过滤器的基础。2、管路及设备安装管路连接见工艺流程简图。第四章 技术与设备方案4.1 工艺流程简述新建工程投入运行后,停运五台输送工业风、仪表风的空压机组(备用状态)、停运四台污氮蒸汽加热器。运行二工段KDON1500/2100型空分装置(为8PVC装置配套)、三工段KDON400/2100型空分装置(为8PO装置配套)及二套1000Nm3/h变压吸附制氮装置,同时运行新增压缩机和一台2400 Nm3/h 的空压机组既可满足生产装置氮气、氧气、工业风,仪表风的用量需求。且三台空分装置压缩机可互相备用。4.2 主要设备序号设备名称主要参数数量1变压吸附制氮装置1000Nm3/h、出氮质量99.95%。二套2空气压缩机排气15600 Nm3/h、压力0.85mpa、1950kw。一台3空气缓冲罐40 m3一套4电加热器170 kw四台5空气过滤器30000Nm3/h一台6循环水精密过滤器400m3/h一台4.3 项目节能量的测算及监测方法1、项目节能量的测算(1)节约电量折合标煤数六台输送工业风,仪表风的空压机功率合计为2200KW, 如新增设的压缩机只为二套1000Nm3/h变压吸附制氮装置服务,则功率为920KW即可满足要求,那么运行总功率为3120KW(不含二工段KDON1500/2100型空分装置、三工段KDON400/2100型空分装置)。经过借鉴青岛石化公司运行方式及相关技术改造,新增设的压缩机不仅为二套1000Nm3/h变压吸附制氮装置服务,同时将富余的6600 Nm3/h 、压力为0.85mpa的压缩空气完全可做为工业风、仪表风输送,这样既满足了各装置的工艺需求,又改善了工业风,仪表风质量,同时相对延缓了空压机组的使用寿命及大量维修费用。此种运行方式总功率为2450KW。节约电量折合标煤数:3120 KW2450 KW670 KW670 KW8700h583万kw.h折合标煤:583万kw.h1.229吨/万kw.h717吨折合费用:583万kw.h0.53元/ kw.h309万元(2)节约蒸汽折合标煤数:电加热器投入运行后,每年需消耗电量;170KW28700h296万kw.h折合标煤:296万kw.h1.229吨/万kw.h364吨依据蒸汽表计量,每年四台污氮加热器蒸汽用量43960吨,折合标煤5653吨。节约标煤数:5653吨364吨5289吨折合费用:43960吨200元/吨879万元(3)项目节能量项目节能量为:5289吨717吨6006吨项目节约折合总费用(含停运空压机组的运行维修费):879万元309万元180万元(停运空压机组的运行维修费)1368万元2、监测方法表计量及运行日报表。第五章 环境保护5.1 项目环境控制及保护依据(1)环境空气质量标准(GB3095-1996)二级标准(2)地表水环境质量标准(GHZB1-1999)类水质标准(3)城市区域环境噪声标准(GB3096-1993)二类标准(4)大气污染物综合排放标准(GB16297-1996)二级标准;(5)某省污水与废气排放标准(DB21-60-89)新扩改二级标准;(6)污水综合排放标准(GB8978-1996)二级标准;(7)烧碱、聚氯乙烯工业水污染物排放标准(GB15581-95)二级标准;(8)某省工业固体废物污染物控制标准(DB21-777-94);(9)工业企业厂界噪声标准(GB12348-1990)类标准5.2 环境现状及主要污染物本项目建于公司老厂区内,公司公司现有三废排放和环保治理情况:(1)废气公司公司现有废气排放源20个,主要是烧碱装置、环己酮装置、聚氯乙烯装置、环氧丙烷装置尾气及新老热电厂的烟道气。年排放废气量约为519060.82万立方米。主要污染物有SO2、NOx、烟尘、Cl2、HCl、总烃、氯乙烯等。(2)废水公司公司现有装置年外排废水量约为1080万吨。其中污染浓度较高的废水为1158.1t/h,占废水排放总量的85.83%。(3)废渣公司公司现有生产装置排放废渣主要为水淬渣、粉煤灰、聚醚渣、盐泥等共有28.28万吨。其中化工类渣17.18万吨,占60.75%,炉渣11.1万吨,占39.25%。公司废渣利用率约64.78%。(4)噪声公司每年对厂区及生活区采用500500m网格法进行环境噪声监测,监测结果表明基本满足工业企业厂界噪声标准(GB12348-90)中类标准和城市区域环境噪声标准(GB3096-93)中类标准的要求。5.3
