In so doing, a construction team is created consisting of the owner, the architect-engineer, and the construction manager(CM). The objective of this approach is to treat construction project planning, design, and construction as integrated tasks within a construction system. The CM works with the owner and the architect-engineer from the beginning of design until construction project completion, providing leadership to the construction team in all matters pertaining to construction. Adherence to construction schedules and budget constraints is the CMs prime responsibility. During the design phase, the CM advises with respect to performance criteria, construction feasibility of alternative building systems, site conditions, site conditions, and availability of materials and labor. Information pertaining to trade jurisdictions and temporary job facilities is also provided. Where long lead-time machinery, equipment, or materials are needed , the CM will make arrangements for their procurement and delivery. During the design process, the CM prepares preliminary, interim, and final construction project budgets and construction schedules.Fast tracking and phased construction are frequently used on construction projects of this type. The construction manager handles the bidding and contract award process whereby work is contracted out to a succession of constructors as the various design phases are finalized. The CM usually does not perform significant construction work with his own forces. During construction operations, the CM assumes responsibility for the supervision coordination, and administration of the construction project. Of top importance in this regard are coordinating the work of the separate contractors, checking the actual progress of the construction project against an established time schedule, and exercising every effort to keep the cost of the work within the approved budget. Also often involved are quality control, safety, progress payments, contract changes, claims, expediting, shop drawings , acceptance testing, and other elements of construction administration. The extent of services to be provided by the CM can be tailored to suit the individual owners requirements. Two different types of construction management contracts can be used. Under one type, the CM is made the agent of the owner. All actions of the CM, such as purchasing, contracting, disbursement, and construction supervision, are carried out in the name of and on behalf of the owner. Under principles of agency, the owner is fully responsible for the actions of the CM. Another type of management contract is that in which the CM is engaged as an independent contractor . In this case his actions are taken in his own name and on his own responsibility. The CM is liable for his own actions and remains responsible for the work until its completion and acceptance by the owner. Public owners cannot ordinarily make the CM their agent. Contract documents and drawings Contract documents A major advantage of using a standard document is that those who use it regularly become familiar with its contents.They thus become aware of both its strengths and its weaknesses,and the suitability for their own specific purpose.The contract documents under any building project should include,as a minimum,the following information: The work to be performed.This generally requires some form of drawn information.It assists the client by way of showing his schematic layouts and elevations.Even the non-technical employer is usually able to grasp a basic idea of the architects intentions.Drawings will also be necessary for planning permission and building regulations approval.Finally,they will be needed by the prospective builder in order that he can carry out the architects intentions during estimating and construction.On all but the simplest types of project, therefore, some drawings will be necessary. The quality of work required.It is not easy on drawings alone to describe fully the quality and performance of the materials and workmanship expected.It is usual ,therefore,for this to be detailed either in a specification or in a bill of quantities. The contractual conditions.In order to avoid any future misunderstandings,it is preferable to have a written agreement between the employer and the builder.For simple projects,the conditions appropriate to minor works may be sufficient.On more complex projects,one of the more comprehensive forms of contract should be used. The cost of the finished work.This should be predetermined,wherever possible,by an estimator from the builder.On some projects it may only be feasible to assess the cost once the work has been carried out.In these circumstances the method of calculating this cost should be clearly agreed. The construction programme.The length of time available for the construction work on site will be important to both the client and the contractor.The client will need to have some idea of how long the project will take to complete in order to plan his own arrangements for the handover of the project.The contractors costs will,to some extent,be affected by the time available for construction. The contract documents on a building contract normally comprise the following:Form of contractContract drawingsBill of quantities or specification On a civil engineering project it is more usual to include both a bill of quantities and specification.The JCT forms used on building contracts allow only one of these documents.Contract drawings The contract drawings should ideally be complete and finalized at tender stage. Unfortunately this is seldom the case,and both clients and architects rely too heavily upon the clause in the conditions allowing for variations.Occasionally it is due to insufficient time being made available for the pre-contract design work or,frequently,because of indecision on the part of the client and his design team.
