The detail descriptions of the HSSE goals pls see the SEP, section 我们的目标简言之：零事故、零伤亡、环境零破坏。HSSE目标详见SEP章节政策、目标及承诺。All programs in the manual are the guideline during performing the site safety management. The manuals goal is to provide the operable index. 本手册中所有计划在现场安全管理时须作为指南使用。本手册目标就是提供可操作性指导内容。2 SCOPE范围All actions in our project should be compliable the manuals principle. All contractor and subcontractor should comply with the manual contents. Management believes safety can no longer be viewed as a priority that can be ranked in a vertical order of importance but must be looked upon as a value that is inherent in every part of our operation. Further, we believe our most important assets are the people who perform the work and nothing is more important than providing a safe and healthful environment in which to work.本项目所有活动开展必须符合安全手册原则要求。所有承包商和分包商必须遵照手册内容。管理层认为，安全不再是被列为前后次序的优先权问题，而是在我们运行操作中具有与生俱来的某种价值观念。另外，我们认为最重要资产是人员，是他们来执行工作，没有比提供一个安全健康的工作场所更为重要的了。In carrying out this policy, it is clear the only acceptable level of performance is to be “Incident & Injury Free” on all of our projects each and every day. We believe that such performance is achievable with full commitment and diligent effort by each and every employee in the business unit.在政策落实时，我们唯一能接受的水平很明确就是我们的项目每天都是“零事故、零伤害”。我们认为通过我们每位员工的勤奋努力及全面承诺，这样的表现和水平是可以达到的。3 RESPONSIBILITIES责任Supervision and personnel will use the AA Project Safety Manual as well as the YPC Corporate Safety Manual, Federal/State Regulations, BPs safety standards and other information provided as the job progresses to achieve the objectives set forth above. 管理人员通过使用项目准备安全手册，及YPC公司安全手册、国家、地方规定、BP安全标准，及其他要求等，在工作进展过程中达到上述目标规定。Safety instruction/training and careful supervision of personnel are essential to the success of the safety program. Most accidents can be prevented by the enthusiastic support of the safety program.安全指令、培训，及人员监督等对安全计划的成功实施至关重要。对安全计划的热衷支持，大部分事故就可避免发生。Project Management and Supervision must ensure that:项目管理层和管理人员必须确保：3.1 Construction Management provides sufficient resources and training where required to ensure a high level of HSE performance and to foster HSE awareness and responsibility. 施工管理层应提供充足的资源和培训，确保达到高水平的HSE业绩，强化HSE意识和责任。3.2 Make HSE excellence an uncompromising value in the design, construction, operations/maintenance, and management of our projects. 在项目设计、施工、运行、维护，及管理中，时刻体现HSE的价值观念。3.3 Support efficient development and use of natural resources and practice conservation of these resources. 有效开发和利用自然资源，对资源进行保护。3.4 Management, staff and supervisory personnel set the stage for “Incident Free” performance by their commitment and way of being about safety. 管理层、员工及专业管理人员应做出承诺及良好表现，确保“零事故”。3.5 Personnel in these positions must be accountable for uncompromising support of the process and must never present any circumstance as an exception to their commitment.处于这种岗位上的人员必须严格遵守承诺，不得违背。3.6 Each position or person has the respective responsibility in the HSSE. The detail description see the SEP about post responsibility section. 每个岗位及个人都有各自的HSSE责任要求。具体描述见SEP（安全执行计划）责任划分。4 OBJECTIVES目标We will maintain a prevention-based process for HSSE that results in this Project being successful in the safe engineering, construction, operation and maintenance of our Project. Management recognizes its responsibility for promoting the highest standards of HSSE and is committed to developing and maintaining appropriate systems, procedures and plans to achieve the mission and objectives of this policy.
