Serious hazard source refers to those construction incidents that occur all of sudden and could lead to big injury and property loss. 3、 适用范围 Scope 本预案适用于罗文、白庙大桥所辖的施工现场。This general emergency response can be applicable to the Luowen and Baimiao Bridge construction site.4、 项目潜在的危险因素及预防措施Types of potential emergencies and prevention measures-疾病Disease培训工程项目的现场参建人员应注意环境安全、个人卫生并预防疾病的发生；夏季提供足够的防暑降温的药品和清洁干净的水源，适当加大休息的频率，防止中暑的发生；对员工进行定期身体检查，防止各类传染病的发生。Train site workers to pay attention to theirs personal hygiene to prevent disease; provide enough heat-prevention medicine and clean drinking water to workers on site in summer and take more frequent break to prevent heatstroke; arrange periodic health examination to employees to guard against infectious disease. -人员落水Man overboard/in water 凡是涉水作业，相应人员都应提高警惕，防止落水并自觉主动地穿上救生衣和系安全带。 Keep alert and volunteer to put on life jacket when work off the river. -伤害 Injury按要求佩戴全套合适的劳保用品；培养每个人对危险的敏感度，一旦发现有任何潜在的安全隐患，应立即提醒身边的同事或上报要求进行整改；增强安全意识，不从事不安全的活动和操作。 Follow instructions to put on suitable personal protective equipment; cultivate everyones all company employees sensitivity to hazardshazard awareness. Once any potential hazards being detected, notify your co-workers or report to upper management for correction; Strengthen peoples safety awareness and learn to say NO to unsafe activities and operations. 核实当地的医疗服务机构并建立联系。确保所有现场监督和HES人员都有包括CDB医生在内的医疗联系方式。Identify local medical services and make contact with them. Ensure all site supervisors and HES advisors have medical contact details, including Luowen CDB Doctor. 在每个施工现场提供护士，或至少预先一个配备良好急救箱的急救员。Provide a nurse on each site, or a minimum of 1 advanced first- aider with a good FA Kit. -当地居民阻工Civil Disturbance加强与当地居民的沟通协调，积极主动地和当地政府部门以及CDB的PGPA部门联系，争取在没有任何争端的情况下和平地解决问题。设置施工现场入口检查站，配备安保人员执行勤。Intensify communication and coordination with locals, actively contact and exchange ideas with local government and CDB PGPA and try to address all issues without any conflicts. -火灾Fire对员工进行消防安全知识培训，对现场所有的危险源（例：吸烟、电线、电焊、切割、打磨等）进行不定时检查并配备灭火器材。Train employees with fire prevention and fighting knowledge. Perform random regular & random checks to all hazardous sources (such as: smoking, power lines, electrical welding, cutting, grinding, etc.) 吸烟仅允许在指定吸烟点。Somking will be only allowed in designated smoking area.定期检查消防器材，立即更换失效的器材。Regular inspection of fire suppression equipment, replace faulty equipment immediately. 保持现场的整洁，易燃物品不得存放在火源和热工作业附近。 Keep work areas clean, no combustible material near heat sources or hot work areas. -洪水Flood关注施工现场当地的天气情况和历史水位情况，加强与上游水坝的联系。一旦有洪水的危险，应提前做好准备，在保障人员安全的前提下，将危险地带的设备和物资撤离出现场。Pay attention to the local weather conditions and historical water level and strengthen contact with dam in the upper reach. Once there is flood hazard, prepare in advance and evacuate the materials out on the basis of peoples safety. 在合适位置设立醒目的水位标识以对潜在的洪水提前报警。Fit a water level marker in a visible position to provide advance warning of potential flooding.每天下班前将移动设备移至不被洪水危及的安全高处。Move plant and equipment to a safe level each evening.每年进行2次洪水紧急应对演练。Conduct flood emergency response drill 2 times per year.现场监督在每次大雨后持续观测水位标识并有权在认为洪水可能发生的情况下暂停施工。Site supervisors to constantly observe water level marker during and after heavy rainfall and be empowered to halt work around flood levels if they think flooding may occur.-山体滑坡及坍塌Land slide and collapse 不定期对工地内外的工作环境进行检查，一旦发现有山体滑坡及坍塌危险的地区，应立即将工人撤出该地，并封锁该区域禁止人员出入，同时安排进行整改。