技术贸易壁垒对黑龙江省进出口贸易的影响与对策.doc

摘 要随着贸易自由化和全球一体化的不断深入，在国际贸易领域，高关税和配额限制已成历史，世界各国都采用非关税壁垒方式来保护本国的利益，技术性贸易壁垒正是这种非关税壁垒的重要表现方式之一。近年来技术贸易壁垒逐渐演变成标准壁垒、绿色壁垒等一些新的形式，这种形式对我国的出口，尤其是农产品出口产生了阻碍作用。农产品是黑龙江省主要的出口产品，随着黑龙江省农产品的出口的总额不断增加，出口所遇到的技术性贸易壁垒也越来越多，技术性贸易壁垒严重影响了黑龙江省农产品的出口增长率，为此本文提出了“技术性贸易壁垒对黑龙江进出口贸易的影响与对策”这一论题。国内外对技术贸易壁垒的方法和研究成果基础之上，本文对技术性贸易壁垒部分进行了深入探究，重点阐释技术性贸易壁垒的概念、特征，技术贸易壁垒形成的原因，以及技术性贸易壁垒的新特征；本文对黑龙江省农产品出口遭遇的技术性贸易壁垒的现状进行了分析，分析了黑龙江省农产品出口的的现状，尅龙江省农产品在于技术性贸易壁垒的原因以及黑龙江省农产品遭遇技术性贸易壁垒的现状着重，分析了黑龙江省农产品遭遇技术性贸易壁垒的现状；本文结合技术性贸易壁垒的概念、黑龙江省农产品出口的现状、黑龙江省农产品出口面临的主要技术性贸易壁垒等情况，分别分析了标准准壁垒和绿色贸易壁垒对黑龙江省农产品出口产生的实际影响，并通过大量收集相关数据，分析两种贸易壁垒形式对黑龙江省农产品出口产生的影响。本文提出了黑龙江省农产品出口跨越技术性贸易壁垒的对策，目的是为了促进黑龙江省农产品出口的快速发展。关键词：技术性贸易壁垒；农产品；标准壁垒；绿色壁垒AbstractAlong with the trade liberalization and global integration deepening, in the field of international trade, high tariff and quota restrictions have become history, all countries in the world adopt non-tariff barriers to protect their own interests, technical barriers to trade is one of the important manifestations of this non tariff barrier type.
