(The following processes shall be controlled for all incoming materials quality control:a) P.O. processes and records for subcontractors;b) Incoming Quality Control (IQC) processes and records;c) Storage processes and records;d) Production processes and records.)3职责 (Departmental Responsibilities)3.1品质部负责制定肥皂泡來料控制程序，车间监督实施情况、评估实施效果，和統計每批次肥皂泡來料的IQC结果，并建议改进措施；同时制订和更新肥皂泡供應商的品質管理。(Quality Department is responsible to conduct quality control of all incoming materials, such as Bubble quality, monitor subcontractors production quality and evaluate their performance of quality control; if necessary, Quality Department shall feedback their quality level and requires them to provide corrective action plan as well as improve their product quality. Meanwhile, Quality Department shall feedback subcontractors performance to Purchase Department for further supply-chain quality management.)3.2 IQC部负责检查肥皂泡來料是否存在昆虫、或不衛生的品質問題, 以及根据情况與採購部聯合进行供應商品質改善及預防措施。(IQC team shall check whether or not all incoming materials/ semi-products are conformity and no critical defect found such as hygiene problem, odor smell, malfunction or quality problem of sharp edge / sharp point, etc. IQC shall report to Purchase Department for further requesting suppliers/sub-contractors to follow up corrective and preventive action (CAPA) as soon as possible.) 3.3 採購部负责确保采购订单当中,清楚列明所有来料(包含肥皂泡) 必须符合欧美玩具化学品的安全和卫生要求; 採購部应定期与IQC监察来料供应商的品质和服务水平, 以便确保供应链品质管理的有效进行。(Purchase Department is responsible to show the terms of compliance requirements on chemicals, physical & mechanic and electric safety of US and EU Toy Safety Regulation to all suppliers and/or subcontractors in the Purchase Order (P.O.); in addition, Purchase Department shall review performance and quality level of materials with IQC team periodically for supply-chain quality control.)3.4车间IPQC监督和定时对生產包裝流程和物料/半制品在暫存過程中, 进行抽样检查, 确保是否物料/半制品(包含肥皂泡) 存在污染情況；监督并指导生產線和包裝過程的品質控制工作；以及登記每批產品所使用那批次物料/半制品(包含肥皂泡) 的记录和品质检查结果。(In-Process Quality Control (IPQC) shall monitor whether or not there materials/semi-products is(are) contaminated in production or storage processes; if any quality defect(s) found during IPQC process by random sampling, IPQC shall report to senior and production departmental supervisor for stopping that materials/semi-products or improving those materials/semi-products by additional workmanship. Meanwhile, online inspection records shall be records by IPQC for further quality statistical analysis.)3.5 仓库负责確保仓库環境衛生, 避免所有來料被污染; 應使用灭蝇灯、粘鼠板、鼠笼的检查维护工作。(Warehouse Department shall keep storage area clean and no contamination to those incoming materials; there UV hygiene light, mousetrap shall be adopted in warehouse area.) 4. 程序内容 (Procedure)4.1工厂和环境 (Environment of Factory and Production Lines)4.1.1厂房生产环境和仓库周围的地面应被良好条件，例如:地面不残留污水，以防止害虫繁殖。(No dirty water on floor or machines for avoiding any insect to grow.)4.1.2车间周围的防鼠带经常保持清洁，捕鼠笼每天检查，以确保工作正常。(Keep daily checking whether rats found in mousetrap case and keep clean in the rat control zone.)4.1.3垃圾每天清除，以避免害虫繁殖。垃圾桶必须保持干净并盖好。将所有废物和垃圾装入带盖的垃圾桶中。(Rubbish bin shall be checked daily for avoiding any hygiene problem caused by irregular littering.)4.1.4墙壁、门窗等建筑结构不能有裂缝、洞、开口及其他能够允许害虫繁殖或进入的区域。(No hole or interstice allowed on wall for avoiding insects growing up inside)4.1.5仓库门和物料器皿应密封并且要关上。6mm或更大的缝隙出现时，必须修堵好。任何时候门都不能是敞开的。(Warehouse door and container shall be covered well in order not to allow insects or rat to get into those materials)4.1.6窗户等应配有纱窗，所有的纱窗的状况是完好的。(Screen Window shall be installed and kept well.)4.1.7结构上连接的裂缝或开口应被封好，墙壁上的管道、管子或沟槽应被装上套桶或被封好。(Any hole or interstice shall not be found in mounted structure of pipe installed inside wall for avoiding insects growing up and to contaminate all materials stored in warehouse and production area.)4.1.8所有原、辅料和产品储存区域，墙壁及产品储存应有不小于50cm的距离，以便进行虫害监控。(All incoming materials/semi-products or finished products shall be placed in keeping distance 50cm from the wall of warehouse or production area.)4.1.9任何时候车间内部管理都要保持良好。闲置的设备应被清洁干净并盖防尘罩，以避免死角成为虫害滋生地。