公租房论文：政企合作开发公租房项目运作模式的研究【中文摘要】公租房项目建设是我国目前重要的民生工程,是有效解决我国城镇低收入群体住房问题的关键。目前我国公租房项目建设速度缓慢,建设效率低下,供需矛盾突出,面临的最大问题就是公租房建设资金严重不足。根据国际公共住房项建设经验,政府引导、鼓励民间资本参与公共住房项建设,将有效地缓解公共住房项目资金不足问题,从而也创新了以前传统的融资模式。在这样的背景下,本文结合我国公租房项实际情况,本着解决公租房建设资金短缺、建设效率低下等问题,运用理论联系实际的方法,将政企模式引入我国公租房项目建设中来。首先分析了政企合作模式的定义、类别、特点、运作原理;然后深入分析了我国目前公租房的发展现状、供给困境,在此基础上探讨了在公租房项目开发建设中引入政企模式必要性、可行性、使用优势：从我国公租房发展和供给现状、传统的融资渠道、实践应用角度出发,对广州万科万汇楼项目运作模式进行了系统的分析研究,包括万汇楼项目运作模式理论分析、优缺点对比、资金利润分析、风险识别与分配、面临分析及应对措施、责任与作用、获得效益等。最后根据我国政企模式开发建设公租房面临的问题,提出了公租房项目开发建设中引入政企模式运行保障和实施建议,为以后公租房项建设应用政企模式提供了样板。对公租房项目政企模式的研究,既补充了公租房项目建设融资困难的现实意义,也缓解了公租房建设资金不足、建设效率低下等问题,同时为我国实现“人人有房住”目标加快了进程。【英文摘要】As an important project concerning peoples livelihood, the construction of Public Houses for Renting is a key measure to resolve low-income families housing problem. However, the construction of public rental rooms makes little process in present China and there is a significant contradiction between supply and demand. The most serious problem is the shortage of construction funds, so the Government has gradually introduced private capital in the construction of public housing according to the experience of ensuring housing construction in the foreign countries.In fact, it is an innovation and better way for public housing construction than traditional financing model.Under above-mentioned background, the thesis introduces PPP model into the construction of Public Houses for Renting, combining the local actual situations, to resolve the problems about shortage of funds and the low efficiency of construction. Firstly, it analyses the development and supply status of Public Houses for Renting in China, traditional Financing channels, the basis, classifications and operational principals of PPP model, and then provide deep analysis for difficulties of Public Houses for Renting in China. On this basis, the thesis proves that introducing PPP mode into Public Houses for Renting in China is necessary and feasible, and also analyze the advantages of PPP model. From a practical point of view, this thesis systematically analyzes the operational mode for Vanke Wanhui Building Project, including theory mode of Wanhui Building operational mode, advantages and disadvantages analysis, fund and profits analysis, responsibilities and functions, benefits gaining and so on.
