The information-based construction of the world has already drawn back the prologue, only owning the information resources development and networks to apply the advantage, then can control active power of the infor-mation-based construction. information-based， has been the standard every countries The development nature that is the main industry of the information industry to move the correspondence becomes heavy to win of heavy. What provides naught cruise in the world has been basic aim. The Third Generation Mobile Telecommunication has not only ground system but also the secondary planet system covering with the seven seas integrate system. Operation includes voice broad band data picture multimedia operation and so on which has high aptitude and abet individual telecommunication the seven seas deceased telecommunication system. The development of the third generation mobile communication experienced the competition of the system, it have already gradually evolved the standard of perfec-tion, the development of the equipments and the competition of the future industry development. Facing the vigorous competition situation, it becomes a triumphant key factor in the market that is quickly providing the business, reducing the cost of band-width and exaltating the service quantity of communication.
