Was carried out to maintain地下停车场火灾应急处理预案1、总则 1.1 编制目的 为保障物业公司地下停车场区域内的车辆和公共设施安全,快速处置地下停车场车辆自燃等各种突发事故,最大限度地预防和减少火或可能造成的重大人员伤亡和财产损失,保障广大业主生命财产安全,结合该物业公司地下停车场实际情况,特制定本预案。 1.2 编制依据 依据中华人民共和国安全生产法、中华人民共和国消防法、中国石油天然气集团公司应对突发重大事件(事故)管理办法、QGHBYT063-2007应急管理程序、物业管理条例等法律、法规和规范性文件等。 1.3 突发事故本预案所称突发事故,是指在地下停车场区域内突然发生车辆自燃,造成火势迅速漫延,焚毁周围车辆及公共设施,以及交通事故,造成或可能造成人员伤亡、财产损失和社会影响的事件。 1.4 适用范围 本预案适用于物业公司地下停车场区域内的突发事件。 1.5工作原则 地下停车场突发事故应急救援工作,坚持统一指挥,分级负责、科学决策、反应迅 速、有效应对的原则。 2、应急组织及职责2.1 组织机构 2.1.1 成立物业服务有限公司地下停车场下停车场突发事故应急救援指挥领导小组组长:白彦华副组长:董银良 谢勇 成员:谭晓东 袁志华 段海军 李淑辉 陈军海 毋建宾 李冀凤 贾秉宇2.1.2指挥组应急办公室(由物业公司各部门经理组成)组长:白彦华成员:董银良 谢勇 谭晓东 袁志华 段海军 李淑辉 李冀凤 贾秉宇 应急指挥领导小组电话: 应急指挥组联系电话: 职责分工 2.2指挥领导组小组主要职责 接到火灾报警后在总指挥白彦华统一指挥,书记董银良、副总经理谢勇协助,协调各部室根据分工要求进行组织扑火工作。现场救火指挥由谭晓东负责。(a)组织、指挥地下停车场突发事故现场应急救援工作。 (b)负责组织有关单位部门按照应急预案要求,迅速开展救援工作,采取有效措施防止事故的进一步扩大,把事故损失降低到最低限度。 (c)负责调用地下停车场应急救援所需的抢险人员、各类物质、设备等。 (d)了解掌握地下停车场突发事故发生原因和应急救援的实施情况,根据需要, 向上级汇报突发事故的应急处置、抢险救援情况。 (e)其他有关地下停车场突发事故应急救援的重要事项。 2.2.1应急组办公室主要职责 (a)在应急救援期间,负责传达物业公司指挥领导小组正、副组长的指示,落实事故信息 反馈上报和与各单位、部门间的联络工作。 b)负责初起火灾、交通突发事故的预警和指挥引导消防车辆、工程救护车辆、医务救护车进入现场救援处置。(c)负责检查和报告应急救援抢险的开展情况。 (d)负责组织开展本预案的演练,并对演练中暴露的问题及时进行修订、补充和 完善。 e)负责现场的指挥,及时搜集灾害及事故信息、掌握现场变化情况,组织协调各类事故及灾害的处置。f)确保各个部位应急指挥系统的协调统一。(g)负责协助指挥组各项其他工作。3、安全行动组成员及职责3.1物业公司地下停车场消防安全行动组成员及职责(设报警组、疏散引导组、抢险救援组、救护组、现场保卫警戒组5个组。)3.1.1物业公司地下停车场消防安全报警组及职责a)报警组组长:贾秉宇 成员:李贝贝 阴娟娟 b)报警组职责根据发生事故的类别,首先迅速向110、119、120指挥中心报警;二是立即向物业公司应急救援指挥领导小组应急办公室汇报,三是及时向中控室汇报。3.1.2疏散引导组及职责a)疏散引导组组长:毋建宾成员:代玉平、李磊、程久东 b)疏散引导组职责相互配合,沿出入口疏散或沿楼梯(安全出口标识)快速有序地组织疏导地下停车场被困人员撤离,避免拥挤、踩踏。3.1.3抢险救援组及职责a)抢险救援组组长:陈军海成员:倪云峰、赵海涛、张军b)抢救救援组职责利用固定、移动消防设施扑救初期火灾,切断一层火源(电源);启动排水设施和应急照明设施,避免发生次生事故。3.1.4救护组及职责a)救护组组长:李淑辉成员:李冀凤、吴开新、金永芳b)救护组职责迅速救护受伤人员到指定的安全区域接受治疗或救护。3.1.5现场保卫警戒组及职责a)现场保卫警戒组组长:谭晓东成员:黄尊亮、张志强、苗建超b)现场保卫警戒组职责当遇到不法分子对地下停车场重要设施实施破坏时,值班人员按照分工,在制止破坏的同时,迅速报警,并负责安全保卫警戒和交通管制与疏导。4. 物业公司地下停车场的火灾的特点、原则及应急救援4.1地下停车场火灾特点4.1.1火势蔓延快,烟雾大,危害重。4.1.2由于地下层较封闭,火势容易急速向上层蔓延。4.1.3疏散困难,极易造成人员伤亡。4.1.4扑救难度大。4.2物业公司地下停车场消防灭火原则坚持救人第一,快速疏散;内攻为主,外攻为辅,内外结合进攻;合理布置力量,选择正确灭火路线;固移联动,高低结合;集中力量,迅速灭火。4.3物业公司地下停车场消防应急救援4.3.1消防安全事故救援4.3.1.1如发生交通事故,及时向中控室、110报告,如有伤员报120抢救伤员,负责现场保护,查看车况,防止发生火灾。4.3.2消防事故救援4.3.2.1发生火灾事故,值班人员做到报警、扑救、疏散同时进行。4.3.2.2报警组迅速向中控室、119报告。4.3.2.3抢险救援组迅速切断或关闭引起次生火灾的装置,实施初级扑救。4.3.2.4疏散引导组组织引导地下停车场被困人员尽可能利用自带湿毛巾、围巾、口罩等捂口鼻弯腰低姿前行。如有伤员,以安全救护人员保护伤员撤离为先。5. 物业公司地下停车场消防安全应急终止5.1事件结束后,迅速检查伤员送至情况,清点参加应急人员及物资,派出人员保护现场,配合上级有关部门做好后续工作,由应急领导小组组长宣布应急事件终止。5.2随着应急救援法律法规的不断完善,机构人员变化,以及实施过程中发现存在的问题或者出现的新情况,及时修订、完善本预案。 以区域为单位进行有效组织,通过全国统一商品营销和区域活动促销的方式相结合,紧抓春节黄金时段,及节中、节后的消费需求,以中国古今结合“穿越式”的龙年春节文化为主题,security, profit, maintain stability and promote harmonious development as the main content of the three guarantees theme practice activities and stressing party spirit, to conduct, for example campaign, party and further improvement of the level of work.
