INTRODUCTION 介绍The purpose of this plan is to provide an overview of the strategy the Contractor will implement to successfully execute the construction phase of the CSPC Nanhai LOP Project. 本方案旨在提供一个承包商施工策略的总体概述,承包商将实施此策略以便成功地完成CSPC南海LOP项目的施工。2.CONSTRUCTION EXECUTION POLICY 施工实施政策Safety 安全The primary goal of the CSPC Nanhai LOP Project, is the safety of all the parties that participate in the construction effort. The Contractor firmly believes that a zero incident/accident rate is achievable if the construction force is provided the proper tools, i.e. education and training, to safety execute the project. Through education and training, the work force will be made aware of the hazards associated with constructing a facility of this magnitude and how to avoid and deal with them in a safe and productive manner. This objective will be achieved through the strict implementation of the Contractors HSE Management System. The HSE Management System provides the necessary guidelines, requirements and controls to create an incident/accident free environment. Previous experience and recent developing Chinese industries has demonstrated the skill level and capabilities of the Chinese workforce, which greatly reduces the need to import skilled labor resources. We feel confident in the overall ability of the Chinese workforce and know that they are capable of supporting the construction effort in regards to safety, quality and schedule. However, due to the sheer magnitude of the CSPC Nanhai LOP Project, the importation of a limited number of skilled labor cannot be avoided. On a project of this magnitude, it is not reasonable to believe that unforeseen obstacles will not be presented that must be overcome. It is our intent to ensure that every member of the construction team is fully aware of the valuable contribution they can provide to the project. HEALTH, SAFETY AND ENVIRONMENTAL (HSE) 健康、安全和环境(HSE)In pursuit of our goal to execute the CSPC Nanhai LOP Project with a zero incident/accident rate, our first objective is implement our HSE policies and procedures as outlined in the Field Safety Plan S-000-1654-0001 and in accordance with the project HSE program. This plan will provide the basis for safety throughout the project. 为了实现我们在CSPC南海LOP项目中的零事故的目标,我们将执行现场安全方案S-000-1654-0001中规定的HSE政策和程序,以及项目HSE程序。这个方案是项目安全施工的基础。Prior to entering into the construction site, each Subcontractors and staff employee will attend safety induction training in accordance with HSE Procedure/ Training, S-000-1654-0037. At this time, employees will be made aware of the Contractors expectations in regards to safety. The structure of the training is such that it addresses all the areas of construction while providing specific guidelines, requirements, and controls that must be observed at all times by each employee. 在进入施工现场之前,根据HSE程序培训S-000-1654-0037,每个分包商和其员工都将参加安全入门培训。在培训中,员工们将了解承包商关于安全方面的期望。培训将涉及施工的所有区域,同时提供给每个员工在所有时侯都必须遵守的具体的指导、要求和控制。The HSE Procedures include a medical emergency response and first aid facility. This facility is designed, staffed and outfitted with the equipment necessary to adequately serve the project needs in accordance with the project HSE program. The plan such as mobilization of ambulance addresses the temporary facilities that will be established and maintained to assure the health and safety of each employee. A procedure using local hospital and in case of serious injury treatment is separately prepared in related HSE program. HSE程序包括一个医疗应急反应和急救队。急救队设计和配备了必要的设备和人员,根据项目HSE程序充分服务于项目的需要。为保证每个员工的健康和安全,在建立和维护的临时设施中将派驻救护车。地方医院的使用程序和严重伤害处理程序分别在相关HSE程序中作了规定。Environmental control has an important role in establishing a construction project that is conducive to human safety as well as safe-guarding the surrounding environment. This takes into account, not only the need to maintain a clean and orderly construction site, but also monitor equipment emissions, prevent spills, provide erosion/sedimentation control and action repairs as required to protect the environment. The HSE Management System in attached list (List-1) addresses the methods and requirements for disposing of aqueous effluents and solid waste such as construction trash and garbage. The disposal of wastes will be coordinated together with PMC/COMPANY through the local authorities and proper handling measures will be utilized. If an employee is given a specific task that he/she feels cannot be executed in a safe manner without additional safety measures being taken; they are charged with addressing their concerns with their immediate supervisor. If their immediate supervisor provides an unsatisfactory response, or they are still unsure of the proper level of safety that is required, they are empowered to address their concern to the HSE Section and construction manager. Safety is a Line Supervisor/Line Managers responsibility supported by the HSE Group. Site Manager is responsible for ensuring that pertinent individuals participate. The HSE manager is responsible to ensure that employees required to perform risk assessments have received the training required to properly perform assessments. The Site HSE manager is responsible for conducting audits to ensure compliance by Contractor supervision. The HEMP process, affords an effective method for identifying hazards, assessing the risks associated with each hazard and the consequences that can be expected as a result of each hazard.现场经理最终负责确保危险和影响管理程序(HEMP)的实施,此程序的基础是CSPC/PMC危险和影响管理程序。现场经理有责任确保相关人员参加。HSE经理负责确保被要求进行风险评估的员工接受进行适当评估所必要的培训。现场HSE经理负责进行审计确保承包商监督员达标。HEMP程序提供了识别危险、评估每种危险的风险和将会产生的结果的一个非常有效的方法。Planning and procedures for HSE management are developed taking into consideration the HEMP process. This plan provides for audits, corrective action and continual improvement in construction methodology. The HEMP process provides the Contractors Management with a valuable tool for assessing the overall management system utilized on site. Safety Training Program S-000-1654-0037 contains a training matrix that indicates the minimumtraining requirements for each position on site. The HSE Manager will work with site supervision to ensure the training provided is adequate to meet the job requirements.
