1 ROAD CONSTRUCTION MANUAL A CONSTRUCTION SURVEY PROCEDURES A 1 General The center line of the traveled portion of the road shall be located in the center of the right of way and shall be located in the field by an authorized licensed land surveyor A 2 Stations Stations shall be established along the road center line every fifteen 15 meters and at all radius points P C s and P T s The beginning of this line shall be designated as Station 10 0 and shall start at the existing street right of way line A construction stake shall be placed at each center line station This stake will show the station on the side facing toward Station 10 0 and the cut or fill which will establish the center line grade on the opposite side of the stake A grade list showing the stations stake elevations cuts and fills shall be presented to the Employer s Representative by the applicant before construction begins A 3 Bench Marks A permanent Bench Mark shall be established at the beginning and end of each length of the road These bench marks shall be referenced to the same datum shown and identified on the construction drawings for the road The Bench Mark elevation and a description of each Bench Mark shall be furnished to the Employer s Representative B CLEARING AND GRUBBING B 1 Clearing All trees perishable matter boulders structures fences and debris of whatever nature shall be cleared from the full width of the roadway section including areas to be disturbed by cuts or fills except that valuable shade trees may remain in the shoulder areas as provided in Section B 3 At intersections and on curves additional clearing may be necessary to provide adequate visibility This work shall all be as approved by the Employer s Representative B 2 Grubbing All roots and stumps within the limits of the road section shall be grubbed and excavated except that no grubbing will be required where the finished roadway surface will be one point five 1 5 meter or more above the original ground surface and the foundation soil is satisfactory Where trees are cleared and grubbing is not required the trunks shall be cut off flush to the ground if possible and in no event more than eighteen 18 centimeter above the ground B 3 Trees Valuable shade trees may be permitted to remain in shoulder areas but not within one point five 1 5 meters of any curb line if no substantial increase in the risk of injury or damage results by reason of its presence in the particular place where it stands and if no conflicts with utilities will occur Any such tree shall be effectively protected and preserved so as to insure that it will suffer no damage during construction operations All tree branches overhanging the roadway pavement or shoulder areas shall be trimmed to a clearance of three point six 3 6 meters above the finished grade of the road B 4 Topsoil Topsoil shall be stripped from all surfaces of the roadway section which will be disturbed by cut or fill operations Topsoil so stripped shall be stockpiled on the site of the work and shall be reserved for roadway landscaping Erosion control measures will be installed around the perimeter of all stockpiles C ROADWAY EXCAVATION FORMATION OF EMBANKMENT AND DISPOSAL OF SURPLUS AND UNSUITABLE MATERIALS C 1 General The excavation filling or compacting and disposal of all material required to construct the roadbed subgrade shoulders slopes and other associated improvements shall be accomplished in accordance with all applicable requirements of the most current edition of the National Standard Specifications for Roadway Excavation Formation of Embankment and Disposal of Surplus Material except as modified herein C 2 Unsuitable Material All unsuitable material including material removed during clearing and grubbing and preparation of subgrade shall be removed from within the limits of the right of way and disposed of lawfully at a safe location approved by the Employer s Representative C 3 Surplus Material Surplus material may be used to flatten fill slopes within the limits of the right of way and any slope easements Surplus suitable materials that cannot be so utilized shall be disposed of lawfully in a manner approved by the Employer s Representative C 4 Blasting Blasting shall be performed only by licensed competent personnel and shall be done in accordance with all applicable laws ordinances rules and regulations pertaining thereto Local Government Authority may at their discretion require blast surveys and photographs D PREPARATION OF SUBGRADE D 1 General All topsoil soft spots peat and other organic material shall be stripped to their full depth and boulders and ledge rock shall be removed to a depth of at least thirty 30 centimeter below finished subgrade Areas excavated below subgrade shall be backfilled with suitable material The suitable material shall consist of sand gravel and soil binder free from thin or elongated pieces lumps of clay soil loam vegetable matter frozen material or stones larger than fifteen 15 centimeter in greatest dimension The particles shall be well graded from coarse to fine and not more than 10 percent shall pass the No 200 sieve All construction methods shall conform to the requirements of the National Standard Specifications for Subgrade An as built drawing showing subgrade elevations along with all storm drainage pipe and catch basins must be submitted and approved prior to the installation of the rolled granular base Prior to the installation of the rolled granular base the subgrade will be proof rolled as required by the Employer s Representative E ROLLED GRANULAR BASE E 1 General After the subgrade has been rolled and compacted a rolled granular base shall be applied for the full required width of pavement plus twenty five 25 centimeter beyond each curb line The rolled granular base shall not be less than twenty 20 centimeter thick after compaction on a residential road cul de sac and not less than twenty five 25 centimeter thick after compaction on a collector industrial