Random check the surroundings on and off site. Once detect land slide and collapse hazards, keep the workers out of the area and block the area. Meanwhile, conduct corrective actions to improve it.地震Earthquake 对员工进行地震知识的培训，了解地震识别和自救的相关知识。Train employees with earthquake information and make them know the earthquake identification and how to self rescue.-泄漏Environmental Spill为机械设备设置二次盛装装置，如接油盘，并不定期进行检查。Set up second containment for mechanical equipment, such as drip span, and conduct regular & random inspections.Train all CBC employees in basic environmental awareness, conduct environmental spill drill 2 times per year.Report any spill in excess of 5 liters to CDB HES.Clean up any contaminant spill as soon as possible, dispose of contaminated soil in a controlled manner.-保安事件Security incidents保安事故包括未授权人员进入现场或在现场发现犯罪行为。Security incidents could include the entry of unauthorized personnel to the site or a criminal activity that has been detected on the site.一旦发现保安事故，保安负责人将被告知并将指挥相应的行动。保安主管一旦汇总了有关事故的必要资料后应通知项目经理以征得建议。保安人员在任何情况下不得和那些准备伤害他们的人员发生冲突。在这种情况下，可以通知当地警察部门到现场进行处理。Once a security incident has been detected, the Chief of Security will be notified and will direct the appropriate action. The Chief of Security will notify the Project Manager for advice once he has gathered the necessary information concerning the incident. Under no circumstances will security personnel confront an individual(s) who is/are in the position of causing them harm. In such cases the local authorities may be summoned to come on to the site to deal with the situation. -当地居民阻工Civil Disturbance加强与当地居民的沟通协调，积极主动地和当地政府部门以及CDB的PGPA部门联系，争取在没有任何争端的情况下和平地解决问题。设置施工现场入口检查站，配备安保人员执行勤。Intensify communication and coordination with locals, actively contact and exchange ideas with local government and CDB PGPA and try to address all issues without any conflicts.地震Earthquake 对员工进行地震知识的培训，了解地震识别和自救的相关知识。Train employees with earthquake information and make them know the earthquake identification and how to self rescue.-机动车辆事故Motor Vehicle AccidentTransport & Plant 在工地附近设置各类警示标志并安全机动车引导员。工地内机动设备在进行作业时，要安排指挥员（穿上反光背心）对交通进行疏导。Post warning signs around the site and assign someone (spotter) to guide motor vehicle. When there is motor vehicle performing work in site, flagman with reflective vest should be in place for traffic guidance. 所有施工现场限速最高15Km每小时，设立相关限速等交通警示标识。All construction sites have a maximum speed of 105kph, Warning signs posted. 吊车在吊装作业半径内需设立警示围护以免未授权人员的闯入。 Cranes should have a barricaded area around the swing radius to prevent un-authorized entry. 承包商驾驶员需持有相应驾照并核实适合驾驶。Contractor drivers are checked for fitness to work, valid driving licence. 确保所有驾驶员使用座位安全带。Encouragesure all drivers to use seatbelts. -山体滑坡及坍塌Land slide and collapse 不定期对工地内外的工作环境进行检查，一旦发现有山体滑坡及坍塌危险的地区，应立即将工人撤出该地，并封锁该区域禁止人员出入，同时安排进行整改。Random check the surroundings on and off site. In case of evacuation, the following procedures will be followed while at the same time making sure that all visitors are physically accompanied at all times:所有工作停止，设备和马达将关闭。钥匙将留在所有设备的钥匙孔里。 All work will stop, equipment and motors will be turned off. If it is minor incident and dont need help from outside, CBC site HES manager will handle it and report to CDB site representatives at once. 若是较为严重的事故，立即启动应急救援，救援领导小组成员第一时间赶赴现场并通知罗文工程项目CDB现场负责人，寻求医疗帮助，充分利用项目应急救援物资组织项目应急救援队进行现场抢救。In event of serious incident, then emergency rescue shall be triggered. Members of emergency response leadership team will get to site ASAP, and CDB Site Supervisor for this project should be informed with notification to NSCC for medical. 9.2应急救援疏散周围人员并设警戒线，禁止无关人员入内，在紧急集合点清点作业人员，确定受伤和失踪人
