T J AWAR AWAR power plant which is provided with 150kV distribution equipment Four circuits are led out from such equipment and then connected with the Indonesia 150kV system A 3 2 CB wiring mode is used for 150kV distribution equipment Two generating units are stepped up via a main transformer and then switched in 150kV busbar The entire power plant is provided with one startup backup transformer as the startup and backup power supply for the units of the power plant which is connected via the busbar of 150kV distribution equipment 150kV distribution equipment is arranged outdoors in a middle sized form while CBs are dually arrayed Each string of incoming and outgoing line circuit occupies 2 intervals The main transformer and the outgoing line set in Circuit 1 form one complete string and then the string is arranged in two intervals the incoming line of the startup standby transformer and the outgoing line set in Circuit 1 form one complete string and then the string is arranged in two intervals the main transformer in Circuit 1 and the urban supply transformer outgoing line as well as transformers are arranged in the interval of a complete string and occupies two intervals Both ends of the busbar are provided with a busbar earthing switch Two 350MW turbo generator units are switched in 150kV distribution equipment in a connection unit form of generator transformer bank The outgoing end of the generator and the outgoing bushing at the end of a neutral point are equipped with four groups of current transformers the outgoing end of the generator is equipped with three groups of potential transformers and one group of surge arresters the neutral point of the generator is earthed via the secondary resistance of a single phase earthing transformer The generator and the main transformer are connected by using continuous enclosure type isolated phase busbar A high voltage station transformer and an excitation transformer are connected from between the generator and the low voltage side of the main transformer A static self shunt system is used for the excitation of the generator Two voltage levels of 6 3kV and 400 230V are used in the station service power system The rated voltage of a medium voltage electric motor is 6kV and the rated voltage of a low voltage electric motor is 380V 220 2 350MW coal fired generating units are installed in T J AWAR AWAR power plant According to the load statistics of electrical equipment in all process systems of the power plant each generating unit is provided with one high voltage station transformer which is used to supply power for electrical equipment for the unit plant The power supply at the high voltage side of the high voltage station transformer Indonesia T J AWAR AWAR 2 350MW Power Plant Project Electrical Commissioning Procedure Page 2 of 9 are connected through a branch from an enclosed busbar between the generator of the generating unit and the main transformer while the power supply at the low voltage side are connected with 6kV switchgear of the generating unit by using common enclosure busbar The main building is provided with 6kV common busbar section Both the power for the common system of the power plant and the production auxiliary system are supplied by 6kV common section The power supply for the 6kV common section is connected via a startup backup transformer whose low voltage side is connected with the switchgear for the 6kV common section by using common enclosure busbar Main technical parameters are as follows Start up Standby transformer auxiliary power section for unit commissioning 3 Energizing range The power energizing range of the proposal is as followed see the main electrical connection diagram The whole 150kV switchyard should be energized by the mobile transformer and then the power would be sent to 6kV common sections 6kV working sections through the startup standby transformer The energizing equipments are as follows a e 6kV working section 1A and 1B If necessary adjustment should be made for the energizing proposal according to the practical situation 4 Precondition 4 1 The installation and commissioning of the substation primary equipment in the energizing range should be finished The inspection and acceptance is qualified and the acceptance reports are complete 4 2 The installation and commissioning of the startup standby transformer should be finished and the relevant test should be finished All the inspection and acceptance is qualified and the acceptance reports are complete 4 3 The installation and commissioning of the 6kV section primary equipment in the energizing range should be finished The inspection and acceptance is qualified and the acceptance reports are complete 4 4 The characteristic test withstand voltage test and insulation test of all the electrical equipments should be qualified affirmed 4 5 The relevant protection control measurement and signal loops have been commissioned and confirmed qualified 4 6 Confirm that on load tap changer cooling system and temperature measuring device of relevant transformers are all in good condition and the tap of the transformers should be at the rated position 4 7 The commission of the CB protection and the transformer protection should be finished and the tripping test should be all right The inspection and acceptance is qualified and the operation condition is ready 4 8 The setting values of CB protection the transformer protection and the auxiliary power protection are all right according to the setting values paper 4 9 The operation state of mobile transformer CB is all right 4 10 The commissioning of the NCS DCS system should be finished as well as the function test The operation condition is ready 4 11 In the 150kV switchyard the communication device fire fighting device illumination device should be complete and the safety passageway should be smooth 4 12 The fencing and warning marks in the 150kV substation the 6kV switchgear room and the transformer area should be complete 4 13 The fencing ground and illumination of transformer site should be all right And the Indonesia T J AWAR AWAR 2 350MW Power Plant Project Electrical Commissioning Procedure Page 4 of 9 earthing of transformer body is no problem 4 14 During the energizing test operators should be sent to 150kV substation the 6kV switchgear room and the transformer site Monitor the operation station of the equipment and the communication device should be no problem 4 15 Fire proofing blocking for all the cable cabinets should be finished and there must be enough fire fighting equipment 4 16 For the first time of the transformer energizing test put the firefighting system into operation If the fire fighting system is not ready a fire truck should be ready near the transformer 4 17 There should be enough fire extinguishers especially for electrical use in the transformer area and the switch room 4 18 The phase sequence of electrical primary equipments should be all right 4 19 The DC power system and UPS system should be running normally 4 20 All the test instruments should be ready 4 21 The secondary loop of CT and PT should be checked 4 22 The metering system of relevant equipment should be qualified 4 23 The ground connection of electrical device should be all right and the ground resistance should be qualified 4 24 The names and the numbers of the electrical equipment should be clear 4 25 The communication device fire fighting device illumination device should be complete and the safety passageway should be smooth 4 26 The 6kV common busbar to Unit 2 should be dismantled and there must be enough safety measures for isolation and insulation 4 27 The h v side connection of 1 2 main transformer should be dismantled and there must be enough safety measures for isolation and insulation 4 28 Before the energizing test the manufacturer of relevant equipment should be present and some spare parts are necessary 4 29 Before the energizing test the technical clarification must be finished 4 30 Before the energizing test the commissioning proposal should be approved and the operation order should be finished by operation team according to the proposal 4 31 Confirm that all the CB DS and ES of 150kV and 6kV system are open and the control power and the motor power are off 4 32 Confirm that all the 150kV and Safety measure 10 1 Pay attention to the information marks and never get into the dangerous area 10 2 All of the technicians should keep their safety helmets on right and wear regulated clothes 10 3 Observe the operation order regulation and the working order regulation strictly to prevent the electrical misoperation 10 4 Fire proofing blocking for all the cable cabinets should be finished and there must be enough fire fighting equipment 10 5 Every engineer should concentrate on the test If not permitted never take any action 10 6 Before the energizing test construction unit production unit and commissioning unit should check the primary secondary equipment together During the test any abnormal state should be informed immediately and every engineer should follow direction 10 7 For security the commissioning engineers are in charge of the first time operation equipments and the running equipments should be operated by the operators 10 8 During the test if some abnormal state the
