兰州理工大学留学生手册（试行）（中英文本）兰州理工大学国际合作处二一一年八月目 录兰州理工大学留学生学籍管理办法Lanzhou University of Technology (LUT) Administrative Regulation of International Students Enrollment Status兰州理工大学留学生凭汉语水平证书入学及毕业的规定Lanzhou University of Technology (LUT) International Students Admission & Graduate Regulation on Chinese Proficiency Certificate (HSK)兰州理工大学留学生法律手续须知Notice for Applying Residence Permit, Visa, Changing Address, Travel Permit, Applying a New Passport or Residence Permit when Lost and Renting an Apartment (House) 兰州理工大学留学生入学生活指导The Guide of Living at LUT兰州理工大学留学生公寓管理规定Administration Regulations on Accommodation for International Student Apartment兰州理工大学留学生学籍管理办法第一章 总 则 第一条 本办法主要适用于在兰州理工大学学习的来华留学本科生和研究生，语言生、预科生和短期交流生参照本办法执行。第二章 录 取第二条 兰州理工大学严格按照教育部下达的录取条件和要求录取留学生。第三条 凡发现录取学生所提交材料与本人不符者，应按规定立即离境回国。第三章 注 册第四条 体检1.留学生来华前要按照外国人体格检查纪录的内容在本国检查身体。到校后，学校将组织留学生持外国人体格检查纪录到甘肃省出入境检验检疫局办理认证。2.无外国人体格检查纪录或个别项目不合格者，须重新在甘肃省出入境检验检疫局接受体格检查。3.留学生也可持学校介绍信、护照、照片（1张)、本国体检材料自行去甘肃省出入境检验检疫局认证和体检。 4.体检合格或认证通过、交清学费、注册以后拥有在校学籍。5.体检不合格者，应按规定立即离境回国。第五条 留学生来华后若发现患有精神病、麻风病、艾滋病、性病、开放性肺结核5种疾病中任何一种中国法律规定不准入境的外国人疾病者，应立即离境回国，学校不予注册报到。回国费用自理。第六条 在校留学生必须于每学期开学之前，在规定的时间内凭学费付费单到所在院 (系)办公室办理注册手续，以取得本学期的学习资格。留学生因故不能如期注册者，必须履行请假手续，否则以旷课论。未经请假逾期2周不注册的，按自动退学处理。 留学生未经注册，不得参加学校的各项教学活动。第四章 教学培养第七条 留学本科生的培养管理按照兰州理工大学外国留学本科生培养管理暂行办法执行。留学研究生的学籍管理按照兰州理工大学外国留学研究生培养管理暂行办法执行。 第五章 申请变更专业第八条 凡在兰州理工大学学习的外国留学生，原则上不予变更专业。如有特殊原因确需调整学习专业的，留学生本人须向学校提出书面申请，国际合作处与有关院（系）及教学主管部门协商并签署意见，报主管校长批准。第六章 请假、休学和复学第九条 留学生在学习期间患病，应在学校医院就诊。必要时，由学校医院介绍转入指定合同医院治疗。所有留学生须在学校指定的保险公司购买医疗保险，超出医疗保险赔付金额的部分由留学生自理。第十条 留学生患有严重疾病须休学回国治疗。 第十一条 留学生应自觉遵守学习纪律。如因病、因事不能上学，应办理请假手续。1.因病请假，需有医生证明，并及时报告任课教师和班主任老师。因病请假，5天以内，由留学生所在学院批准并报国际合作处备案。5天以上，由留学生所在学院报至国际合作处批准。2.留学生因事请假不得超过5天。因事请假，3天以内，由留学生所在学院批准并报国际合作处备案。3天以上，由留学生所在学院报至国际合作处批准。 3.凡未履行有效请假手续而缺课者，均以旷课处理。4.留学生享受我国的节假日及学校的寒暑假。第十二条 留学生有下列情况之一者，应予休学，休学期限不超过1学年。1.因病经指定医院诊断，须停课治疗、休养占1学期总学时 1/3以上者。2.一学期因请假缺课超过该学期总学时1/3。 3.因某种特殊原因，学校认为必须休学者。 第十三条 留学生因病、因事一段时间不能继续在华学习者，学生本人持书面申请和医生证明，到国际合作处办理休学手续。经国际合作处批准后，办理离校手续，并发给休学证明。第十四条 留学生如要求在休学期间保留原住房，须将房租在离校前一次付清(其金额=单日房价50%休学天数)。如留学生不能按时复学，国际合作处将妥善处理房中物品，并将住房安排给他人使用。第十五条 因服兵役而休学的留学生，在本校学习不满2年者，不能休学；学满2年后，经本人提供相关证明，国际合作处确认后，最长可休学3年。留学生在校期间休学只限一次。 第十六条 留学生休学前所获学分，自休学之日起保留1 年（因服兵役而休学者可保留3年）。第十七条 休学者凭休学证明按规定时间复学。复学前应申请办理X签证。返校后到国际合作处办理复学手续。 第十八条 因病休学的留学生要求复学，应在休学期满1个月前将身体恢复健康的医院证明寄国际合作处，经校医院审核后，发出复查通知书。留学生须按规定时间持复查通知书来校复查，复查合格者通知复学，不合格者须立即离境，其费用自理。 第十九条 因事休学者要求复学，须在休学期满2个月前，向所在院（系）提交复学申请。并经指定医院健康检查，方可复学。 第七章 转 学第二十条 参照中国政府关于留学生转学的相关规定执行。 第八章 退 学第二十一条 留学生有以下情况之一者，应予退学： 1.不论何种原因，在校学习时间超过规定学制2年者(因服兵役而休学者顺延)；2.休学期满不办理复学手续者；3.复学经体检不合格者；4.意外伤残无法继续学习者；5.本人申请退学者；6.未请假连续2周末参加学校规定的教学活动者；7.其它符合兰州理工大学留学生教育管理规定中退学条件的。第二十二条 退学学生发给退学证明，并根据学习年限发给肄业证书（至少学满1年）；未经学校批准，擅自离校的学生不发给肄业证书和退学证明。第二十三条 退学学生一经批准须在2周内办理相关手续离开学校。第二十四条 对退学处理有异议，可在接到学校退学通知之日起5个工作日内向学校提出书面申诉。第九章 毕 业第二十五条 符合兰州理工大学外国留学本科生培养管理暂行办法和兰州理工大学外国留学研究生培养管理暂行办法条件的留学生允许按期毕业。第二十六条 允许学生在修满学分后提前毕业。允许学生因特殊原因滞后毕业，滞后时长不得超过2年 （因服兵役而休学者顺延）。第十章 附 则第二十七条 本办法由国际合作处负责解释。