Quality Management3.1.1 All and every site of water supply and drainage and heating works of buildings must have necessary technical standards for construction, an optimized and healthful quality management system and the mechanism for quality inspection, so as to perform an overall process of quality control.3.1.2 The construction of buildings water supply and drainage and heating works shall be executed in accordance with the approved engineering design documents and technical standards for construction. Any modification or change of designs shall be subject to the change notice issued by the design organization.3.1.3 Prior toe the beginning of construction, a design or construction scheme of the construction organization shall be prepared and approved.3.1.4 The classification of partitioned and divisional works of buildings water supply and drainage and heating works is detailed in Schedule A.3.1.5 The divisional works of buildings water supply and drainage and heating works shall be divided in accordance with the system, area, construction section or floor. Acceptance of divisional works shall be carried out based on different inspection lots.3.1.6 Any unit undertaking the construction of water supply and drainage and heating works of buildings shall have corresponding qualification, with its quality inspector having relevant professional technical qualification.3.2 Management of Equipment and Material3.2.1 All key materials, finished and semi-finished products, accessories and parts, apparatus and equipment used in water supply and drainage and heating works of buildings must be delivered together with the Chinese quality certificates of conformity. Any specification, model and performance inspection reports thereof shall comply with relevant national standards or the design requirements. Before delivering into the construction site, they shall be inspected for acceptance and confirmed by the supervision and management engineer.3.2.2 Inspection and acceptance shall be made for all materials in terms of the variety, specification and appearance. The packaging shall be in good condition, without any scratch on the surface and damage and breakage caused by external force.3.2.3 Installation and operation instructions shall be provided for key devices, apparatus and equipment. Effective measures shall be taken to prevent possible damage and losses or corrosion in the course of transportation, keeping and construction.3.2.4 Prior to the installation of valves, strength and gas-tight tests shall be carried out. Such tests shall cover 10% of every batch of valves (with the same designation, model and specification), which shall at least be one valve.