(For any insects to grow up in wet floor, workstation or machines, all facilities and production area shall be clean sufficiently.)4.1.10所有不用的管子必须封好，以避免害虫进入生产设备。(All pipes without cover shall be covered well in order to avoid any insects to live in.)4.2采购控制 (Purchase Order Control)4.2.1 采购订单必须向供方列明肥皂泡的成份必须符合欧美玩具之化学品安全和卫生要求;(Any P.O. to suppliers / subcontractors shall show the terms of compliance requirements on chemicals, physical & mechanic and electric safety of US and EU Toy Safety Regulation in the Purchase Order (P.O).)4.2.2 采购部必须定期审阅品质部提交供应商的IQC检验报告统计资料, 确定和分类供应商的来料品质水平, 以制定供应链品质控制的措施。(Purchase Department shall review IQC statistical report periodically for realizing incoming materials quality level of different suppliers/subcontractors and work with IQC to require them to improve their service and product quality accordingly.)4.3来料检验控制 (Incoming Materials Quality Control)4.3.1 检查供方物料的基本资料, 例如: 生产批号, 生产商名称, 订单号, 数量等是否符合;(IQC shall record basic information of and conduct inspect of incoming materials in accordance with purchase order summary, such as production batch, manufacturer, order quantities, etc.);4.3.2 抽样检查肥皂泡瓶内是否存在害虫, 毛发, 发臭污水或垃圾等不符合卫生条件。(By random sampling method to check whether or not there is contamination found in bubble such as insects, hair, dirty liquid or odor smells, etc.);4.3.3 要求肥皂泡供应商提供BOS, MSDS或第三方公证行测试报告等证明文件, 证明肥皂泡成份符合欧美玩具之化学品安全和卫生要。(Require Bubble supplier/subcontractor to provide appropriate BOS and MSDS or effective 3rd party test report as evidence on compliance with the requirements of chemicals safety standard and US and EU Toys Safety Regulation.)4.4生产控制 (Production Control)4.4.1临时仓库控制 (Temporary Storage Zone in Production Area)4.4.11各车间应封闭，对外的门应装有风幕或软门帘以防止门被拉开时飞虫的进入。(During bubble installation processes, all exits shall be covered with air curtain or curtain in order to avoid any insects getting in the production area and set up UV Hygiene light to kill insects.)4.4.12所有原、辅料和产品储存区域，墙壁及产品储存应有不小于50cm的距离，以便进行虫害监控。(To keep all materials/semi-products/finished products away from wall of production area 50 cm distance.)4.4.13所有生产设备和器皿必须保持清洁卫生。(All equipments, facilities and machines clean.)4.4.14所有的门在非使用情况下应保持关闭。(All doors of exits of production area shall be closed or covered by air-curtain / curtain.)4.4.2 IPQC和生产线流程控制 (In-Process Quality Control and Production Procedure)4.4.2.1使用器皿把肥皂泡过滤或量化时, 必须确保器皿清洁。(IPQC shall check whether container is under a good conditional hygiene for bubble liquid during injection to little bottle.)4.4.2.2如发现蛛网，死昆虫等害虫踪迹，应对该区域进行彻底的清洁和检查，并作记录。(If any insects found during production or injection process of bubble liquid, cleaning action shall be taken immediately; IPQC shall monitor all cleaning processes and double confirm the clean method in the right ways.)4.4.2.3原、辅料进入车间时速度必须快，尽量减短开门时间，同时保持清洁,以免苍蝇被带入。(The Bubble injection process time shall be shortened for reducing opportunity of contamination.)4.4.2.4下水道、水槽周围应保持清洁，避免污垢累积而吸引害虫。(Drain of workstation shall be cleaned and dried regularly in order to avoid any insects or bacteria growing up to contaminate bubble liquid.) 4.4.2.5定时抹乾生产线的肥皂水, 避免工人滑倒。(The area of production line shall be dry enough to avoid causing slippery hazard due to be wet floor)4.4.2.6使用不同肥皂泡来料批次於同一生产单时, 必须保持同肥皂泡来料批次记录。(Record different batches of bubble liquid regarding to the lot of finished products of each purchase order.)4.4.2.7 包装前IPQC必须抽样检查每小瓶肥皂泡是否有变异发臭, 或有害虫在里面。(Before gift box packing, IPQC shall conduct final quality inspection to the bubble liquid by opening cover for observing whether there is any contamination or smell occurred and then write down FQC records for failure analysis if applicable.)4.5检查记录 (Inspection Records)4.5.1 IQC检查与记录 (IQC records)4.5.1.1 所有肥皂泡的来料IQC需做记录, 以及把合格的肥皂泡的来料, 使用合格标识封存; 不合格品必须贴上不合格红色标识, 存放在不合格品区, 让采购部通知供应商作退货处理。(All incoming materials including Bubble Liquid shall be labeled with PASS mark if conformity after IQC inspection; otherwise shall be placed in non-conformity area for Purchase Department to require supplier/subcontractor to return and replace w new one. Only conformities can be stored in materials wareho