Lanzhou University of Technology (LUT) Administrative Regulation of International Students Enrollment StatusChapter 1 General RuleArticle 1 This regulation is mainly applied in the international undergraduate and graduate students who study at Lanzhou University of Technology. Students who learn Chinese, preparatory students and short-term exchange students can refer to this regulation.Chapter 2 AdmissionArticle 2Lanzhou University of Technology admits International students according to admission conditions and requirement made by the Ministry of Education of the Peoples Republic of China. Article 3An international student whose application materials are found inconsistent with the truth will be required to leave China within a time limit.Chapter 3 EnrollmentArticle 4 Physical Examination 1. International student shall take physical examination according to Physical Examination Report for Foreigner in his own country before entering China. The university will organize International students to verify the results in Entry and Exit Inspection and Quarantine Bureau of Gansu Province after they enter LUT.2. The student without Physical Examination Report for Foreigner or is unqualified on some items shall retake physical examination in Entry and Exit Inspection and Quarantine Bureau of Gansu Province. 3. International student may take physical examination or verify the result in Entry and Exit Inspection and Quarantine Bureau of Gansu Province by himself with certification, passport and photo. 4. After paying off the tuition and finishing the enrollment, the student who is qualified with Physical Examination can get LUT students status.5. International student whose physical examination is unqualified shall leave China within a time limit according to related regulation. Article 5International student who is diagnosed as suffering from diseases that are not permitted to enter China under Chinese laws and regulations will be required to leave China (suffering from mental disorder, leprosy, AIDS, venereal diseases, contagious tuberculosis or other infectious diseases). University will not enroll the student. The cost of international traveling expenses will be borne by the student himself. Article 6International students shall go through the school registration procedure before the start of each semester in the set time. International student who is unable to register in the set time due to some reasons shall ask for leave from the university; otherwise, it will be treated as absence. If students registration time is 2 weeks overdue without application for leaving, he would be treated as termination from university. A student who has not registered is not allowed to attend the classes and activities of the university.Chapter 4 Teaching and TrainingArticle 7The teaching and training of International undergraduate students is subject to “Lanzhou University of Technology Undergraduate Students Temporary Administrative Training Regulations”; that of graduate students is followed by “Lanzhou University of Technology Graduate Students Temporary Administrative Training Regulations”.Chapter 5 Application for Change of MajorArticle 8International students who study at Lanzhou University of Technology are not allowed to change theirs majors in principle. Those who need to change majors due to special reasons shall submit a written application to International Office and the respective school. International Office, the respective school will take a discussion and give their 0pinions and ask the approval of the president of the university Chapter 6 Application for Leave, Suspension and Reinstatement of StudyArticle 9International student who gets diseases during his study period shall be treated at universitys hospital. If it is necessary, the university will transfer the student to the designated hospital. International student must purchase health insurance from the designated