Introduction介绍This Standard is to provide effective ways (including characterization, identification, handling procedures and storage requirements) to minimize the generation of waste and handle it in environmental sound manner.本标准提供了有效途径 ( 包括废弃物特性, 分类确认, 处理程序及储藏要求) 以使 废弃物产生量减至最低并在处理时不对环境造成危害.2. System系统A waste management team, which includes Plant Management Co-ordinator (Environmental Engineer), Customer/Contractor Management Co-ordinator, Facility Co-ordinator, and Area Management Co-ordinator is responsible for waste management activities on the site. The team is responsible for providing guideline of waste gathering and transferring and storage in site, selecting qualified contractor/customer, and reducing waste at the source according to the national laws and DuPont standards.包括厂区管理协调人 (环保工程师), 客户/承包商管理协调人, 总务协调人及区域管 理协调人在内的废弃物管理小组负责厂区内的废弃物管理工作. 该小组负责根据 国家法规及杜邦标准提供厂内废弃物的收集,运输及储存的指导性程序, 选择具资 质的承包商/客户, 并设法从源头减少废弃物的产生量.3. ResponsibilitiesThe team will define actual physical goals and establish the organization and mechanism for managing the waste generated together with the department staff. The production area takes the responsibility for making the system work.管理小组将与厂内各部门员工一起确定废弃物管理的组织与机制, 各个生产区域则 应负责此系统的有效运作.(See Attachment I, Waste Management Organization Chart.) (见附件一, 废弃物管理组织结构图.)3.1 The tasks of Plant Waste Management Co-ordinator are:厂区废弃物管理协调人的任务:a. Understand the national rules of waste proposal in time, and make sure all activities about waste meet governments requirements.及时了解国家有关废弃物处理政策, 并确保所有与废弃物有关的行为均符合 政府要求.b. Keep plant management informed of status of waste disposal and local waste disposal regulation.让厂内管理阶层了解废弃物处理状况及当地的法规要求.c. Provide guidance to plant in segregating waste to minimize disposal costs, and find out the possibility of reusing or recovering the usable waste.对厂内各区域废弃物提供分类建议以将处理成本降至最低, 并最大限度地对 可再利用的废弃物进行回收.d. Assure the completeness and technical accuracy of waste characterization information.确保废弃物特征资料的完整性及技术准确性.e. Arrange for waste off-plant disposal.安排废弃物厂外处理.f. Review and sign all waste disposal requisition and off-site permit pass.审查并签署所有的废弃物申请及出厂许可.g. Assure the waste contractor has got the environmental permit according to government requirements and DuPont standards.确认废弃物客户/承包商有杜邦公司及当地法规所要求的环保资质.3.2 The tasks of Customer/Contractor Management Co-ordinator:客户/承包商管理协调人的任务:a. Assure the environmental qualified customer/contractor has the ability to reuse or treat the waste.确认已有环保资质的客户/承包商具有处理废弃物的能力.b. Choose customer/contractor fairly and sign the contract with them according to the procedure of how to select waste contractor/customer.在公平合理的前提下根据选择客户/承包商的程序来选择客户/承包商并与其签定合同.c. Assure waste customer/contractor performs in accordance with contract, regularly or irregularly audit the customer/contractors with Environmental Engineer.与环保工程师一起确认客户/承包商是遵照合同处理废弃物, 并定期或不定期 地对其进行审核.3.3 The tasks of Facility Co-ordinator are:总务协调人的任务:a. Take part in the contractor/customer selecting.共同参予客户/承包商的筛选b. Arrange the waste storage and transfer in site.负责废弃物在厂内的贮存及运输.3.4 The tasks of Area Waste Management Co-ordinator are:区域废弃物管理协调人的任务:a. Assist area to comply with regulations and company policy.协助区域遵循法规及公司政策.b. To set up waste identification system in area with Environmental Engineer. Set up waste operating practice in their area.与环保工程师共同建立区域内废弃物认定系统. 建立其区域内的废弃物操作 程序.c. To set up chemicals inventory and waste information system in area with Environmental Engineer.与环保工程师一起建立区域化学品目录以及废弃物资料系统.d. Assist Area to manage waste.协助区域管理废弃物.e. Assist Area to attain waste minimization goals.协助区域达到废弃物最少化的目标.4. Standards4.1 Waste Classification 废弃物分类Industrial waste is classified as either hazardous or general industrial waste. All the waste that is listed in the National Hazardous Waste List should be determined as hazardous waste. Requirements of them are different. In order to comply with local regulations and DuPont Policy, the waste, which is hazardous to human body or environment, should be treated and disposed in an approved manner.