road and shall have the cross slope shown on the Standard Detail Drawings In ledge rock the rolled granular base thickness shall be increased to fifty 50 centimeter E 2 Materials and Methods Materials and construction methods shall conform to the requirements of the National Standard Specifications for Rolled Granular Base The Employer will provide a representative sample and test results from a certified soil testing laboratory to verify conformance with the specifications F PROCESSED AGGREGATE BASE F 1 General After the rolled granular base has been placed and compacted a processed 3 aggregate base shall be applied for the full required width of pavement plus thirty 30 centimeter beyond each curb line The processed aggregate base shall not be less than ten 10 centimeter thick after compaction on the residential road cul de sac and not less than twenty 20 centimeter thick after compaction on the collector industrial road and shall have the cross slope shown on the Standard Detail Drawings F 2 Materials and Methods Materials and construction methods shall conform to the requirements of the National Standard Specifications for Processed Aggregate Base The Employer will provide a representative sample and test results from a certified soil testing laboratory to verify conformance with the specifications G BITUMINOUS CONCRETE PAVEMENT G 1 General After the processed aggregate base has been rolled and compacted the roadway shall be surfaced with bituminous concrete for the full required width of pavement plus thirty 30 centimeter beyond each curb line to a total compacted depth of not less than nine 9 centimeter for a residential road cul de sac and not less than ten 10 centimeter for a collector industrial road The bituminous concrete shall be applied by a motorized self propelled paver machine in two 2 courses The bottom or binder course shall not be less than five 5 centimeters thick after compaction for the residential road cul de sac and not less than six 6 centimeter thick after compaction for the collector industrial road The top or surface course shall be not less than four 4 centimeter thick after compaction In general No paving shall be permitted on any day where the temperature is less than forty 40 degrees Fahrenheit Pavement shall be placed so that each course shall have the cross slope shown on the Standard Details Drawing G 2 Materials and Methods All materials and construction methods shall conform to the requirements of the most current edition of the State Standard Specifications for Bituminous Concrete except as modified herein The bottom or binder course shall consist of Bituminous Concrete Mixture Class 1 and the top or surface course shall consist of Bituminous Concrete Mixture Class 2 as specified in the Materials Section M of the National Standard Specifications Copies of each load delivery ticket shall be provided to the Employer s Representative or Inspector at the time of placement to allow a yield analysis to be performed Should the yield analysis indicate that the required pavement thickness has not been provided the Employer s Representative may require that core samples be taken to verify pavement thickness The cost of such sampling will be H BITUMINOUS CONCRETE H 1 General Machine formed bituminous concrete curbing shall be applied by machine to both sides of the pavement along the entire length of the road at the offset from the centerline of the road shown on the Standard Detail Drawings Wavy or damaged curbing shall not be accepted and the Employer s Representative r shall require that improperly placed curbing be removed and replaced Bituminous concrete curbing may be installed on the bottom or binder course of pavement provided that the curb is elevated to meet the required fifteen 15 cemtimeter height after the top or surface course of pavement is installed I UNDERDRAINS I 1 General The installation of underdrains will be required beneath the edge of pavement of a proposed street as shown on the Standard Detail Drawings wherever the seasonal high groundwater is known or expected to be less than three 3 feet below the proposed finished grade of the street The Employer s Representative may require underdrains to be installed at other locations and where localized seeps or springs are observed within the proposed street lines At the discretion of the Regional Transportation Authority alternate types of underdrains may be installed Provisions will be made for connection of building foundation drains and or curtain drains by providing tee connections A combined underdrain storm drain may be installed in place of a separate underdrain where applicable as shown on the Standard Detail Drawings J SLOPES J 1 General Cut or fill sections beyond the sidewalk or shoulder area shall not be steeper than one 1 unit vertical to two 2 units horizontal except in rock where the slope shall not be steeper than six 6 units vertical to one 1 unit horizontal The Regional Transportation Authority may require a decrease in the amount of slope to whatever extent necessary to maintain the stability of the earth bank or rock face All earth slopes and areas that have been disturbed in any way due to construction of the road shall be covered with a minimum of ten 10 centimeter of topsoil and suitably seeded or planted with perennial rye grass to prevent erosion The Regional Transportation Authority may require the removal or adjustment of slopes adjacent to intersections in order to assure adequate sight distance at the intersection Excess excavated material may be used to flatten slopes as approved by the Regional Transportation Authority A protective fence may be required at the top of steep rock cuts or fills as determined by the Regional Transportation Authority K CONSTRUCTION MONITORING SCHEDULE The owner is hereby advised that the schedule outlined below indicates key construction steps which the Regional Transportation Authority or their authorized representatives wishes to