insurance company and shall bear the other cost beyond the scope and standard of health insurance.Article 10International student who suffers from serious diseases shall suspend their studies and take treatment in their own countries. Article 11International students shall observe the universitys discipline. If a student is unable to attend the classes due to sickness or private affairs, the student shall take an application for leave.1. In case of sickness, the student shall submit a medical certificate from the respective doctor and inform the teacher and class advisor promptly. The respective school is entitled to give a leave for 5 days or less and inform the International Office; the respective school shall submit the application for leave for more than 5 days to the International Office for permit. 2. International students are not allowed to ask for leave for more than 5 days due to private affairs. In case of private affairs, the respective school is entitled to give a leave for 3 days or less and inform the International Office; the respective school shall submit the application for leave for more than 3 days to the International Office for permit. 3. International student who miss a class without permission will be treated as absentee. 4. International students enjoy public holidays of China and summer and winter vacations. Article 12International students with one of the following circumstances are allowed to the suspension of their studies. The period of suspension can not exceed 1 year. 1. Those who have been diagnosed with some diseases have to stop their classes for the necessary treatment, whose time duration exceeds 1/3 of a semester. 2. Those who leave exceeds 1/3 of semester according to attendance record 3. Those who be regarded as the students need to suspend of studies by university due to special reasons. Article 13International student who need to suspend his study due to sickness or private affairs shall submit a written application or medical certificate to the International Office. With the approval of university, the students shall take leaving procedure and get the suspension certificate. Article 14International student who suspends study and requests to retain dormitory shall pay the accommodation fee before leaving university in full (Amount = accommodation fee/day50%number of leaving days). If the student is unable to reinstate the study on time, International Office will deal with the items in the room in proper way, and provide the room to other students. Article 15International students who apply for suspension of study due to military service cannot get the permission for suspension if he hasnt studied for two years at university. After studying for two years, the student may submit the related certificate to International Office for confirmation. This kind of suspension may prolong to 3 years at most. The International students are allowed to apply for suspension once at university.Article 16The credits that International student gets before his suspension shall be remained for 1 year. (the credits suspension due to military service shall be remained for 3 years) Article 17International student who suspends his study shall reinstate on time with the suspension permission. Before reinstatement, the student shall apply for X visa. The student shall take the reinstatement procedure at International Office after coming back to