Everybody is free to enjoy the benefits of these commodities, and one persons use does not reduce the possibilities of anybody elses enjoying the same good. Examples of public goods are not, as few as one might expect. A flood control dam is a public good. Once the dam is built, all persons living in the area will benefit. The same holds true for highway signs or aids to navigation (航行). Once a lighthouse is built, no ship from any country can be effectively excluded from the use of the lighthouse for navigational purposes. National defense is another example. Even a person who voted against military expenditures (军费) or did not pay any taxes will benefit from the protection afforded. It is no easy talk to determine the social costs and social benefits related with a public good. There is no effective way of charging drivers for looking at highway signs, sailors for watching light, and citizens for the safety provided to them through national defense. 61. She came home one beautiful spring day to tell me she had competed in “field day”thats where they have lots of races and other competitive events. Because of her leg support, my mind raced as I tried to think of words of encouragement for my Sarah, things I could say to her about not letting this get her down-things I have heard many famous coaches tell the players when they were faced with defeat- but before I could get a word out, she looked up and said, “Daddy, I won two of the races.” I couldnt believe it! Then Sarah said, “I had an advantage.” Ah, I knew it. I thought she must have been given a head start-some kind of physical advantage. But again, before I could say anything, she said, “Daddy, I didnt get a head startmy advantage was I had to try harder!” 64. The underlined words “field day “means _. Sarahs father supported her with his love D The results of the US/NATO bombing of Yugoslavia are to be judged by history. I shall not be the one to do it. But being in the center of actual events that are creating that history, I cannot stay away from what is going on in ray country. First of all, the aim of the bombing was to prevent a human surfing in Kosovo. Today, after many days of frequent bombing, that aim is more distant than before. The bombing, only brought tens of thousands of people running away from their homes. Not to mention the large number of the death and injury, buildings and factories. Suppose that the US/NATO really had a wish to prevent the human suffering, they should realize by now how wrong they were when they thought the bombing would solve the problem. So, whats left? Back off on ground troops? But who is going to join the ground troops? It would take at least 200000 armed soldiers, not the 20000 that the US/ NATO have prepared in Macedonia. It should also be clear that the Serbs(塞族)will not give up on Kosovo. I live under continuous bombing for more than a week now. And it doesnt frighten me any more. I dont turn to the shelter(避难所)at the sound of warning. Its the thought of ground troops that frightens me. Vietnam would seem like a picnic compared to a bloodshed(流血)in Kosovo if the ground troops appear. Is that what the US/NATO wants? 68. Which of the following statements is true? A. The US/NATO really intends to stop the human suffering. B. The result of the war will be judged by people in C. The bombing made tens of thousands of people homeless. D. The continuous bombing will make the Serbs give up on Kosovo. 69. What worries the writer most? A. The continuous bombing. B. The coming of ground troops. C. The sound of bomb warning. D. The idea of ground troops. 70. Whats the writers attitude towards the bombing in Kosovo? A. It is the US/NATOs duty to defend Kosovo. B. It is wrong to solve the problem by bombing Kosovo. C. The aim of bombing Kosovo is to stop a human suffering. D. The bombing can solve the problem on Kosovo. 71. The underlined sentence means _ . A. the war in Vietnam wasnt serious at all B. the war in Vietnam was different from that in Kosovo C. the US will send more troops to Kosovo than to Vietnam D. ground troops to Kosovo will cause an even greater disaster E There are many stereotypes(定型) about the character of people in various parts of the United States. In the Northeast and Midwest, people are said to be closed and private(自私的). In the South and West, however, they are often thought of as being more open and hospitable (好客). Ask someone from St. Louis where the nearest sandwich shop is, and he or she will politely give you directions. A New Yorker might eye you at first and after deciding it is safe to talk to you, might give you a rather unexpected explanation. A person from Georgia might be very kind about directing you and even suggest some different places to eat. A Texan just might take you to the place and treat you to lunch. American stereotypes are abundant. New Englanders are often thought of as being friendly and helpful. Southerners are known for their hospitality and warmth. People from the western part of the United States are often considered very outgoing. These differences in character can be traced to different factors such as climate, living conditions, and historical development. When travelling from place to place, Americans themselves are often surprised at the differing degrees of friendliness in the United States. 72. The main idea of the passage is _. A. even Americans are surprised at the differences among themselves B. there are many differences in character in different parts of the USA C. there are many reasons for the differences D. stereotypes about people are not necessarily true 73. Which of the following is true according to the passage? A. New Yorkers are usually open with strangers. B. People from the South are usually considered good C. The friendliest Americans travel from place to place. D. Different parts have different customs and habits. 74. The differences lie in the following except _ of the parts. A. the weather B. the history C. geography D. the names 75. The word “abundant” in the second paragraph may probably mean _.
