SOPEP-008-1/1附录Appendices SOPEP-001 前 言 PREAMBLE1.1 本船上应急计划是用以协助人员处理应急事件,其主要目的是设定必要采取的行动以停止或抑制泄油量或危险以缓和其影响,有效的计划保证以有组织、逻辑与时效采取必要的行动。This shipboard emergency plan is provided to assist personnel in dealing with an emergency. Its primary purpose or hazards and to mitigate its effects. Effective planning ensures that the necessary actions are taken in a structured, logical and timely manner and safe1.2 本计划使用流程图及检查表使船长和高级船员在面对各种不同意外事件必须采取响应行动时能有所遵循,流程图与检查表提供视觉资讯在处理紧急状况初期可以减少疏漏或错误的机会。The plan makes use of flowcharts and checklists to guide the Master and Officers through the various actions and decisions, which will be required in an incident response. The charts and checklists provide a form of information, thus reducing the chance of oversight or error during the early stages of dealing with an emergency situation.1.3 消防控制图、油舱布置图、管路图、容积布置图、舯剖面图包含船体及主甲板的总布置图在船上应予以准备随时取用。For ready reference, fire control plan, tank plan, pipeline diagrams and capacity plans, midsection plan with a general arrangement (G.A.) of the hull and upper deck, are to be prepared for ready use .1.4 在设计上本计划与公司应变计划有密不可分的关系。在面对意外,必要时,船长可由岸上指定人员站在状况立场得到必要的支援。The plan is designed to link into the Companys Emergency Plan for dealing with shipboard emergencies, which included oil pollution emergencies. The designated person will back the master up on-scene ashore are the circumstances and the position of vessel at the time of the incident require.1.5 任何有效的计划必须:For any plan to be effective it has to be:1.5.1 船员熟悉关键性功能Familiar to those with key functions on board the ship;1.5.2 定期的修订与更新 ,以及Reviewed and updated regularly; and 1.5.3 由定期练习测试其可行性Tested for viability in regular practices1.6 处理步骤必须定期进行测试与训练,类似的联系程序亦须定期训练以确认公司的应急计划有效。Training and exercises in implementation of the shipboard mitigation procedures must be held at regular intervals. Similarly, exercises in communication procedures will be necessary to verify that the companys emergency plan is also effective.1.7 本计划符合一九七三年防止船舶污染国际公约,并经一九七八年议定书修订的附录I规则三十七条及国际安全管理章程第八章的规则予以制订。The plan is also written to comply with the requirements of regulation 37 of Annex I of the international Convention for the prevention of pollution from ships. 1973. as modified by the Protocol of 1978 relating thereto, as well as those of chapter 8 of international safety management code.本计划的目的是给船上船长或高级船员在发生污染或类似事件时应采取的步骤,提供一个指南。The purpose of the Plan is to provide guidance to the master and officers on board the ship with respect to the steps to be taken when a pollution incident has occurred or is likely to occur.1.8 本计划应定期根据本公司的文件管理程序检讨并更新,依据决议案MEPC54(32)“制定船上油污染应急计划准则”所规定的主要修正应送主管机关认可。This plan should be regularly reviewed and update according to the document control procedures established by the company. Major revision as per the provisions mentioned in guidelines for the development of the shipboard oil pollution emergency plans (Res MEPC 54(32) shall be submitted to the Administration for approval.负责检讨并更新本计划的人员为岸上指定人员,海务部主管及机务部主管协助。更新期限不得超过12个月。Personnel responsible for reviewed and update of this plan are the Designated Person Ashore, the Chief of Marine Department and the Chief of Engineering Department assistant. Interval of updating not more than 12 moths.1.9 本计划包含根据“SOPEP编制指南”MEPC.54(32)决议通过并经MEPC.86(44)决议修正的中所有必须得信息和操作说明。包括所有提及的联系名单,电话号码等等。The Plan contains all information and operational instructions required by the “Guidelines for the Development of the Shipboard Oil Pollution Emergency plans”IMO MEPC 54(32)and amended by MEPC.86(44) issued by the International Maritime Organization (IMO). The appendices contain names. telephone numbers, etc. of all contacts referred to in the plan, as well as other reference material1.10 MARPO 73/78 ANNEXI-REGULATION 37. Every oil tanker of 150 tons gross tonnage and above and every ship other than an oil tanker of 400 tons gross tonnage and above shall carry on board a Ship Oil Pollution Emergency Plan (SOPEP) approved by the Administration. In the case of ship before 4 April 1993 this requirement shall apply 24 months after that date. Such a plan shall be in accordance with guidelines developed by the Organization and written in the working language of the Master and Officers. The Plan shall consist at least of:a. The procedure to be followed by the Master or other persons having charge of the ship to report and oil pollution incident, as required in article 8 and Protocol 1 of the present Convention, based on the guidelines developed by the Organization;b. The list of authorities or persons to be contacted in the event of an oil pollution incident;c. A detailed description of the action to betaken immediately by persons on board to reduce or control the discharge of oil following the incident; andd. The procedures and point of contact on the ship for coordinating shipboard action with national and local authorities in combating the pollution. XXXXXX SHIPPING CO.,LTD.SOPEP-001-1/2SOPEP-002 报告的规定 REPORTING REQUIREMENTS2.1 一般要求General Requirements2.1.1 MARPOL 73/78 议定书I 条款第八条规定在实际或可能发生泄油至海上时必须通知最近沿岸国家,这项要求的目的是保障沿岸国家尽早获得油污染威胁的消息,同时使岸上尽早采取救难与协助行动。