observe so as to verify compliance with the approved drawings applicable national specifications and good construction practice In that the subject improvements are proposed to be turned over to the highway after completion the owner must notify the Employer s Representative in writing of his intention to start any construction work at least three 3 days prior to starting the work Should the employer close down the construction project for a period exceeding one 1 week due to weather conditions or other cause the owner shall notify the Employer s Representative of such closing and he shall notify the Employer s Representative of his intention to resume the project at least three 3 days prior to resuming the work In addition the owner shall give timely notice to the Employer s Representative for inspection purposes before each of the stages of work outlined below are to be initiated Such notice shall be given a at the time of notification to start a construction project by presenting a schedule of when each stage is to begin or b at least 48 hours before each of the following 1 After completion of the construction survey but prior to any construction activities 2 Immediately after placement of all erosion control measures 3 Prior to placement of any roadway fills and after formation of the subgrade in cut sections The Regional Transportation Authority may require test pits to be excavated at various locations to determine underdrain placement 4 Prior to commencing installation of drainage or other utilities 5 Prior to backfilling and compacting any portion of the storm drainage system 5 6 Prior to placement of roadway base materials and after review of the as built information required under Section Testing of the road base material will be the responsibility of the employer Therefore once the source of material is known the owner should provide the site with a representative sample and test results 7 Prior to placement of any pavement 8 At the completion of curbing installations backfilling of curbing grading of shoulder areas and embankments prior to loaming and seeding and installation of monuments The outline above serves only to indicate key points in the construction process which the road feels are necessary to observe so as to ensure the adequacy of facilities which it might be asked to accept Additional inspection and testing will be conducted on a periodic basis and as deemed necessary Failure to strictly follow the Construction Monitoring Schedule could result in a rejection of the improvements As adopted by the Regional Transportation Authority ROAD AND DRAINAGE SPECIFICATIONS 1 GENERAL Construction of pavement drainage facilities curbs sidewalks and related work shall be carried out in accordance with the specifications of the Town of Middlefield and in all cases shall be constructed under the supervision of a competent experienced and qualified supervisor Persons performing such work shall grant access to the working site to any official agency or commission of the Town of Middlefield have jurisdiction over streets roads developments or other improvements at any time during the work for purposes of examination or inspection for compliance with all applicable regulations and specifications Persons performing the work shall also notify the First Selectman or any agency of the Town of Middlefield having jurisdiction when critical phases of the work are to be undertaken and when a part of the work is to be buried or otherwise rendered such that it can no longer be subjected to reasonable test examination or inspection It is the intent of the regulations and these specifications to provide for materials and workmanship of good quality properly integrated each part with all others and of lasting value without undue maintenance effort or expense In the event of the absence of specifications or regulations for an item of work those performing such an item of work shall do so according to good standards consistent with accepted good practices It is also a requirement that unless waived by the agency of the Town of Middlefield having jurisdiction those performing work under these specifications all submit to the appropriate town agency original signed copies of certifications that materials incorporated in the work conform with the specifications It is a further requirement that those performing the work furnish at its conclusion a statement from a Connecticut Registered Professional Engineer attesting to its compliance with these specifications This engineer shall be particularly qualified and experienced in the items of work attested to In the event of conflict between regulatory documents the following will be the order of precedence 1 Zoning and Subdivision Regulations of the Town of Middlefield 2 Road and Drainage Specifications of the Town of Middlefield 3 The Standards appended to the said specifications 2 STREET CONSTRUCTIONS Streets shall be designed in accordance with the Town of Middlefield Subdivision Regulations the Town of Middlefield Standards and the following specifications 2 1 Subgrade All loam trees and roots shall be removed scraped and stripped to at least 15 inches below the proposed finish grade of pavement for the full width of the right of way Soft spots peat and organic material shall be excavated to good bottom and replaced with suitable fill material Earth fills shall be compacted in six inch layers with approved equipment floors of cuts shall be compacted similarly prior to further construction thereon All fill that is placed to an elevation of less than three feet above water table at the time of filling shall consist of rock or free draining soil 2 2 Subbase The subbase shall consist of broken rock crushed stone gravel processed gravel combined broken stone and sand combined broken stone and screenings or combinations of these materials placed upon the subgrade and compacted by rolling with a ten ton roller and brought to true grade and cross section to