university. Article 18International student who suspends his study due to sickness shall submit medical certificate to the International Office to testify 1 month prior to the time when he applies for reinstatement. The university hospital will send reexamination form to the student after reviewing the medical certificate. The student shall retake the physical examination on time at university. The student whose result is qualified can get the reinstatement notice; the students whose result is unqualified shall return to his own country and bear all the costs. Article 19International student who suspends his study due to private affairs shall submit an application to respective school 2 months prior to the time when he applies for reinstatement, and shall get the qualified physical examination result. Chapter 7 TransferArticle 20International students shall follow the Chinese government regulations to apply for transfer. Chapter 8 Terminate StudiesArticle 21The International students under one of the following circumstances shall terminate their studies: 1. Those exceed two years of the length of schooling of their major regardless of any reasons. (excluding the military service) 2. Those dont apply for reinstatement when their suspension permissions are expired. 3. Those who apply for reinstatement are unable to pass the Physical Examination 4. Those are unable to continue their studies due to some disabilities caused by unexpected accidents. 5. Those apply for termination of their studies. 6. Those have not participated in the classes for 2 weeks without the permission for leave. 7. Those meet the termination conditions of “Lanzhou University of Technology Education Administrative Regulation of International Students. Article 22International student who terminates his studies will be issued with a Study Certificate (study duration at least one year). The student who leaves the school without the permission of the university shall not be issued any study certificate. Article 23 International student shall leave the university within two weeks after the completion of his termination procedure. Article 24Any objection of the decision of termination can be complained within five working days from the date of the universitys written notice.Chapter 9 GraduateArticle 25International students who meet the requirements of “Lanzhou University of Technology Undergraduate Students Temporary Administrative Training Regulations” and “Lanzhou University of Technology Graduate Students Temporary Administrative Training Regulations” can graduate.Article 26International students are allowed to graduate early after completing the required credits. International students are allowed to delay their graduation for special reasons. The delay period can not exceed 2 years (excluding the military service).Chapter 10 Supplementary ProvisionsArticle 27International Office is entitled to explain the articles of this regulation. 兰州理工大学留学生 凭汉语水平证书入学及毕业的规定根据国家教委关于外国留学生凭汉语水平证书注册入学的规定 (教外来【1995】 668号)、中国汉语水平考试(HSK)办法 (国家教委令第21号)及中国普通高等学校接收外国留学生有关文件的精神，特制定兰州理工大学留学生凭汉语水平证书注册入学及毕业的规定。 第一条 凡申请攻读兰州理工大学本科、研究生学位的留学生均须参加汉语水平考试 (HSK)并获得相应合格等级的汉语水平证书，方可申请正式进入专业学习。 第二条 本科、研究生专业进入专业学习所须达到的最低合格等级证书为初等C级（三级)；中国政府奖学金留学生进入专业学习所须达到的最低合格等级证书为中等A级（四级)。第三条 未参加汉语水平考试(HSK)或未获得初等 C级(三级)证书的外国学生可向兰州理工大学申请参加汉语补习。第四条 持有上述HSK水平有效合格等级证书并符合其他兰州理工大学留学生入学条件者，可向兰州理工大学提出直接进入本科、研究生专业学习的申请。 第五条 奖学金生汉语补习时间为1年(即入校第1学年)。