工业废弃物分为有害废弃物或一般废弃物. 凡列入“国家危险废物名录”内的 皆属有害废弃物. 其它则属一般废弃物. 对两者的要求是不一样的. 为了符合当 地法规要求及杜邦公司的政策, 对人体或环境可造成危害的废弃物应采用经 批准的方法予以处理和处置.(See Attachment II, National Hazardous Waste List) (见附件二, 国家危险废物名录)Office trash is also classified as either general or hazardous waste. All the hazardous waste like batteries and glass must be separated from others and collected in indicated containers, then treated and disposed in an approved manner.办公室垃圾分为一般垃圾和有害垃圾. 所有有害垃圾如废电池和玻璃, 必须 与其它垃圾分开单独收集在指定的容器中, 然后采用经批准的方法予以处理.(See Attachment III, Waste Classification)(详见附件三, 废弃物分类)4.2 Waste Characterization废弃物的特性The more we know about each waste, the more effectively we make decisions about managing and minimizing the waste. To set up a workable approach to knowing about the waste on site would be the first priority on waste management.我们对每种废弃物了解越多, 就越能有效地作出管理和减少废弃物的决定. 所以 建立一套可行的了解厂区废弃物的方法是废弃物管理的当务之急.Environmental Engineer will provide guidance for Area to develop the Waste Identification.环保工程师将对各区域发展废弃物辨别系统提出指导.Use waste characterization Form (WCF) as a guide and then be able to completely characterize waste.可使用废弃物特性辨别表作为指导来完整地鉴定废弃物特性.(See Attachment IV, Waste Characterization Form, WCF) (见附件四, 废弃物特性辨别表)4.3 Waste Handling Procedure废弃物处理程序4.3.1. Before generating wastes, Area should evaluate the possibility that whether the wastes could be reused, recycled, or reclaimed on/off plant in order to minimize wastes in area.在废弃物产生之前, 为了将区域废弃物产生量降至最低, 各区域应评估 废弃物在厂内/外可被再使用, 再回收或重制的可能.4.3.2. Prior to starting the work the industrial waste will be classified as hazardous or general ones. This is very important for proper off plant disposal and on plant handling. If there are not enough information to be determined, apply for additional analysis to Environmental Engineer. Before the result come out, the waste would be determined as hazardous industrial waste temporarily.在工作开始前, 首先将工业废弃物分为有害废弃物和一般工业废弃物. 这 对于厂内处理及厂外处置都是非常重要的. 如果资料不够, 不能确定废弃 物的类别, 应向环保工程师申请附加分析. 在分析结果出来前, 暂时将其 视为有害废物.4.3.3. Collect, identify and store the regular waste in the indicated area according to the detailed handling procedure of each production areas. Every drum of waste must be labeled clearly, identifying producing area, collecting date, contents, etc. The customer/contractor will move it off site regularly.当常规废弃物产生时, 按照各区域的废弃物处理详细程序将其分类收集 并贮存在指定区域. 每个废料桶都必须贴上标签, 注明产生区域, 收集 时间, 内容物等. 定期由客户/承包商运出厂外处理.4.3.4. Call Area Waste Management Co-ordinator and Environmental Engineer in advance or right while the irregular waste produced. You will be given waste identification labels, and advises about how to handle and store wastes and Waste (Drums) Disposal Request by Environmental Engineer. Every drum of waste must be labeled clearly, identifying producing area, collecting date, contents, etc.当非常规废弃物产生之前/时, 应及时与区域废弃物协调人及环保工程 师联系. 环保工程师将给你废弃物辨识标签, 并建议如何处理及储存, 还将提供废弃物辨识表, 废弃物(废料桶)处置申请表. 每个废料桶也都 必须贴上标签, 注明产生区域, 收集 时间, 内容物等.(See Attachment V, Waste Disposal Request, WDR)(见附件五, 废弃物(废料桶)处置申请)4.3.5. Forbid any release of known/unknown solid/liquid waste in non-indicated area, sewer, sump or rain water sewer without notifying Environmental Engineer or area co-ordinator. 任何固/液体废弃物不得擅自随意丢弃在未指定的区域或收集处, 也绝不 可未经通知环保工程师或区域协调人而擅自倾倒入地沟, 污水池或雨水 井, 以免造成对环境的污染或更大的损失.(See Attachment VI, Waste Identification Label)(见附件六, 废弃物辨识标签)4.4 Prevention of hazardous waste有害废物防范4.4.1 The waste contaminated by hazardous waste will be classified as hazardous waste.受有害废弃物污染的废物列为有害废物.4.4.2 When flushing hazardous waste, it will bring up more and more hazardous waste. Right absorbent material should be used to control the extension of hazardous waste instead of clean water.在冲洗有害废弃物时, 将产生越来越多的有害废弃物. 因此应避免用水等 扩散性物质冲洗有害废弃物, 而应选用适当的吸收物质来控制扩散.4.4.3 The best way to prevent the generation of hazardous waste is to focus on the sources of it.防止有害废弃物产生的最佳方法是控制发生源.4.4.4 The hazardous and general waste must be separately disposed.