Article 8 and protocol of MARPOL 73/78 require that the nearest coastal state should be notified of actual or probable discharges of oil to the sea. The intent of the requirement is ensure that coastal states are informed without delay of any incident-giving rise to pollution, or threat of pollution, of the marine environment, as well as the need for assistance and salvage measures, so that appropriate action may be taken.2.1.2 在发生意外后船长或其它船上负责人提出报告的程序应符合国际海事组织Res.MPEG.138(53)修正后的Res.A851(20) 所颁布的规定。The reporting procedure to be followed by the master or other person in charge of the ship after an incident is based on guidelines developed by the international maritime organization Resolution Res. A.851(20) amended by Res. MEPC.138(53).2.1.3 发生油污意外的船舶向适当沿岸国家或港口以及一船方有关单位提出报告。If the ship is involved in an incident reports must be made both to coastal state or port contacts, as appropriate, and to contact representing interest in the ship.2.1.4 依照要求的报告流程详见如下页。A flow chart indicating the reporting procedure to be followed in accordance with the requirements is given overleaf. 报告系统REPORTING PROCEDURE意外或危害实际发生?Has there been an accident or hazardous occurrence?否No是Yes无须报告No report required实际发生油污染或影响安全事故?Is there an actual oil spill or accident affecting safety?否No是否可能发生油污染或影响安全事故?Is there a probability of an oil spill or accident affecting safety?是Yes否No是Yes需要报告A report is required是Yes否No船舶在港内?Is ship in port?以协议方式向港口主管机关报告Notify port authorities by agreed means以最快方式向最近沿岸国家报告/搜救协调中心Notify nearest coastal state/RCC by quickest possible means通知本船有关单位Notify ship interests必要时再行后续报告Prepare follow -up reports as practicable最初强制报告完成Mandatory initial reporting action now complete2.2 何时需要报告 When to Report2.2.1 实际发生泄油Actual discharge任何时候如有以下情况时,必须报告给2.7节列明的沿岸国及个体和组织:A report to the Coastal State and to those individuals/organizations specified in Section 2.7 is required whenever there is :a) 因船体或其装备遭受损害而发生Resulting from damage to the ship or its equipmentb) 泄油超过任何原因的许可等级,包括为确保船舶安全或海上人命救助的目的;或A discharge of oil above the permitted level for whatever reason, including those for the purpose of securing the safety of a ship or saving life at sea; orc) 排泄的数量或瞬时速率超过当前公约(如MARPOL 73/78)的许可A discharge during the operation of the ship of oil in excess of the quantity or instantaneous rate permitted under the present Convention. (i.e. MARPOL 73/78 Convention amended and in force at the time this plan is approved).2.2.2 可能发生泄油Probable Discharge如在没有涉及实际排油,但有排油的潜在威胁,也应递交报告给2.7节列明的沿岸国及个体和组织。在判断是否有这可能性和是否必须提交报告,至少下列因素要考虑在内:A report to the Coastal State and to those individuals/organizations specified in Section 2.7, may be required if there is a situation which, though not involving an actual discharge, would qualify as a substantial threat of a discharge. In judging whether there is such a probability and whether the report should be made, the following factors, as a minimum, should be taken into account:(a) 损坏的性质;The nature of the damage;(b) 船位及接近的陆地和航行危险物;Ship location and proximity to land or other navigational hazards;(c) 天气,潮汐,潮流和海况;Weather, tide, current and sea state; and(d) 通航密度Traffic density.作为一个常规指导方针,船长在下列情况下应该报告:As a general guideline, the master should report in cases of:(a) 影响船舶安全航行的损坏或故障;例如碰撞,搁浅,爆炸,结构损坏,进水,货物移动等;及Damage, failure or breakdown which affects the safety of ships; examples of such situations are collision, grounding, explosion, structural failure, flooding, cargo shifting, etc.; and(b) 会危机航行安全的机器或设备的故障;如舵机,推进器,发电系统的失控或故障,Failure or breakdown of machinery or equipment which results in the impairment of the safety of navigation; examples of such incidents are failure or breakdown of steering gear, propulsion, electrical generating system, essential ship borne navigational aids, etc.2.2.3 其他Others 其他本计划所提及事故可能或已经影响船舶、货物或船上人员的安全时。Other accidents mentioned in this plan which might or already affect the safety of ship, cargo or personnel on board.2.2.4 后续报告Follow-up report一旦船上发出最初报告后,应就事件发展情况定期向岸上相关单位提出后续报告。Once the vessel has transmitted an initial report, follow-up reports should be sent at regular intervals to keep those concerned informed of development.提出的后续报告应使用2.3所述格式,内容包括船况、泄油速率、气候状况、代理行资料并摘述处理情况。Follow up reports should always be in the form given in section 2.3, and should include information about every significant change in the vessels condition , the rate of the release and spread of oil, weather conditions, and details of agencies notified and clean up activates.2.3 报告内容的要求Information Required本节所述的报告得以手写方式利用传真至有关单位,如船上无传真,则按其内容发电报到有关单位。The report mentioned in this section plan can be written by free hand, then FAX to the parties concerned.
