This article authorizes the coastal states within the exclusive economic zone to adopt and enforce the non-discriminatory laws and regulations for prevention and monitoring of marine pollution from vessels in the areas covered with ice for most of the year.In summer 2012 Russian Federation adopted New Federal Low on Amendments to specific legislative acts of the Russian Federation related to Governmental regulation of merchant shipping in the water area of the Nothern Sea Route.Based on Federal Low in January 2013 Ministry of Transport of Russian Federation developed and approved New Rules of Navigation in the Northern Sea Route water area. The application must contain statement that the shipowner will ensure that the ship conform to of these Rules prior to entering in the Northern Sea Route water the applicant be a physical person authorized by the ship owner, the following additional documents (as pdf files) are to be attached to the Application in Russian and/or English:1) A copy of the document to confirm the applicants identity;2) A copy of the document to confirm the powers of the person signing the Application on their own behalf or on behalf of the ship (South-western part of the Kara Sea, the north-eastern part of the Kara Sea, the western part of the East Siberian Sea, the eastern part of the East Siberian Sea, the western part of the Laptev sea, the eastern part of the Laptev sea, the Chukchi Sea), and the navigation period, specified in the Appendix 2 to these Rules when the vessel shall navigate with icebreaker decision to refuse a permit, a notification signed by the Head of the NSR Administration (or his Deputy), shall be sent to the applicant by e-mail; the reasons for refuse shall be specified in the Choice of the optimal route for the vessel and the appropriate navigation tactic for the vessel on ice-infested water during independent voyage; Selection of speed and ways of maneuvering by the vessel to avoid hazardous interaction between the vessels hull and propeller-rudder system and ice;