1年期满，汉语水平考试(HSK)仍未获得中等A级（四级)者，按照国家留学基金委相关规定转为试读生进入专业学习。第六条 兰州理工大学接受硕士或博士学位教育的外国人。攻读理工科专业(含管理学类)学位的硕士及博士留学生毕业时汉语水平须达到中等A级(四级)。第七条 攻读兰州理工大学本科、研究生学位的留学生:(一) 教学语言为汉语的，依照本规定执行；(二) 对经教育部审核批准教学语言为外语的，不作统一规定。但学位论文一般使用汉语，其中论文摘要必须使用汉语。 第八条 本规定自下发之日起执行。第九条 本规定由国际合作处负责解释。Lanzhou University of Technology (LUT) International Students Admission & Graduate Regulation on Chinese Proficiency Certificate (HSK)According to the “HSK Regulations on International Students Enrollment” of the Ministry of Education, “Regulations on Chinese Proficiency Test (HSK)” and the other regulations on international students of Chinese universities, LUT formulates “Lanzhou University of Technology International Students Admission & Graduate Regulation on Chinese Proficiency Certificate (HSK)”Article 1Any applicant who pursue undergraduate and graduate degree at LUT are required to attend HSK and get appropriate level of qualified Chinese Proficiency Certificate.Article 2Both undergraduate and graduate international students are at least required to get HSK3 (Elementary Level C); Chinese Government Scholarship students are at least required to get HSK4 (Intermediate Level A). Article 3 International students who did not participate in HSK or did not get HSK3 can apply to study Chinese Language at LUT.Article 4International students who have valid HSK certificate and meet the other admission requirements can apply to study the specialty directly.Article 5Chinese Government Scholarship students Chinese learning period is 1 year (the first school year). After 1 year study, those who have not obtained HSK 4 can study the specialty for trial in accordance with the relevant regulations of China Scholarship Council. Article 6 Lanzhou University of Technology accept international students who pursue master or PHD. Those who study science and engineering (including management) must achieve HSK 4 before graduation.Article 7International students who pursue undergraduate, postgraduate degree: (A) If the teaching language is Chinese, international students shall follow this regulation; (B) If the teaching language is foreign language approved by the Ministry of Education, international students shall write the general thesis in Chinese, and abstract must use the Chinese language. Article 8The regulation is executed from the issued date.Article 9International Office is entitled to explain the articles of this regulation.兰州理工大学留学生法律手续须知留学生来华学习需要了解和办理有关法律手续，遵守法律和有关规定，如: 外国留学生办理签证、居留许可、旅行许可证、地址变更、租住民房、报失和补办护照及居留许可等事项。一、申请办理居留许可持X签证入境的留学生入境后应立即与国际合作处联系，申请办理体检认证和申请居留许可手续。1.办理居留许可的期限:自入境之日起30天内办理完毕。过期未办者为违法居留。2.住宿留学生公寓的学生:办理居留许可须交验本人签证护照、外国留学人员来华签证申请表(JW202或JW201)、兰州理工大学录取通知书和甘肃省出入境检验检疫局签发的健康证明书、护照相片8张(2寸，白色背景)，填写“外国人签证、居留许可申请表”并由学校加盖公章。3.租住民房的留学生:须提供在当地公安派出所办理登记临时住宿手续并获得在有效期内的临时住宿登记卡。4.办理登记临时住宿手续请见七、留学生租住民房须知。5.办理体检认证学校每学期开学组织持X签证的留学生集体到甘肃省出入境检验检疫局办理体检认证。二、办理出境返回签证留学生因病或因特殊事情回国以及假期去其它国家和境外地区旅行须提前十天向国际合作处提出申请，经学校批准同意后，方可办理申请再入境签证手续。不办理返回签证而直接出境者将不能再次入境，须在境外重新申请签证。在境外申请返回签证将按照重新申请入学办理。持居留许可留学生出境不须办理返回签证。留学生出国回校后，必须二十四小时内告知国际合作处，由国际合作处向市公安局出入境管理处报备。三、手续变更在学期间，签证或居留许可延期、变更及各种签证种类变更等须提前两周向国际合作处提出申请，经同意后方可到兰州市公安局出入境管理处办理相关手续。住宿地址变更须提前10日告知国际合作处并在24小时内办理住宿登记手续。四、公文及证明的有效性任何私自伪造、改写、涂改、转让、损坏的各类签证、证件、申请表格、证明材料将被视为无效。五、旅行与旅游前往不对外国人开放的地区旅行，须事先向兰州市公安局出入境管理处申请旅行证，获准后方可前往。对于违反规定者，公安机关将按中华人民共和国外国人入境出境管理法的有关规定处理。留学生学习期间不能请假外出旅行。留学生需严格执行学校的请销假制度，假期外出要由国际合作处审批，归校后二十四小时内要告知国际合作处。六、护照、签证、居留许可补办手续若护照、签证、居留许可丢失，应当日向丢失地公安机关(派出所)报告，取得书面报案证明，并向本国驻华使馆报告。同时向国
