关于澳大利亚检疫检验局调整进境货物植物包装随附单证有关要求的说明近日，澳大利亚检疫检验局（AQIS）官方网站发布行业通报（Notice to Industry 23/2009），对原有输澳货物植物包装随附单证要求进行了部分调整，并将于2009年8月1日起实施。为确保我输澳贸易正常进行，经与澳方多次沟通确认，现就有关问题说明如下：一、关于胶合板制成的包装需要强制处理问题。由于新规发布后收到大量来自外界的评议意见，AQIS决定对这些评议意见进行评估，并取消实施该项调整。同时，AQIS将继续延用现有规定，接受胶合板加工声明。具体情况及有关要求请参见附件（Notice to industry 382009）。二、对输澳货物木质包装，须按木质包装国际植物检疫措施标准（ISPM15）进行检疫处理并加施IPPC标识，AQIS不再接受检疫处理证书。三、关于包装年度声明（Annual Packing Declaration）的理解问题。APD应由包装企业出具，适用于长期（一年以上）向特定的出口商和进口商提供相同包装种类的情况。APD如经AQIS认可，将持续一年有效。该项规定调整后，包装企业可不必为每一批出口货物出具包装声明。此外，据澳方介绍，通报中还要求所有实施熏蒸处理的输澳货物随附的熏蒸证书，必须符合AQIS溴甲烷熏蒸标准附件5有关规定，或者在证书上注明以下任意一条声明：1. 该批货物中未使用塑料包裹；2. 该批货物在使用塑料包裹前实施熏蒸处理；3. 该批货物中使用的塑料包裹符合AQIS溴甲烷熏蒸标准中关于包裹和穿孔的规定。澳大利亚官方就中方关注问题正式答复意见1. What is the meaning of “Annual Packing Declarations”? Annual Packing Declarations cover the same information as consignment specific Packing Declarations. Often a packer/supplier will pack consignments for a particular exporter and importer using the same packaging materials. In such cases, the importer may present a completed Annual Packing Declaration to their local AQIS office for endorsement. For example, the packer/supplier may pack every consignment so that: it contains no prohibited packaging material it uses timber packaging/dunnage which is marked in compliance with ISPM15 and is free from bark it is in an unlined container which is free from material of animal and/or plant origin. Once endorsed, this Annual Packing Declaration may be used for 12 months from the date of issue by the packer/supplier. According to the new rule in which “Packaging and dunnage made from plywood/veneer must be declared as timber packaging and is subject to mandatory treatment” please provide advice on who conducts the treatment and if the treatment certificate is issued after treatment. Please also advise whether packaging and dunnage made from plywood/veneer and thus regarded as timber packaging must comply with ISPM 15. Please note that this new rule has been withdrawn and no longer applies. AQIS has received a number of submissions regarding the treatment requirements for plywood/veneer packaging. Until the issues raised in these submissions have been considered in full, AQIS will continue to accept newly manufactured plywood/veneer statements (as currently required). Notice to Industry 38/2009 refers. Documentation that meets AQIS requirements for packaging material made from newly manufactured plywood/veneer will continue to be accepted (providing the documentation also meets the manufacturers declaration requirements as outlined in the Minimum Documentary Requirements Policy and summarised below). All documentation presented to AQIS as part of the import process must be: complete, legible and in English free from erasures and non-certified alterations on manufacturers letterhead including company name and address signed by a representative of the body issuing the document and dated valid (i.e. manufacturers declarations must be less than 6 months old) linked to the imported consignment by a unique identifier eg. container number. In addition, documentation for packaging material made from newly manufactured plywood/veneer must include: identification of the country of manufacture the date of manufacture a statement that the plywood/veneer has not been pre-used. Finally, the plywood/veneer must have been manufactured: within 3 months of export from China and all countries excluding Fiji, Indonesia, Malaysia, Philippines, Singapore, Thailand, Vanuatu and Western Samoa or within 21 days of export if the plywood/veneer has been manufactured in Fiji, Indonesia, Malaysia, Philippines, Singapore, Thailand, Vanuatu or Western Samoa. The new requirements state that all treatment certificates issued for fumigations using methyl bromide must include a Plastic Wrap Declaration. Grateful AQIS provide AQSIQ with an example certificate. AQIS confirms that all treatment certificates issued for methyl bromide fumigation must include a plastic wrap declaration. For treatment providers that are registered under AFAS, treatment certificates must include the information required by Appendix 5 of the AQIS Methyl Bromide Fumigation Standard. For treatment providers that are not registered under AFAS, treatment certificates must either include information required by Appendix 5 of the AQIS Methyl Bromide Fumigation Standard or one of the following Plastic Wrap Declarations: “Plastic wrapping has not been used in this consignment” “This consignment has been fumigated before application of plastic wrapping”; or “Plastic wrapping used in this consignment conforms to the AQIS wrapping and perforation standard as found in the AQIS Methyl Bromide Fumigation Standard”. Any one of the above 3 Plastic Wrap Declaration statements may be added in treatment certificates. However with China working to implement AFAS, AQIS recommends AQSIQ use the statements required by Appendix 5 of the AQIS Methyl Bromide Fumigation Standard.