有害废物必须与一般废物分开处置.4.4.5 Reduce the hazardous residue in hose as much as possible.尽可能减少有害废物残留物.4.4.6 Try your best to reduce the amount of over-due hazardous chemical.尽量将过期的有害化学品量降低.4.5. Storage Drums Requirement贮桶要求4.5.1 Industrial waste should be placed in a sound structural drum. The drum will be: 工业废物应放入结构良好的贮桶, 贮桶应:a. Compatible with waste. If not, use the drums that have made of different material.与废物相容. 若不相容, 则应使用内衬或换其它质地的桶.b. No other labels of markings should appear on the drum. All other labels should be removed or painted over.所有其它标签及记号均不应出现在桶上. 若有, 则应除去或用漆涂盖. c. Drums not fit for transportation are not to be used for storage of waste.贮存废物不得使用不适于运输的桶.4.5.2 The drum will always be:废弃物贮桶应一直保持:a. Labeled with proper labels issued by Environmental Engineer. Make the labels clear to be inspected.贴有环保工程师发的标签. 标签应保持清晰以备检查.b. The lid must be tightened.桶盖必须拧紧.c. Stored in a safe area whenever the drum is full or not.不论该桶是否装满, 均应贮放于安全区域.4.5.3. Once the wastes is placed in drums, the drums will be labeled (obtained from the Environmental Engineer) to identify the characteristic of hazardous industrial waste. The labels must be signed, dated and described about waste contents.当废弃物一放入贮桶内后, 废弃物之标签必须贴上 (由环保工程师提供), 同时记录下时间, 废弃物名称, 主要成分及负责处理该废弃物之操作 人员签名于其上.4.5.4. When putting waste into drums, the following general rule should be followed:将废物放入桶内时, 应遵守以下规定:a. Treat hazardous waste separately and independently.分别, 单独处理有害废物.b. Separate liquid and solid waste if the waste is a mixture.若废弃物为固液混合物, 务必将固体与液体分离.c. Make waste less complicate as possible as you can.尽量让废弃物简单化.d. Less volume is better.体积小为佳.e. Dont mix with “incompatible waste (generate heat, fume).”不得与不相容废物混合 (产生烟, 热气等).4.5.5. As soon as the drums are filled with waste, the Waste Characterization Form and the Waste (Drum) Disposal Request should be fill out. The request for drums disposal will be signed and returned to the Environmental Engineer. For the regular waste, the WCF only needs to be filled at the first time. But it must be re-filled while the waste changes a lot.当该桶装满废弃物时, 你应尽快填写废弃物特性辨识表及废弃物(桶)之 处理及处置申请表, 申请表签名后, 一起送还环保工程师. 常规废弃物只 需填写第一次的废弃物特性辨识表. 但当性质发生改变时必须重新填写.4.5.6. After receiving the request, environmental engineer will check the status of waste packing and storing with the area co-ordinator. 收到表格后, 环保工程师将与区域协调人一起检查废弃包装及贮存情况.4.5.7. Primarily, it must be confirmed whether or not the waste can be disposed in the site. If not, off-site disposal will be arranged as the next steps.首先, 必须确认该废弃物是否能在厂内进行处置. 如果不能, 则按照以下 步骤安排厂外处置.4.5.8. If there is qualified and contract signed contractor/customer for that waste, they will be asked to pack and transfer it out of the site. If not, the management team will select right contractor/customer according to the “Waste Disposal/Reuse Contractor/customer Management Procedure” and ask them to provide service. Before that, the waste must be of good shape and stored in the right place.若该废弃物已有具资质并已签合同的承包商/客户, 则将安排其来包装并 运输废料出厂处置. 若没有相应的承包商, 废弃物管理小组会根据 “废 弃物承包商管理程序”来选择合适的承包商. 在此之前, 废料应包装完好 地贮存在合适的地方.4.5.9. The waste that cannot be disposed in site will be contracted out for off site disposal. Please use the “Waste Disposal/Reuse Contractor Management Procedure” for waste out site operating.不能在厂内处置的废料将送至厂外处置. 关于废料出厂操作请参见 “废 料处置/再利用承包商管理程序”.4.6 Storage Area Requirement对贮存区域的要求Waste storage area should be :有害废弃物贮存区域应:a. Keep area clean保持区域的干净.b. Ground should be strong enough to support.地面应坚实, 以便支持.c. Prevent run-in and rain from coming into the area.防止地表水及雨水渗入贮存区.d. Place warning mark on apparent location by Environmental Engineer.环保工程师应在时显位置放置警告标记.e. The monitoring equipment, alarm system, extinguishers, light & shower and other safety equipment should be required based on the nature of wastes.应根据废弃物性质, 提供监测设备, 警报系统, 灭火器, 照明灯及喷淋设备和 其它安全设备.f. A second container must be used for liquid hazardous waste container in order to avoid spill.为了防止溅溢, 液体有害废物的容器必须配备第二容器.g.
